About this file
This file is a Questions and Answers (Q&A) response document for federal contract solicitation COMBO–FA500026Q0072, Amendment 0001. The document addresses five key inquiries regarding procurement requirements and compliance matters.
The solicitation concerns a small business set-aside for a Brand Name Only Bobcat 32" x 74" snowblower equipped with a UW56 configuration. No SBA nonmanufacturer rule waiver is required, and the procurement is classified as commercially available off-the-shelf (COTS), making certain DFARS cybersecurity provisions (252.204-7012, 252.204-7019, and 252.204-7020) inapplicable. However, DFARS 252.204-7024 applies, and contractors must comply with NIST SP 800-171 DoD Basic Assessment criteria as outlined in that provision; the Contracting Specialist will evaluate item/price risk and supplier risk reports from SPRS during quotation review. For the snowblower specification, contractors may utilize OEM-recommended hydraulic motor packages compatible with the quoted configuration, provided the Auxiliary Hydraulic Pressure meets the minimum requirement of 3,000 PSI. All solicitation documents have been updated to reflect "Brand Name" language rather than "Brand Name or Equal."
