Reference Attachment 1.1 Offer Pricing CLINs 0002, 1002, 2002, 3002, 4002, delivery and pickup items:
the Unit of Issue for these CLIN's are "job". Will the contractor only be paid for the total number of jobs completed per month or is the 2,100 jobs broken out over a twelve month period?
The quantity/unit of issue of 2,100 "jobs" is a total estimated amount for the applicable period of performance. The contractor will be able to invoice monthly for the actual number of jobs completed each month. The sum of each month in a period of performance will not exceed the CLINs total quantity.

The solicitation requirements require we provide a Mission‐Essential Contractor Services Plan. With no
Staffing or Management Plan, or narrative explaining the technical approach, how can the government determine the offeror is providing adequate staffing to accomplish the requirements in the PWS or complying with the contractual DOL wage determination?
The government does not see this as a complex service; therefore, the government is using the relevant past performance to determine whether or not a vendor can perform the necessary work.

The instructions state that the total offered price shall be added to the Option to Extend Services formula to arrive at the Total Evaluated Price. There is no space in the pricing spreadsheet for the
Option to Extend Services formula. Is the government going to calculate that and add it to the vendor’s offered price?
The vendor is responsible for the first part of the pricing computation, which is the Total Offered Price. The government will calculate the FAR Clause 52.217‐8 Option to Extend Services formula to reach a Total Evaluated Price. Below is the updated formula.

Your requirements state that vendors submit at least 3 past performance references for Furnishings
Management Section Services. Does this mean that vendors who do not submit at least 3 Furnishings
Management Section references will be automatically disqualified?
Per the amended combined synopsis and solicitation the vendors are required to submit at least two (2) but no more than five
(5) past performance contracts. Vendors that do not meet each and every requirement of the Evaluation Criteria and Evaluation steps will not be further considered and not eligible for award.

We do not have dimensions available for the parking lot of buiding 724. The contractor will be responsible for the areas directly in front of the building by doors 35, 36, 14, 13, 18, 20, and 40 also all bays by these doors.

Reference PWS Para 4.15 and Appendix 4 (B724 Illustration). The PWS reference requires the contractor to remove snow and ice from the access roads, however the illustration is not to scale and we require the exact distance to the access roads to ensure that we are pricing in the right snow removal equipment.
a. At what point on the access roads will the base's roads and grounds be responsible for snow and ice removal?
It is the bases' responsibility to remove ice and snow from the access roads but it is not a high priority.

b. Will accumulated snow be allowed to be gathered in the parking areas or must it be completely removed from the parking areas?
The snow can be pushed to the other side of the road as long as it is not blocking the access road.

The contract calls for appliance management. Will the contractor have access to base HAZMAT area for disposal of any chemicals from appliances? Does contractor have access to DRMO or refuse access areas if appliances are coded for disposal?
The contractor will have to go through DLA(formally known as DRMO) for all appliance and furniture to be turned in. Contractor first has to get permission to turn anything into DLA. As for the HAZMAT disposal it is the contractors reponsibilty to find the best way to dispose of the chemicals.

Is contractor required to provide parking lot snow removal/salt for parking lot of 724? Contractor is aware they must maintain sidewalks for winter and grass/weeds for summer but believe the base handles all parking lots so wanted to confirm. The posting does state parking lots but I have been asked for confirmation for price inclusion.
The contractor is reponsibile to remove snow in the parking areas in front of the warehouse and the back. The only parking is a small area for the contractors to park their private cars and the contractor trucks and a few parking spaces for extra parking for vistors. It really is not a parking lot.

The furniture is an accoutable item and must be turned into DLA contractor and will have to get DLA access. Government furniture cannot be thrown away without government approval. The base does not have a recylable program at this time.

In reference to warehouse manager that is required to be on site, we do not see a title for that in the wage determination under administrative or warehouse operations. Is there an area to use for management?
In reference to PWS 4.1.1 a Project Manager is required on‐site not a warehouse manager. There is no management section included in the wage determination.
