1. Option Year 2 - I believe that should read March 1, 2021 to Sept. 30, 2021. Currently it has year 2020 listed which is the same year as Option Year 1.
Ans: Solicitation is corrected.
2. Requirement to inform your office by "end of next business day" on No Shows. This is possible as we can report by Monday 5 PM. The classes are out on a range over a weekend period. But it will require extra processing time to get data over is such short amount of time coming from the range (field).
Ans: No-show notification is acceptable by 5 PM on the first working day Monday when classes are run over the weekend. Our office duty days are Mon-Friday
3. Course Failures - according to the contract this year your office wants to be informed by the "end of the training day" of any Failures. The classes are held over the weekend which would mean a call to your office would be on a Saturday or Sunday. I am under the assumption your offices are closed on the weekends. It would be impossible to adhere to this request unless there is a weekend contact to call.
Ans: Failure notification is acceptable by 5 PM on the first working day Monday when classes are run over the weekend. Our office duty days are Mon-Friday.
4. The other issue with Course Failures - ABATE generally will give the student a re-take of the riding course a few days later (usually on a Tuesday, I would have to check the schedule) depending on the reason for their failure to allow them a chance to pass at no cost to the student. If ABATE reports to you immediately of a military students failure that day or soon thereafter, that student may have passed the re-take given.
Ans: Failures no change except if a retest is offered, request a date and notification of pass or fail by 5
PM on the next working day Mon-Friday.
5. The sign in sheets that are required are now being requested within five days. Past years the sign in sheets were only required when invoiced. Invoicing usually took place within two weeks. In that time adjustments are made to the sign in sheet due to errors filled out in the field. On several occasions non-military voucher students will sign the sheets, not all information was filled in out in the field, etc. So before the sign in sheets were sent with the invoice adjustments are made to correct the sign in sheets.
If we send in the sign in sheets before they are invoiced for, you will end up with incorrect information on some of the sheets. No doubt this will cause all of us more work as you will be sending requests for information on questionable entries.
Ans: The wording we feel should remain. Purpose is a possible control measure to stay ahead of possible issues we’ve seen in previous contracts. Also we feel the contractor should have procedure or control of sign-in sheets.
6. Clarification is needed on a new report that is being requested this year - a monthly report on
"detailing activities"? What activities is this asking about?
Ans: Activities conducted, training accomplished during that month.
