Performance Work Statement

Carbon Supply and Disposal for the

Water Treatment Plant GAC System

Eielson Air Force Base March 2018

Description of Requirement

1.0 BACKGROUND/GENERAL SCOPE

1.1 Eielson AFB (EAFB) operates (6) Calgon Model 10 granular activated carbon vessels capable of generating Per-fluorinated Compound removal of approximately 55 million gallons plus (between six vessels) per change out at its Water Treatment Facility. The GAC System currently allows Eielson AFB to meet EPA and DOD drinking water standards.

1.2 The contractor shall provide all personnel, labor, equipment, supervision and tools necessary to comply with EPA, OSHA, ADEC (Alaska Department of Environmental Conservation) Alaska Drinking Water Standards, Alaska Drinking Water regulations under section 18 AAC 80.200(b), and industry standards.

1.3 The contractor will be responsible for the supply of virgin Calgon F-400 and disposal and/or regeneration of the spent carbon media required for proper PFC removal.

1.4 The contractor shall assist in managing, coordinating and overseeing proper media loading into the requested carbon vessel(s) to ensure PFCs are removed from the drinking water system at Eielson AFB, Alaska. After media loading, the vessel(s) must test bacteriologically (BacT) free and have low iron content (secondary drinking water standard below 0.3 ppm).

2.0 LOCATION

2.1 EAFB is located approximately 26 miles southeast of Fairbanks, Alaska. The Water Treatment Plant is located in Building 3228. This facility is accessible from Central Avenue and is contained within the secured portion of the base.

3.0 GENERAL INFORMATION

3.1 Contractor shall supply names of customer service representatives available at all times.

Contractor must be available between July and August 2018 for carbon request(s) and maintain proper coordination with COR for carbon change outs for all six GAC vessels.

3.2 Contractor shall have dedicated delivery truck(s) and specialist(s) that support requested deliveries in July and August 2018 when COR/CO issues re-supply request. The contractor must have the necessary support equipment to include appropriate work procedures for potentially low oxygen space if entering the vessel, required training for carbon replacement, and the appropriate Personal Protective Equipment (PPE), drinking water compliant air compressor, air hose(s), and drinking water compliant water hose(s) necessary for slurry unloading and loading carbon vessels.

6.2 Base Notification - The Contractor shall contact one of the representatives identified above no later than 72 hours before starting site operations so base access can be obtained.

6.3 Site Visit - The contractor shall become thoroughly familiar with all details of the process to ensure proper water treatment. The contractor will advise the contracting officer of any discrepancies before performing any work.

Duration of contract

Contractor will supply virgin Calgon F-400 carbon and load into GAC vessels meeting NSF 60 requirements. After media loading, the vessel(s) must test bacteriologically (BacT) free and have low iron content (secondary drinking water standard below 0.3 ppm).

Contractor will be responsible for the removal/ disposal/regeneration of spent carbon.

6.4 Protection of Government Property and Personnel - The contractor shall protect Government and non-Government property and personnel on-base from inconvenience, damage, or injury of any nature.

6.4.1 The contractor shall accomplish the work in accordance with applicable Base Safety and Fire Prevention regulations, Air Force regulations, and such other measures as deemed applicable.

6.4.2 Damages of any nature caused by this work shall be repaired or damaged property replaced at no expense to the Government.

6.4.3 If the contractor does not satisfactorily repair or replace the damaged property, the Government reserves the right to make the necessary corrections.

6.4.4 The contractor shall reimburse the Government for consequential damages and for all materials and labor used for the corrections.

6.5 The contractor is responsible for the storage and safekeeping of all material to be used in the completion of work.

6.6 The contractor shall keep the work area clean of all debris. The contractor shall keep storage areas clean and orderly. The contractor shall dispose of all wastes and not allow them to accumulate.

6.7 The contractor shall comply with base regulations regarding Hazardous Materials

(HAZMAT) for all issues of hazardous material, and ensure procedures meet all applicable policies, publications, and protocols in this contract. Provide Bio-environmental engineer service with a Safety Data Sheet (SDS) on all first time purchase of hazardous items obtained through local sources of supply and obtain approval prior to purchase.

6.8 The Government will provide emergency medical treatment and emergency patient transportation service for contractor personnel who are injured or become critically ill while at Eielson AFB. Treated personnel will be responsible for reimbursing the government for the cost of medical treatment and patient transportation at the current inpatient or outpatient treatment rate.

6.9 Services performed will be coordinated with the Government.

6.10 The contractor shall ensure each employee obtains pass and identification items as applicable for contractor personnel and contractor-owned vehicles.

6.11 The contractor will maintain a current list of employees. The list will include employee names along with information required in the REAL ID. (REAL ID compliance information website: https://www.dhs.gov/real-id-enforcement-brief.)

This list is required to be provided to the contracting officer and t h e servicing security forces organization, to include updated copies for any changes during the duration of the contract.
