Q&A #2
MAINTAIN TURBINE-GENERATOR #3, EIELSON AFB, ALASKA
SOICITATION FA5004-15-R-C008, PROJECT: FTQW 16-1026
RESPONSE TO BIDDER QUESTIONS Q&A #2
31 JULY 2015
Q1. Specification Section 15699, Paragraph 3.6: Does the Government want high or low speed balancing?
A1. As stated in the spec., the contractor may balance the rotor at any speed, up to 3,600 rpm. If he balances at a speed less than 3,600 rpm, he should extrapolate his results up to 3,600 rpm. The ultimate goal, and requirement for acceptance of the overhauled machine, is that the rotor vibration in the reassembled machine shall meet the tolerances described in Section 15699, paragraph 3.7.H.
Q2. Will the projected construction for Boiler #5 affect the schedule of this project?
A2. No. The work in the turbine room above turbine #3 is expected to be completed by the end of October 2015.
The work of this project on turbine #3 will not begin until April 2016, so there will be no conflict there. However, the location of a large crane outside the power plant will force a change in the staging area used by turbine contractors during previous overhauls. A different staging area will be designated for the turbine contractor’s use, but the designated area will still be adjacent to the plant.
Q3. 1500-1 1.3B do we need to supply a mobile office or is there one in the turbine room?
A3. The Contractor will have to supply whatever office furniture and equipment he requires. He may provide an office trailer outside the plant, or, if he doesn’t mind the noise and can find sufficient space, he may set up tables or desks on the turbine room floor. Note that the turbine room is an area where hearing protection is required.
Q4. How many copies of our proposal are needed? Can the proposal be FedEx’ed or must it be US mail?
A4. Original and 1 copy per SF 1442 Block 13 A, proposals formatted per Section L of the solicitation document
(see SF 1442 pages 33-37). FedEx is acceptable. Telegraphic, facsimile, and electronic submission of proposals are not authorized for this solicitation.
Q5. 01500 – 2 , 1.4.A. is states GOV will supply electrical services, below on 1.5.A. states that contractor is to provide; on page1500-3 1.5.F, states GOV will supply at no charge. Will the GOV supply air and power as needed for scope?
A5. Electric power is available for the contractor’s use, free of charge at the plant. The contractor may need to provide a transformer or a patch panel depending on his particular requirements. The contractor shall provide his own air compressor for blast cleaning or other compressed air needs.
Q6. Do we need to complete JA-13_AF_Form_3064 and submit with our proposal?
A6. No. The AF Form 3064 is submitted post-award.
Q7. There are many sections in the Spec that don’t seem to be relevant to me, radiation, lasers, etc., are these standard docs for informational purposes?
A7. Section 01030, which includes the requirements for the use of lasers and radiation, is the section covering safety and environmental requirements. Some portions of 01030 might not apply to you, but all provisions should be read and, if they apply to how you intend to perform the work of the contract, must be complied with. For example, if you will be using a laser on site, you must apply for a permit as described. Or if you will be generating any potentially hazardous waste, a representative sample must be taken and subjected to a TCLP test prior to disposal.
Q8. FA 5004-15-R-C008 Att JA-7 the PPQ, is this a doc to be used only IF you have done work for the AF or
GOV?
A8) See Section L of the solicitation document, Section B, Part 3 Past Performance Proposal.
Q9) The inspection window is 80 days, unless repairs push it longer, if authorized by GOV from a LRR. Correct?
A9) Correct. LRRs that will affect the performance period end date must specify the additional amount of calendar days required to complete the repair.
Q10. Is there room for a balance machine inside or where was it set previously?
A10. There isn’t room in the power plant to set up the balancing machine. Space will be made available for the contractor to set up a balancing machine in a warehouse inside the fence surrounding the plant.
Q11. All items that state “ Recommend repairs if faulty or necessary” are items that may/will be quoted if needed and are NOT to be included in base number?
A11. Correct. Recommended repairs must be quoted via LRR.
Q12. 3.4.K Gov is requesting that lift rods and bushings be included in base bid, what if these parts are not out of spec?
A12. The base bid requires replacement of the bushings and inspection of the rods.
Q13. 3.4.M Gov is requesting primary and secondary servomotors rebuild. I have contacted the OEM and they told me that “ Bosch PN:0811404552” is not for the actuators it for the servo valve off the actuator. Is there a different number?
A13. The servomotor actuators are Bosch Model NG-10.
Q14. 3.4.N please provide primary and secondary servomotor serial numbers or part numbers.
A14. The servomotors were manufactured by the Hydraulic Center, Fairbanks Alaska. There are no serial numbers.
Q15. 3.4.O please provide part numbers or sizes for carbon rings.
A15. Elliott part numbers for the carbon rings are 633786-19 (exhaust end) and 633786-20 (steam end). Previous turbine contractors have taken the carbon rings off and had them “reverse engineered”.
Q16. 3.4.Q please provide past reporting data if available.
A16. We have no previous reports on the condition of the coupling. The coupling was installed in 2006.
Q17. 3.4.W. we assume you want these ground onsite?
A17. It would be preferable to have the work done on site; however, if it is not possible or it is prohibitively expensive, the rotor may be shipped to a shop capable of performing the work.
Q18. Do you have the Bentley Nevada software now, the display development software and run time software?
A18. Plant maintenance personnel have the software.
Q19: Do we need to provide a PC with the screen install?
A19: No. A PC shouldn’t be required. Please refer to the revised spec section 15699, which has been edited to provide additional information about the display.
NOTE: A revised specification Section 15699 will be issued with these Questions and Answers.
