Industry Questions and Answers

1) Clarify if the service would cover just the entrances, or if it now includes all the sidewalks around the front and back of the building as well.

- The service needs to cover the areas stated in the maps, which do include sidewalks, and the front and back of the building.

2) Will there be a designated space for the contractor to occupy during downtime, or will they simply be getting access to the base to provide the service and then leaving?

- There is no designated space for the contractor. See para. 4 of the PWS.

3) Could you provide information on who we should coordinate with regarding CAC access for our employees?

- This information will be provided to the awardee at the time of award.

4) Are there specific measurements or points where snow depth (3 inches) and ice accumulation (¼ inch) will be assessed to ensure consistency in compliance?

- There aren’t specific points, but random periodic inspections will be conducted of all areas prior to opening at 0600 and throughout the operational hours. The reason being is that we are required by the fire department to have all areas of the evacuation routes cleared prior to accepting children in the building at 0600.

Also, due to any potential actual emergency where we must evacuate the children, we need all areas of the evac paths clear for safety purposes.

5) Will the snow removal priority map referenced in the PWS be available for review to clarify high-priority areas and operational needs?

- Yes, this map will always be available throughout the contract.

6) Are there designated storage areas on-site where we could safely store snow removal equipment or ice-melting products to facilitate faster service during heavy snowfall?

- We can allow for areas in the parking lots that the snow removal equipment would be stored. However, it is not covered or secured, so they will have to determine what is needed to do that. But they can have a specific space.

7) Could you outline any special security procedures or access points at the CDC facilities, particularly given that some services need to be performed before typical working hours?

- During hours that are outside normal business hours the contractor would be able to access the playgrounds through gates. They have carabiners, but no locks. During operational hours, due to children being in the facility, the

30 October 2024 contractor would sign in at the front desk of the facility to keep accountability of who is on the property. Hours of operation are Monday-Friday 0600-1730.

8) Are there specific safety or training requirements that personnel need to meet beyond standard OSHA guidelines? If so, would these be detailed in the contract or available during a briefing?

- No there is no specific safety or training requirement, however, the contractor should follow any OSHA guidelines. In addition, the contractor will need to Develop and provide at the start of the orientation period or the start of the first operational performance period (if there is no orientation period) a safety plan for the protection of government facilities and property and to provide a safe work environment for contractor personnel.

9) What are the invoicing and payment terms for this contract? Is there flexibility in payment timing, or are payments processed on a specific schedule?

- Payments and Invoices will be submitted monthly, utilizing Wide area Workflow

(WAWF).

10) Are there liquidated damages or other penalties associated with service delays during severe weather, and, if so, how are these calculated?

There should be no service delays at all. The contractor could be written up via a Corrective Action Report or a Preventative action report, which will result in a negative performance rating.

11) In addition to meeting the lowest price requirement, are there specific technical factors the evaluation team will prioritize (e.g., past performance, local presence, or specific experience)?

- Technical acceptability will also be evaluated.

12) Will there be an opportunity for a debrief if our bid is not selected to help improve our approach in future proposals?

-If requested, am informal debrief will be provided.

13) For Attachment 2, are the units per occurrence or for the season?

- The units are per season.

14) There is no line item for additional Ice Melt applications per occurrence if required. Ice build-up may occur without snowfall from freeze thaw cycles. Can a line item for this be added to the pricing?

- IAW the PWS section 1.1.5, overnight ice control shall be conducted by 0500hrs.

Monday – Friday, when there is more than ¼” of accumulation after 1200 on the previous duty day. “Accumulation” in this section refers to the accumulation of ice- either as a product of snowfall or during freeze/thaw cycles. This requirement for service is independent from snowfall events and its price shall be included in the line-item for each building.
