About this file

This document is a Single Source Justification for the procurement of replacement parts for the JBER Giant Voice mass notification system, which was designed and installed by Federal Signal Corporation. The 673rd Contracting Squadron is requesting to purchase specific Federal Signal brand parts to support regular maintenance on the existing system, including components such as motherboards, amplifiers, and battery chargers. The justification states that these parts are only compatible with the Federal Signal equipment and replacing the entire system would cost an estimated $3 million and cause a 6-month system outage. Market research confirmed that Federal Signal is the sole source for these parts, and replacement parts cannot be obtained from other vendors. The related federal contract opportunity is solicitation FA500024Q0057 for the procurement of these Federal Signal replacement parts. The contract requires a 90-day lead time and all-or-none pricing, and no equivalents will be accepted. Quotes are due by August 27, 2024.

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 673 Contracting Squadron/PKB

Project/Program Name: Giant Voice Replacement Parts

Purchase Request / Local ID Number:

Estimated Contract Cost (including Options):

673 CS is requesting the following Federal Signal Corporation (Federal Signal) brand items to support regular maintenance on the JBER Giant Voice System, designed and installed by Federal Signal: 1) Momentary Intrusion Door Switch (P/N: Q122378A), 2) Outdoor Stack Motherboard (P/N: Q2005147G), 3) Indoor Stack Motherboard (P/N: Q2005293D), 4) Outdoor Unit Battery Charger (P/N: Q860000236), 5) Indoor Unit Battery Charger (P/N: Q860000236-01), 6) 400W Amplifier (P/N: Q-UV400), 7) 120 AC/DV Power Sensor (P/N: Q288454B), and 8) UV Audio & Relay (P/N: UVARM).

673 Communications Squadron is requesting Federal Signal OEM parts to support maintenance on the existing JBER Giant Voice system, designed and installed by Federal Signal. These parts are used in the servicing of the Federal Signal UltraVoice indoor an outdoor controllers, each containing a control cabinet (to include a controller card, an UltraVoice Audio Relay Module, and up to 8 400W amplifiers) and battery cabinet (to include batteries and a charger). These cabinet components are only compatible with Federal Signal brand replacement parts.

The cost to replace the Federal Signal mass notification system with another would be an estimated , a 6 month downtime to install the new system, and would cause JBER to temporarily have no outdoor mass notification system to relay training and real-world notification and warnings. Market research showed that one company, HQE Systems, Inc, has successfully replaced large components of Federal Signal mass notification systems at other installations, but not individual replacement parts of Federal Signal installed components. At this time, replacement of entire components is not being pursued as it is more cost effective to procure replacement parts and service controllers with in-house technicians already familiar with Federal Signal parts and maintenance.

673 CONS reached out to Federal Signal to inquire about the option to use other brand replacement parts and ability to purchase Federal Signal OEM parts from other vendors. The company confirmed only Federal SIgnal brand replacement parts are compatible with the existing UltraVoice controllers. Federal Signal also confirmed there are resellers of their brand name items, but was unable to provide other vendor information. A Sources Sought was posted on SAM.gov to gauge vendor availability and interest in fulfilling this requirement. Two vendors provided responses, but they only offered capability statements for their companies and did not confirm that they could provide the requested items. An Internet search revealed at least two SAM-registered companies that offer Federal Signal parts used in the maintenance and servicing of the Federal Signal UltraVoice mass notification system.

Future requirements for JBER Giant Voice replacement parts will include market research to determine if any new equipment is introduced to the commercial market that may be compatible with the UltraVoice mass notification system. Research will be conducted to find any new distributors, dealers, or other capable contractors who have become available to compete. Finally, should a larger portion, or the entire Giant Voice mass notification system require replacement, additional market research and
