Statement of Work
Boiler Chemicals for the
Central Heat and Power Plant
Boilers
Eielson Air Force Base
February 2016

Description of Requirement
1.0 GENERAL SCOPE
Eielson AFB (EAFB) operates six coal-fired stoker-type boilers capable of generating 120,000 lbs of steam per hour and five steam turbine generators at its Central Heat and Power Plant (CHPP) facility. We currently use proprietary polymer chemistries to meet our water quality requirements.
The contractor shall provide all personnel, labor, equipment, supervision and tools necessary to comply with existing water chemistry and maintain system in accordance with all applicable regulations and industry standards.
The objective of this work is to provide all boiler water treatment chemicals and provide local field representative.
2.0 LOCATION
Eielson AFB (EAFB) is located approximately 26 miles southeast of Fairbanks, Alaska. The
Central Heat and Power Plant is located in Building 6203. This facility is accessible from Arctic
Avenue and is contained within the secured portion of the base.
3.0 GENERAL INFORMATION
3.1 Contractor shall have a local field representative available at all times.
3.2 Contractor shall have a dedicated heated delivery truck and specialist that makes a minimum of weekly deliveries and has the necessary support equipment to include
HAZMAT containment, required training for chemical, and the appropriate Personal
Protective Equipment (PPE).
3.3 Company must have an Alaskan warehouse to store a minimum of 3 months inventory.
3.4 Contractor must have multiple years of experience with high and low pressure boilers utilized in power generation facilities within the state of Alaska.
3.5 Company must have multiple field engineers in the Fairbanks Alaska area for back up, as well as an office to ensure local administrative services capable of monitoring chemical supply demands .
3.6 Contractor must have returnable containers to minimize handling and disposal of drums as well as any residual chemical.
3.7 Contractor must have 3D Trasar capability or like system with fluorescence technology for boiler scale control.
3.8 Contractor must have a corrosion stress monitoring plan for pre-boiler corrosion control.

6.0 SUPPLEMENTAL INFORMATION
6.1 The following personnel are representatives for this project;

6.2 Base Notification - The Contractor shall contact one of the representatives identified above a minimum of 72 hours before starting site operations so base access can be obtained.
6.3 Site Visit - The contractor shall become thoroughly familiar with all details of the process to ensure proper water treatment. The contractor will advise the contracting officer of any discrepancies before performing any work.

6.4 Protection of Government Property and Personnel - The contractor shall protect
Government and non-Government property and personnel on-base from inconvenience, damage, or injury of any nature.
6.4.1 The contractor shall accomplish the work in accordance with applicable parts of
Base Safety and Fire Prevention regulations, Air Force regulations, and such other measures as may be deemed applicable.
6.4.2 Damages of any nature caused by this work shall be repaired or damaged property replaced at no expense to the Government.
6.4.3 If the contractor does not satisfactorily repair or replace the damaged property, the
Government reserves the right to make the necessary corrections.
6.4.4 The contractor shall reimburse the Government for consequential damages and for all materials and labor used for the corrections.
6.5 The contractor is responsible for the storage and safekeeping of all material to be used in the completion of work.
6.6 The contractor shall keep the work area clean of all debris as required. The contractor shall keep storage areas clean and orderly. The contractor shall dispose of all wastes and not allow them to accumulate.
6.7 The contractor may request access to Government utilities which are readily available in the work area (e.g. house current or tap water in buildings). Required utilities which are not readily available in the work area or which would cause significant expense or inconvenience to the Government shall be provided by the contractor. The contractor shall provide all materials and equipment for any approved utility hookup.
6.8 The contractor shall comply with base regulations regarding Hazardous Materials
(HAZMAT) for all issues of hazardous material, and ensure procedures meet all applicable policies, publications, and protocols in this contract. Provide Bio-environmental engineer service with a Safety Data Sheet (SDS) on all first time purchase of hazardous items obtained through local sources of supply and obtain approval prior to purchase.
6.9 The government will provide emergency medical treatment and emergency patient transportation service for contractor personnel who are injured or become critically ill while at Eielson AFB. Treated personnel will be responsible for reimbursing the government for the cost of medical treatment and patient transportation at the current inpatient or outpatient treatment rate.
6.10 Services shall typically be performed Monday thru Friday from 7:00AM to 5:00PM local time in coordination with the Government.
6.11 The contractor shall ensure each employee obtains pass and identification items as applicable for contractor personnel and contractor-owned vehicles.
6.12 The contractor shall maintain a current listing of employees. The list will include employee names and date of birth. This list shall be provided to the contracting officer and servicing security forces organization. An updated listing shall be provided upon change of employees. The Contractor must provide all names, social security numbers and duty hours of all personnel who will be on site at start or anytime during this project.
