PERFORMANCE WORK STATEMENT
FOR
KC-10 AIRCRAFT BASING
AT
TED STEVENS INTERNATIONAL AIRPORT
17 March 2017
PERFORMANCE WORK STATEMENT
Department of Defense (DoD)/United States Coast Guard (USCG), NORTHERN EDGE 2017 KC-10 Aircraft Basing at Ted Stevens International Airport
1. DESCIPTION OF SERVICE/ITEM
1.1 The contractor shall perform aircraft services at Ted Stevens International Airport and comply with all applicable Federal, State, and local laws, regulations, standards, and commercial practices.
Services shall include: management control, arrival, processing, departure, emergency services, special event/exercise, ground handling support for United States Air Force (4 ea. KC-10) aircraft and other services with the focus on safety and customer service. Some of the above services may or may not be used but shall be provided in the event the specific service or equipment is required. The contractor shall provide all personnel, equipment, vehicles, tools, materials, supervision, training, and other items and services necessary to perform aircraft services, except as specified in para 1.2.
1.2 Fuel servicing shall not be included in the above listed services. Fuel serving shall be provided by International Aviation Services but may be coordinated through contractor.
1.3 Period of Performance is from 26 April 17 thru 12 May 17.
2. QUALIFICATIONS
2.1 Contractor employees are to be capable of completing the duties in section three below.
3. DUTIES/REQUIREMENTS
3.1 MANAGEMENT CONTROL SERVICES
The control shall:
3.1.1 Coordinate the following with Aircraft Commander: Parking location, arrival, and departure times for aircraft.
3.1.2 Coordinate with the Aircraft Commander for crew services (if applicable)
3.1.3 Coordinate maintenance/service requirements for Ground Power Units (GPU) to ensure timely arrival of ground equipment, when required.
3.1.4 Ensure aircraft parking spots and work areas are free of Foreign Objects.
3.1.5 Coordinate the pre-positioning of fuel and deicer trucks (if needed or applicable).
3.2 ARRIVAL SERVICES
The contractor shall:
3.2.1 Preposition arrival equipment i.e. fire extinguishers, stairs, chocks, ground wires, powered and non-powered support equipment required for aircraft arrival shall be in position prior to engine shutdown.
3.2.2 Provide “Follow-Me Service” for all arriving KC-10 aircraft.
3.2.3 Direct aircraft to parking position.
3.2.4 Direct and operate support equipment.
3.2.5 Chock aircraft (before aircrew departs the cockpit).
3.2.6 “Safe” the aircraft as required.
3.2.7 Check for and report hot brakes and on hydrazine equipped aircraft, check and report leaks.
3.2.8 Perform required FOD inspection prior to installing aircraft protective covers.
3.2.9 Conduct aircrew debriefing and applicable documentation procedures if applicable.
3.3 PROCESSING SERVICES
3.3.1 Perform an overall visual or thru-flight, preflight, post-flight or combined preflight/post-flight inspection as required or directed by the aircraft commander within the scope of commercial service. Brief the aircraft commander as soon as possible when leaks, damaged/missing panels, covers or any discrepancies or safety of flight discrepancies discovered upon arrival at Ted Stevens International Airport.
3.3.2 Check tires, struts, and brakes for condition and service.
3.3.3 Tow aircraft to designated parking space (if applicable).
3.3.4 Perform operational checks and minor maintenance specified and as directed and approved by the aircraft commander, but not to exceed the scope of commercial practices (if applicable).
3.3.5 Support and assist transient maintenance specialist and Maintenance Repair Teams (MRT).
When maintenance repairs required for aircraft that are beyond the scope of repairs, the contractor shall provide logistical support, directly related to maintenance of the aircraft, to the MRT. For example, delivering support equipment and transporting personnel to base shops.
3.3.6 Perform pre-use inspection of support equipment and vehicles. Tow support equipment, as required
3.4 DEPARTURE SERVICES
3.4.1 Coordinate with aircrew to ensure safety equipment and aircraft protective covers are removed (if applicable).
3.4.2 Coordinate, position and operate support equipment (if needed or appplicable).
3.4.3 Assist aircrew with preflight and engine start checklist (if needed or applicable).
3.4.4 Secure aircraft panels and covers for flight (if needed or applicable).
3.4.5 Provide deicing services IAW with Federal, State, and local laws, regulations, standards, and commercial practices (if applicable).
3.4.6 Provide fireguard for engine start. Remove chocks and ground wires.
3.4.7 Direct aircraft from parking area.
3.5 EMERGENCY SERVICES
3.5.1 Notify applicable entity or respond to hot brakes and in-flight emergencies upon notification.
3.5.2 Notify applicable entity or respond environmental incidents and notify the Fire Department, 911, of fuel spills on transient aircraft. Once Fire Department personnel neutralize the situation, the contractor shall take appropriate action to correct and clean-up fuel/oil and other hazardous material spills.
3.6 ENVIROMENTAL COMPLIANCE
3.6.1 Follow all applicable local, state, federal, DOD and Air Force environmental regulations.
3.6.2 Maintain required environmental training and documentation.

A.1 DEFINITIONS, ABBREVIATIONS, AND ACRONYMS.
A.1.1 Arrival Services. Services performed to prepare for and properly park transient aircraft in an assigned parking area.
A.1.3 Departure Services. Services performed to assist the aircraft commander with launch procedures and return support equipment to the proper storage area.
A.1.6 Fire Guard. A person who mans the fire extinguisher during the launch of an aircraft.
A.1.7 Foreign Objects (FO). A term used to describe objects which, if not removed from within or around aircraft, can cause or have potential to cause internal or external damage to aircraft.
A.1.12 Processing Services. Services performed to prepare transient aircraft to safely continue the mission.
