About this file
This document is a Single Source Justification (Simplified Acquisition) for the 3rd Wing Operations Group (OG) of the Department of the Air Force. The procurement is for a twelve-month subscription to the CAFDEx Fuel Transaction Program Management, a web-based Software as a Service (SaaS) priced at $34,740.94. The system is required to manage and reconcile Aviation and Ground Fuel Service transactions in compliance with a PACAF/A4D policy memo, with the specific software obtained from Infinite Technologies, Inc. under GSA Schedule MAS 47WTCA23D00DB.
The justification emphasizes that this specific SaaS is mandated by Pacific Air Forces (PACAF) policy to standardize fuel transaction management across units. Failure to use the program could result in mission degradation and potential additional procurement costs estimated at $350K per year for participating units. The contracting activity (673 CONS/PKB) conducted market research and found no alternative sources, leading to a single-source determination in accordance with FAR 13.106-1(b)(1). The document is dated August 27, 2025, and was prepared by Contracting Officer Zachery Pullen, GS-12.

Section B: Description of the Supplies/Services Required
The 3rd Wing OG requires twelve (12) month subscription to CAFDEx Fuel Transaction Program Management, Manufacturer Part number FTPM-H, which is an enterprise, web-based system, Software as a Service (SaaS) providing a multitude of process tools for Wing Refueling Document Control Officers (WRDCO) to manage their fuel receipts. Section C: Justification for Soliciting from a Single Source or Brand Name
This specific SaaS is required by 3 WG to conform to a PACAF/A4D policy memo issued 1 Aug 2025 setting CAFDEX as the standard management program required to manage/reconcile subordinate/tenant unit Aviation and Ground Fuel Service transactions IAW AFI 11-253. Section D: Efforts to Obtain Competition
Market research has shown that the SaaS required to fulfill this mission need is available on GSA under MAS 47WTCA23D00DB issued to Infinite Technologies, Inc. No other authorized distributors or alternative sources were identified on their Federal Supply Schedule or in searches of former contract actions listed in FPDS-NG and/or SAM.gov.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
