About this file

This is a Questions and Answers document clarifying specifications for an asphalt emulsion storage and distribution tank system. The government is procuring equipment with a 100 GPM Parker HDP Hydraulic Piston Pump, a 3-blade agitation system, and a heavy-duty hydraulic agitator drive with chain reduction. Key specifications include a 3/16" steel tank (grade not specified, non-stainless steel), a mild steel skid, and a reversible agitation system capable of handling asphalt emulsion and rejuvenators with varying viscosity levels.

The document clarifies that both hydraulic-driven agitators with gear reduction and chain reduction drives are acceptable provided they are reversible. A Parker pump head with a 1-inch shaft or equal is acceptable; a complete product pump is not required. Tank insulation is not required, and stainless steel construction is not mandated for either the tank or skid. An electric motor is not an acceptable substitute for the gas-powered engine, though the tank may include additional ports to accommodate both gas-powered and electrical-powered pump options. The expected delivery date has been revised from September 30, 2026 to on or before May 1, 2027, with confirmation that this change will be updated on the contract.

Questions and Answers

1. The salient characteristics specify a 3-blade agitation system and chain reduction agitator drive. Is a hydraulic-driven agitator with gear reduction acceptable, or is the chain reduction drive specifically required?

a. Hydraulic-driven agitator with gear reduction or the chain reduction agitator drive would both be acceptable as long as they are reversible .

2. The salient characteristics reference a Parker pump head with a 1-inch shaft. Is a complete product pump required, or is only the specified pump head required? (Please provide more detail)

a. A Parker pump head with a 1” shaft or equal I would find acceptable.

3. Is insulation required for the emulsion tank, or is a non-insulated tank acceptable?

a. Insulated tank is not required.

4. Do you have a drawing or image of the equipment?

a. Yes, see attached. Manufacture redacted.

5. Is this a stainless-steel tank?

a. No , but it could be.

6. What grade of steel?

3/16”steel , grade not specified

7. Please provide Parker Pump model number

a. 100 GPM HDP Hydraulic Piston Pump

8. Is the skid stainless steel or mild steel?

a. Not stainless steel

9. Is this a hydraulic or gear reduction mixer system?

a. Heavy duty hydraulic agitator drive with chain reduction

10. What is the desired shaft RPM?

a. Enough to pump 100 GPM

11. What is the viscosity of the product being mixed?

a. Tank will be used to store and distribute asphalt emulsion/rejuvenators, viscosity varies.

12. What is the product being mixed?

a. See above

13. Is an electric motor an acceptable alternative instead of gas?

a. No, but there could be additional ports on the tank that allow both the gas-powered engine/pump and electrical powered pump.

14. What is the expected delivery date?

a. Expected delivery date has changed from 30 SEP 2026 TO On or Before

01MAY2027. This will be updated on the contract.
