SUBJECT: Questions Submitted from HJZH 22-1040 Repair Glenn Highway Site Visit Held on 19 September 2022 and 20 September 2022 on JBER-R, AK.

1. You are hereby notified of the questions submitted by contractors and answers provided by the Government for Solicitation FA50022R0041 HJZH 22-1040 Repair Glenn Highway.

Q1: May we ask if Project Duration in SOW 1.7 may be extended to next spring to include actual onsite work to begin as early as May 2023? Reason for request is some of the scope of work to be completed will require the cleaning of the CMU which will require the substrate to be dry and the temperature must be above 40 degrees per product specification. Due to the rainy weather and winter weather coming this will not be achievable unless expense is added for tenting in the site and providing temporary heat at significant cost. Please let us know how to proceed.

A1: In accordance with (IAW) the Statement of Work (SOW dated 19 Sep 2022, SECTION 1:

PROJECT INFORMATION, 1.7 PROJECT DURTION - the Government goal is for the project duration to have 180 days to complete the project from the Notice to Proceed (NTP) date.

Q2: Is any information on the existing lights available (i.e. lumens, halogen, LED)?

A2: No information could be found on the lighting. A site visit may be helpful to confirm make/model/lumens. If a future site visit is needed prior to the submission deadline of quotes, please coordinate with the Project Manager Mr. Matthew Derheim of 673 CES via telephone at (907)384-3070.

Q3: Per SOW 1.5 may we ask if replacement of all eleven lights is the correct way to offer pricing? No information at the site was obtainable for the existing light fixtures and finding a single replacement to match the others may not be achievable. Please advise.

A3: IAW with the SOW SECTION 1: PROJECT INFORMATION, 1.5 ELECTRICAL DEMOLITION & WORK - the government prefers the replacement of the missing mass-mounted up lighting luminaire on the flagpole lighting mast replaced with a new operational unit matching the other existing luminaries. Also, if the make and model of the luminaire is unavailable, all eleven (11) luminaires including the two (2) luminaries in front of the highway sign.

Q4: For pricing can a count on damaged CMU blocks in the monument be given?

A4: It is unknown on the amount of CMU blocks that are damaged. The Contractor is required to field verify all site/structure conditions.

Q5: Please confirm in SOW 1.4 if the government is requiring any engineering disciplines such as electrical, structural, or civil for this solicitation?

A5: If new lighting is needed electrical engineer will review/approve the selected lighting.

Q6: "With previous experience cleaning efflorescence, we've had it come back one year later in many cases. One fix to this was to replace face shells and mortar joints using dry block additives in the block and mortar.

The cleaning process was very labor intense and used a high concentrate of muriatic acid. When scrubbing the wall with tooling (wire wheel/ wire brushes) sometimes can leave discolored/ damaged wall." Please confirm that cleaning of the CMU blocks is only to be assumed and not replacement of any other than the CMU blocks compromised on the south side of the sign?

A6: The CMU block, after cleaning, shall be sealed with a suitable clear sealant to provide a durable, maintenance free finish. Repair any damage or structurally compromised CMU joints in the sign structure and replace all damaged CMU cap blocks in the terraced retaining walls.

Q7: Due to unknows on cleaning the terrace block retaining wall and the cap blocks deteriorating, power washing could affect more than anticipated. May we ask for a set limit of 20 or 30 on retaining wall cap block replacement?

A7: The Government desires the replacement of all damaged CMU cap blocks in the terraced retaining walls. If any previously unknown/unforeseen conditions are encountered during the course of this project, the Contractor shall report these conditions to the Government for direction and further action.

Q8: Is color of the existing block available?

A8: No, color is unknown.

Q9: Just wanted to confirm the bid for the JBER Glenn Hwy Sign is an electronic submission and not a hard copy hand delivered submission.

A9: Yes, the bid/ quote for the JBER Glenn Hwy Sign is an electronic submission.

Q10: The top courses of the CMU at the west end of the sign structure appear cracked. As SOW calls out "repair and damage and structurally compromised CMU", recommend injecting the cracks with an expoxy/adhesive product. As color match block may not be available due to the age of the structure. Is that acceptable?

A10: (Definition of “Damaged” for this project – Damaged means a structurally compromised block with cracking that runs entirely through a block (either vertically or horizontally) or a block that has spalling. Surface cracks or small fissures in CMU and mortar do not constitute replacement by this definition, small cracks [that are not compromising the load bearing capacity, either horizontally or vertically, of the block] and fissures should be cleaned and sealed).

Q11: With winter approaching and work being temperature sensitive do not anticipate completing field work in fall of 2022. Section F of the solicitation calls out a period of performance of 180 calendar days, can the Govt. confirm that the period of performance will allow completion of the work in spring 2023?

A13: IAW SOW dated 19 Sep 2022, Section 1, PROJECT INFORMATION, 1.7 PROJECT DURATION, states the Contractor shall have 180 days to complete the project from the Notice to Proceed (NTP) date.

Q14: It looks like the existing lights where Metal Halide and have been converted with LED light bulbs, this can cause issues with light optics and overheating as the unit is sealed. We recommend replacing all fixtures with LED’s.

A14: IAW SOW, dated 19 Sep 22 - if the make and model of luminaire is not available, replace all eleven (11) luminaires with a new matching units approved by the Government (previously nine [9], the number in the updated SOW, to eleven [11] to include the two luminaires in front of the highway sign).

Q15: Have there been any previous analyses or reports for Hazardous Material on the sign? If not, will it be required to be done prior to starting the project?

A15: It is unknown of any analyses or reports for Hazardous Material on the sign. The contractor must control fugitive emissions (dust particles, aerosols, and gaseous by-products) from construction and demolition activities, processing, and preparation of materials always.

Q16: Can the Engineering and Design requirements in the Statement of Work and AF Form 66 on this project be omitted?

A16: No, the Engineering and Design requirements in the Statement of Work and the AF Form 66 on this project cannot be omitted.

Q17: With the current weather and winter coming sooner than later can this project be completed in Spring/Summer of 2023?

A17: IAW SOW, dated 19 Sep 2022, Section 1, PROJECT INFORMATION, 1.7 PROJECT DURATION, states the Contractor shall have 180 days to complete the project from the Notice to Proceed (NTP) date.
