RFI’s – Repair Pumphouse 2 Containment
1/11/22
1. General –
It is assumed that the containment system is integrated with an ADEC permit. Please confirm that the Airforce has or will request a temporary waiver of secondary containment requirements from ADEC during construction. Also please advise what waiver compliance terms and conditions that the contractor should assume they will be subjected to accommodating if any.
ROSANNA DICKENS COMMENTS – Jan 6, 2022
The Spill Manager will submit a request for a waiver which will be reviewed under 18 AAC 75.015:
WAIVER.
(a) The department may waive a requirement of 18 AAC 75.005 - 18 AAC 75.085 if the owner or operator demonstrates to the department’s satisfaction that an equivalent level of protection will be achieved by using a technology or procedure other than the technology or procedure required by 18 AAC 75.005 – 18 AAC 75.085.
The wavier will be submitted to ADEC, once we know when you are planning to do the work. The following items/questions/guidance need to be completed by the Contractor, in order for me to apply for the wavier with ADEC:
1. Contractor needs to provide the following information below, to the JBER Spill Manager at least 60 days before the project starts. This is to ensure that ADEC has plenty of time to review the request.
2. Start and Completion dates/times
3. A description of the work that will be done. Your general overview is fine.
4. Please include a figure showing the location of the tank, SC and scope of work
5. The time frame over which it will happen
6. The actions the Contractor will put in place to continue to ensure that an equivalent level of protection is achieved. Usually this is twice daily inspections of the area during breaches to ensure that there have been no releases, with additional inspections before and after any transfers during the period of the waiver.
7. FYI - If the end of the waiver is approaching, and work is continuing, ADEC requests that you request an extension no less than 10 days prior to the end of the current waiver.
8. ADEC request the following to approve the waiver:
a. Photos will be taken before and after all breaches
b. Close all breaches with temporary measures
c. All transfers will be closely monitored
d. Documented inspections each day a breach occurs
e. Notify ADEC upon project completion
9. Upon completion a final report for ADEC, from the Contractor will be submitted with the following:
a. Stating the starting and ending dates of SCA breaches
b. Field records documenting the inspection and record keeping
c. Photographic documentation of the project
2.
General -
The site does not appear to be within a known contaminated area. Please confirm that a site-specific SAP prior to starting work and that field screening is not required beyond visual and olfactory means.
DON AIDE COMMENTS – Jan 11, 2022
There is no known environmental contamination at that site, therefore no SAP or screening is required.
3. SOW-
Per SOW para 1.1 - “Contractor shall test new work prior to backfilling of aggregate on the liner by filling the basin with water provided by the government to an elevation twelve (12) inches above the top of the preformed boot at the point it penetrates the earthen dam. Contractor shall add tracing dye to the water and observe the basin for a minimum of 24 hours.”
RFI - Can it be assumed that the government will provide for the water via the local hydrants and contractor will not need to transport government provided water to the site.
Yes-Coordination with 773 CES/Utilities Shop will need to be completed before use and a backflow prevention device used to access the local hydrants.
RFI- Is there a desired location that the government desires the contractor to monitor or observe for tracing dye or just observation of the basin as mentioned in the SOW statement.
Contractor shall observe basin for loss of water as well as in first downstream manhole for presence of water flowing from basin into the manhole.
RFI – It is assumed that JBER has some type of active permit with ADEC regarding their tank containment basin and discharge procedures. Please confirm that the government will be responsible for disposal of the dye water used to “leak test” the liner.
Contractor shall provide labor and materials to drain the basin after receiving approval by the Government. Prior to draining both the contractor and the government will verify that there is no fuel or sheen present in the water. No additional effort will be required due to presence of tracing dye in the water provided that tracing dye used is designed and approved for use in this manner.
RFI - If the contractor is responsible for discharge from the basin, please provide details of the discharge protocols. Please confirm that the contractor would not be responsible for additional disposal processes that may be the result of observed POL contamination of the hydro test water.
If at any point contamination is observed by the Contractor it shall be immediately reported to the Government. Prior to draining both the contractor and the government will verify that there is no fuel or sheen present in the water. Costs associated with disposal processes due to POL contamination not caused by the Contractor shall not be borne by the Contractor unless the Contractor fails to notify the Government immediately and is made worse by continued work on the Contract.
RFI – Considering the affected work area within the basin is relatively limited can that contractor assume that basin leaks outside of this work area would be a change of conditions.
Leaks outside the work area not caused by the Contractor would be recommended for a change of conditions. Contractors are highly encouraged to limit the work area(s) within the drainage basin as much as possible and to prosecute the work in such a way as to prevent possible damage to liner in locations not necessary to complete the contract.
RFI - Would alternatively leak testing / liner integrity testing of the exposed area be an acceptable alternative to hydro testing with dye water, provided it aligns with the liner manufactures recommendations.
If Contractor wishes to leak test the exposed area in an alternative way that aligns with both the liner manufacturer’s recommendations and the Government’s intent the Contractor shall submit the alternative testing procedure(s) to the Government for review and possible approval. The Government would be receptive of such proposals.
