The PPE is needed for safety of the fire department personnel. The G-Xtreme Brand has the required safety specifications necessary for Eielson AFB Fire Department.
Section C: Justification for Soliciting from a Single Source or Brand Name
In accordance with 41 U.S.C 1901 or the authority of 41 U.S.C. 1903 as implemented by FAR 13.501(a); Justification for Brand Name is being prepared IAW FAR Part 13.5 procedures in lieu of FAR 6.302-1(c).
The fire department received matching sets of G-XTREME brand gear at a cost of $80,801.20 under contract number FA5004-14-F-0011.
This purchase is to replenish and further supplement existing equipment that was already procured by the Air Force.
This brand name justification for G-XTREME Brand PPE is necessary to ensure standardization of firefighter PPE for the 354th CES/CEF.
Standardization of protective clothing is critical when considering the clothing utilized by the firefighters. It is imperative that all coat and pant combinations match, since each manufacturer has a different failure rating, as well as various systems/designs to attach the coat to the pants. Each manufacturer also has different types of liners and accessory gear associated with their designs, which would cause an increase in spending to accommodate the various adaptations to other manufacturers gear.
Further, the firefighter PPE must be functional in all aspects during emergency situations, and any delay to the firefighter arriving on scene caused by interoperability issues which arise from incompatible gear would be unacceptable. New equipment with different design configurations has the potential to cause interoperability issues. Due to the different rating and designs, mixing gear could create a risk of severe personnel injury and possibly death.
Section D: Efforts to Obtain Competition
An initial Independent Government Estimate (IGE) was supplied by the customer. A search on GSA was then conducted by the Contract Administrator, however, the original IGE was a quote by the only vendor on GSA capable of supplying the name brand PPE. Internet searches were then conducted by the Contract Administrator and concluded there were at least two (2) other vendors that are capable of supplying this specific brand of PPE. A sources sought was also posted on 5 May 2017 with a closing date of 19 May 2017; with no responses from PPE companies being received.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
354 Contracting and 354 CES/CEF personnel will continue to conduct market research and look for opportunities to create competition by upgrading equipment in sufficient enough quantities for manufacturers to mitigate interoperability issues and safety concerns from mixing and matching different designs, and to ensure all personnel have the same failure ratings of equipment.
Additionally, a strategic sourcing acquisition initiative at Air Force Installation Contracting Agency's (AFICA) 771st Enterprise Sourcing Squadron (ESS) for fire fighter PPE is projected to be finalized in September 2017. The roll-out of this strategic sourcing initiative will standardize PPE across the Air Force.
