Sources Sought 2020 Electricity Power Requirement

This is a Sources Sought/Request for Information (RFI) and capability assessment for Electric Utility Service at JBER Richardson (JBER_R), Alaska.

Introduction/Purpose: The purpose of this survey is to access the level of interest of any qualified providers of the required services and their capability of providing electricity for JBER R. Request for a solicitation will not receive a response. This RFI is published for market research purposes. This market research will help determine if this may be a competitive acquisition, or if a set-aside for any small business program is appropriate (Small Business, 8(a), HUB-Zone, Service-Disabled Veteran Owned (SDVO), Economically Disadvantaged Women Owned (EDWO) small businesses). Please review this announcement, including any attachments, in their entirety.

Information provided in response to this announcement shall be at the expense of the provider. The Government will not compensate any person, company or other entity that submits any information in response to this announcement. Any costs associated with the survey response submittals are solely at the interested parties’ expense. NO solicitation document is currently available.

This announcement is part of continuous market research to assess whether there are businesses capable of providing electrical generation and transmission to JBER Richardson, Alaska as a consolidated product. Under this approach, a single source would provide generation and transmission of electricity to JBER Richardson under one contract. This announcement allows businesses in the industry and other interested parties to provide feedback, which will help improve JBER’s understanding of the industry and its ability to satisfy this requirement. JBER Richardson is particularly interested in the availability and potential size of discounts and savings that may result from the acquisition of electrical generation and transmission as a consolidated product.

Description of the Required Services: The current annual peak demand at JBER R is 13.3 mega-Watts as of December 2019 (recorded February, 2008) and a continual requirement of 32,188,905 kWh (kilo- Watt-hours from 1 October to 30 September) for normal operations. All services provided by the vendor shall be in conformity with all applicable laws, rules, codes, industry standard permits, and regulations, promulgated by any and all governmental authorities having jurisdiction. The usage amount provided is an estimate and does not constitute a Government usage guarantee. Electricity shall be continuously available to the Government Facility. The Current general power requirements and conditions at JBER Richardson is contained in the specifications below:

1. D Street Substation 34.5kv Feeder (JBER Richardson)

2. Spartan Substation – 12.5kV Feeder 2 (JBER Richardson)

3. Spartan Substation – 12.5kV Feeder 5 (JBER Richardson)

4. Spartan Substation – 34.5kV Feeder (JBER Richardson)

Electric Service specifications for each service location is attached.

Please provide the following capabilities information for the:

1. Supply of electricity for JBER Richardson’s load and power requirement. Supply of Firm service

2. Rate structure

3. Generation capacity, type of generation (gas, hydro, wind, solar, etc.)

4. Fuel supply contracts(s) and the ability to meet contracted load requirements

5. Location of generation of the utility providing service, including reserves

6. Contract delivery points and attendant voltages (transmission, sub-transmission, distribution lines that interconnect between delivery points (JBER Richardson)

7. Necessary wheeling and ancillary services (scheduling, system control and dispatch service, reactive supply, regulation, frequency response, energy imbalance, operating reserves)

8. Required capital investment (including SCADA, communications equipment, substation(s), transmission/distribution lines, etc.)

9. Reliability of the Utility.

10. Type of utility providing electric service (municipal, cooperative or IOU)

11. Existing contractual obligations with Doyon and other parties, as needed.
