Hotel Rental
Combined Synopsis/Solicitation
i. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR
Subpart 12.6 and using the authority of FAR 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; submissions are being requested and a written solicitation will not be issued.
ii. Solicitation no. FA5000-17-T-0041 is issued as a request for quotation (RFQ).
iii. This solicitation document and its incorporated FAR provisions and clauses are those in effect through Federal
Acquisition Circular 2005-94 effective 19 January 2017. All incorporated DFARS provisions and clauses are those in effect through DPN 20161222, effective 22 December 2016. All incorporated AFFARS provisions and clauses are those in effect through AFAC 2017-0127, effective 27 January 2017.
iv. This will be a competitive total small business set-aside that falls under the North America Industrial
Classification System (NAICS) code 721110, Hotels (except casino hotels), with a size standard limitation of $32.5M in annual receipts.
v. Contract line item numbers, items, quantities, and units of measure may be found in Attachment 2, Price
Schedule. Quoters shall complete and return Attachment 2 as described in para. viii, below.
vi. The Government anticipates award of one or more Firm-Fixed-Price contracts for hotels necessary to perform support services for joint training exercises Department of Defense (DoD)/United States Coast Guard (USCG), NORTHERN EDGE 2017 and DISTANT FRONTIER, approximately from 21 April 2017 through 26 May 2017 in accordance with (IAW) the Performance Work Statement (PWS). Although the preference is a single award for all CLIN(s) the Government reserves the right to execute multiple awards from this solicitation if it is in the Government’s best interest. For example the Government may award one complete SubCLIN to one vendor but award the next complete SubCLIN to a different vendor, individual SubCLIN(s) will not be split amongst multiple vendors.
vii. FAR 52.212-1, Instructions to Offerors—Commercial Items (Jan 2017) is incorporated by reference. Changes have been incorporated via the following addendum.
Addenda to FAR 52.212-1, Instructions to Offerors—Commercial Items (Jan 2017)
(a) Paragraph 52.212-1(c), “Period for Acceptance of Offers,” is tailored as follows: “The Quoters agree to hold the prices in its quotes firm for 60 calendar days from the date specified for receipt of quotes.”
(b) The following is inserted as new paragraph (m) of the provision:
“(m) Quotation Preparation Instructions.
A. To assure timely and equitable evaluation of quotations, quoters must follow the instructions contained herein. Quoters are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors. Quoters must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The response shall consist of three (3) separate parts: Part I - Summary and Miscellaneous Data, Part II - Price Quotation, and Part III – Technical Quotation.
B. Specific Instructions:
1. PART I – SUMMARY AND MISCELLANEOUS DATA. Submit original only
(a) The quoters shall provide a concise summary and master table of contents of the entire quotation.
(b) The quoters shall provide information equivalent to that provided in Standard Form (SF) 1449 blocks 12, 17a, 30a, 30b, and 30c as follows:
(i) Discount terms quoted, if any (equivalent to SF 1449 block 12).
(ii) Contractor business name, address, cage code, and telephone no. (Equivalent to SF 1449 block 17a).
(iii) A signed statement acceding to the contract terms and conditions as written in the solicitation (equivalent to SF 1449 block 30a).
(iv) Name and title of signatory official in para. (iii), above (equivalent to SF 1449 block
30b).
(v) Date of signature of the statement in para. (iii), above (equivalent to SF 1449 block 30c).
(c) Complete the necessary fill-ins and certifications in provisions and in the on-line
Representations and Certifications at www.sam.gov. Return the provision FAR 52.212-3, Offeror Representations and Certification—Commercial Items, along with the quote. For other provisions and clauses in the solicitation, the offeror is required to submit the pages that require the offeror fill-in.
(d) IAW FAR 52.219-14, the Contractor shall submit the names of contractors and amount of performance to be performed by each subcontractor.
(e) Submit an acknowledgment of all solicitation amendments, if issued.
(f) If none proposed, submit an Affirmation of no Exceptions, Deviations, or Waivers.
2. PART II – PRICE QUOTATION. Submit original only
(a) This Part shall contain a completed copy of Attachment 2, Price Schedule.
(b) Insert proposed unit price(s) and extended amount(s) in the Schedule of Supplies/Services for each Contract Line Item Number (CLIN). The extended amount must equal the unit price multiplied by the number of units. It is imperative that mathematical calculations are correct;
particular care should be taken to ensure the amounts match when using the EXCEL program and the rounding of figures, limited to two decimal places.
(c) Extreme care should be exercised to ensure that no price data of any kind are included in any other Part of the quotation.
3. PART III – TECHNICAL PROPOSAL - Limited to no more than 10 pages. Submit original only.
Subfactor 1 – Technical provide single or double occupancy rooms to one or more of the listed groups IAW PWS para 4.1.
Subfactor 2 – Technical provide meals IAW PWS to one or more of the listed groups IAW PWS para 4.2. Meals should be priced per person per meal so the Government can order the appropriate number of meals based on the number of personnel billeted at the location the meals will be served. A meal plan with a sample breakfast, lunch and dinner menu shall be provided.

C. Documents submitted in response to this RFQ must be consistent with the following:
1. Requirements of the solicitation (CLINs and SOW) and government standards and regulations pertaining to the SOW.
2. FAR 52.212-2, Evaluation—Commercial Items, of this solicitation.
3. If a Part in a quotation exceeds the specified page limit cited in the Part Content, the excessive pages will not be evaluated.
4. Format for quotation Parts I and III shall be as follows:
*NOTE – The following information is to be understood if the Contracting Office were to print the proposals*
(a) Each Part shall contain a Table of Contents, Cross References, and the List of Tables and Drawings (if applicable). Cover pages, Table of Contents, and Tabs will not be counted against the page limits. However, pages depicting tables, charts, graphs and figures will count toward the page limit. The number of copies and page limits of each part is specified in Table 1 below.
(b) The quotations will be on 8 ½ in. by 11 in. paper.
(c) A page is defined as one face of a sheet of paper containing information. Two pages may be printed on one sheet of paper.
(d) All printing shall be single-spaced. Spacing characteristics are applicable to charts and graphs.
(e) Type shall not be less than 10 font size. Font/type size is applicable to charts and graphs.
(f) Page margins shall be a minimum of 1 inch top, bottom, and each side.
(g) One electronic copy of each Part of the entire quote must be submitted. The electronic version of the quotation shall be submitted in a format readable by Microsoft Office 2013, which includes software programs such as WORD, EXCEL, or PowerPoint. For those pages of the quotation that cannot be submitted using Microsoft Office, quoters shall include those pages electronically using Adobe Acrobat portable document files (.pdf) format. The electronic version shall be submitted on a compact disc (CD) or, alternatively, emailed (see para. (h), below). USB flash drives, floppy disks, and zip disks are not acceptable.
Indicate on each CD the Part number and title. Ensure the electronic documents stored on the CD can be opened. Use separate files and folders to permit rapid location of all portions, including exhibits and attachments, if any. Replacement CDs will be required to update the final quotation resulting from any discussions and updates, if applicable.
(h) Quoters may alternatively submit electronic copies of quotations via e-mail. Files are not to exceed 10 MB. By submitting an electronic copy, quoters assume all risk of quotations not getting through security measures and firewalls. Only files created using Microsoft WORD, Microsoft EXCEL, and/or Adobe .pdf files will be accepted. No zip files will be accepted. If submitting quotations electronically, email the file(s) by the solicitation closing date and time to the following email addresses: 673CONS.LGCB.acquisition@us.af.mil, mister.raby@us.af.mil, nicholas.parsons.2@us.af.mil and nicholas.tapp@us.af.mil.
(i) Each Part shall be complete in itself and shall not reference information contained in other Parts.
Page 1 of a Part is defined as the first page after the Table of Contents. All pages shall be numbered.
(j) Price data of any kind shall be presented only in the Price Quotation Part.
(k) Elaborate formats, bindings, and color presentations are not desired or required.

D. General Information:
1. Information regarding submission of quotations: Hand carried or mailed quotations must be delivered to the following address:

2. The sealed envelope or package used to submit your quotation must show the time and date specified for receipt, the solicitation number, and the name and address of the quoter.
3. Quoters are cautioned that Joint Base Elmendorf-Richardson has visitor control procedures requiring individuals not affiliated with the installation to obtain a visitor pass prior to entrance. SOME DELAY SHOULD BE EXPECTED WHEN HAND-CARRYING QUOTATIONS. Quoters should allow sufficient time to obtain a visitor pass and arrive prior to the time specified for receipt.

52.212-2 Evaluation--Commercial Items (Oct 2014)
(a) The government will award a contract resulting from this solicitation to the responsible quoter or quoters whose quote conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors will be used to evaluate quotes:
(1) Technical
(2) Past Performance
(3) Price
(b) Options: Option periods are applicable to this solicitation
(c) A written notice of award will be emailed or otherwise furnished to the successful quoter within the time for acceptance specified in the quote. A responsible official for the quoter shall sign and return one copy of the award to the Contracting Officer for CO signature. A fully signed contract will result in a binding contract. The government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt.
Addendum to FAR 52.212-2, Evaluation - Commercial Items
The following is inserted as new paragraph (d) of the provision:
“(d) BASIS FOR CONTRACT AWARD: Award shall be made to the Quoter or Quoters that are considered to provide the best value to the Government when all factors (Price, Technical, and Past Performance) are considered IAW FAR 13.106-2(a)(2). In addition preference may be given to a higher priced quote that can provide more CLIN(s) if the benefit of lower administrative burden and mission continuity are considered to be a better value for the Government. By submission of its quote in accordance with the instructions provided in clause FAR 52.212-1, Instructions to Offerors –Commercial Items, the quoter accedes to the terms of solicitation. Failure to meet a requirement may result in a quote being determined unacceptable.
(1) Technical Acceptability Factor. The government will evaluate technical proposals on a pass/fail basis and assign an Acceptable or Unacceptable rating as described in Table 1 below. If a Quote does not provide for at least the minimum Technical Subfators listed below it will not be considered for award.

The proposals will be evaluated against the following subfactor(s):
Subfactor 1, Technical - Lodging The subfactor is met when the quoter can show availability to provide the lodging requirements for a minimum of one complete SubCLIN on attachment 2.
Subfactor 2, Technical - Meals The subfactor is met when the quoter can show the ability to provide all required meals for number of personnel billeted in their rooms.
(2) Past Performance Factor. The government will evaluate recent and relevant performance information on all quoters based on data independently obtained by the government. The Government reserves the right to award to a higher priced Quoter with better past performance if the increased past performance is considered to provide a better value to the Government.
(3) Price Evaluation Factor. The Government will calculate (Total Evaluated Price) TEP for each individual SubCLIN separately including FAR 52.217-8, if required. Award will be made to the combination of Quoters or a single Quoter that provide the overall best value to Government when all evaluation factors are combined. The government reserves the right to perform price realism analysis.
(4) Quoters are cautioned to submit sufficient information and in the format specified in 52.212-1, Instructions to Offerors – Commercial Items, of this solicitation. Quoters may be asked to clarify certain aspects of their quotes.
Exchanges conducted to resolve minor or clerical errors will not constitute discussions and the contracting officer reserves the right to award a contract without the opportunity for quote revision. The government intends to award a contract or contracts without discussions with respective quoters. The government, however, reserves the right to conduct discussions if deemed in its best interest.
(5) Contract Award: Award will be made to the contractor(s) who provide the overall best value to the Government when all factors are considered. The Government reserves the right to award multiple contracts or a single contract based on the factors and information listed in this solicitation. The Government will give preference to a vendor who can provide the greatest number of rooms in a single hotel at a fair and reasonable price. This price may or may not be the lowest price available as calculated in para 3, Price Evaluation Factor. However, the prices shall still be fair and reasonable.
x. All quoters shall include a completed copy of the provision at FAR 52.212-3 Alternate I, Offeror
Representations and Certifications—Commercial Items (Jan 2017) or ensure the equivalent representations and certifications are updated on the website at https://www.sam.gov/. The quoter’s System for Award Management (SAM) record must be active through the submission expiry date provided by the in Attachment 2, Price Schedule.
xi. The clause at FAR 52.212-4, Contract Terms and Conditions—Commercial Items (Jan 2017) is hereby incorporated by reference with the same force and effect as if it were given in full text.
xii. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive
Orders—Commercial Items (Jan 2017) is hereby incorporated by reference with the same force and effect as if it were given in full text. Additional provisions and clauses applying to this acquisition can be found in Attachment 1, Provisions & Clauses.
xiii. No additional contract requirements apply to this acquisition.
xiv. No Defense Priorities and Allocations System (DPAS) assigned rating applies to this acquisition.

(d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

DFARS 252.232-7006 Wide Area WorkFlow Payment Instructions (May 2013)
(a) Definitions. As used in this clause—
“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.
“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.
(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall—
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/
(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.

AFFARS 5352.201-9101, OMBUDSMAN (JUN 2016)
(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

1.0 BACKGROUND
The contractor shall provide furnished lodging accommodations for about 504 personal from 21 April 2017 to 20 May 2017. The performance standard and requirements for these services include the following responsibilities:
1.1 Provide single and double occupancy hotel or motel rooms if and when called for by the contracting officer or designated representative.
1.2 Single and double occupancy room shall contain adequate net living and sleeping areas. No more than two people shall be assigned to a room. Below are the following required groupings:

2.0 LOCATIONS
2.1 Hotel Rentals must be in the local area of the following Location (within a 15 mile radius of the Government Hill Gate):

3.0 DEFINITIONS
3.1 Billeting Office. The office which is responsible for providing off base accommodations to authorized transient government employees and military personnel.
3.2 Contracting Officer. A person with the authority to enter into, administer, or terminate contracts for the United States Government and make related determinations and findings.
3.3 Designated Representative of the Contracting Officer. The individual(s) designated in writing to the contractor as being authorized to assign lodging, place calls, and make advance reservations for lodging. The written designation must be issued and executed by the contracting officer.
3.4 Lodging Facility. A hotel, motel, resort, or inn which provides sleeping accommodations to the traveling public.
3.5 Contractor - Any vendor that submits a proposal to this solicitation or, in the event of contract award, the vendor awarded the Contract.
3.6 Clean. Finished articles are dry and free of visible soil, lint and objectionable odor.
Spots and stains are removed where practical to do so without damaging the fabric
4.0 SCOPE OF WORK:
4.1 The contractor shall furnish lodging accommodations on a rental basis. The performance standard and requirements for these services include the following responsibilities:
4.1.1 Rooms: Single and double occupancy room shall contain adequate net living and sleeping areas. No more than two people shall be assigned to a room. Below are the following required standards
4.1.1.1 Rooms shall be constructed and finished to provide good light and sound attenuation.
4.1.1.2 All windows shall be provided with blackout lining, shades, or blinds. If drapes are provided, they must screen out the light.
4.1.1.3 Sufficient electrical outlets shall be available and in good working condition.
4.1.1.4 All entrance doors to rooms shall have interior security locks, either deadbolt or double locking locks. Each room occupant shall be provided with a room key.
4.1.1.5 Bathrooms must be constructed to provide convenient sanitary facilities. Bathrooms must contain a shower and/or tub combination with a wash basin, a properly functioning toilet, and a mirror. Additionally, bathrooms should have adequate lighting and grounded electrical outlets for use of electrical razors, hair dryers etc. The shower or shower/tub combination shall have shower doors or curtains.
4.1.3.6 Rooms shall have a working telephone.
4.1.3.7 Rooms shall have a working television.
4.1.3.8 Rooms shall have adequate heating and cooling capabilities.
4.1.3.9 Furnishing and Equipment: Must be clean and in good repair. The following minimum furnishings are required:
4.1.3.9.1 Lamp --1 per desk or writing table
4.1.3.9.2 Adequate clothes storage drawers and closet space
4.1.3.9.3 Desk or writing table with chair

4.2.2 Meals shall be served on site in a climate controlled area with tables and chairs for personnel. The following are the Meal Hours:
4.3.2.1 Breakfast served from 0530 to 0800; Monday – Saturday;
Breakfast served Sundays 0800 to 1000.
4.3.2.2 Lunch service from 1200 to 1500 Sunday Only.
4.3.2.3 Dinner service from 1800 to 2200 Sunday Only.
4.2.3 All meals shall be provided via buffet style or equivalent; or a meal voucher for a hotel restaurant or equivalent eating establishment which will meet the PWS.
4.2.4 Plates Napkins, Cups, and Utensils (spoon/fork/knife), will also be provided by vendor of food for each meal requested.
4.2.5 Progressive Food Preparation: Progressively prepare food items to yield optimum freshness, flavor, color, and texture.
5.0 PERIOD OF PERFORMANCE:
21 Apr 2017 to 26 May 2017
6.0 QUALITY ASSURANCE:
If any of the services does not conform to the contract requirements, the contractor for hotel rentals shall be required by the U.S. Government to re-perform the services in conformity with the contract requirements, at no additional expense to the Government.
7.0 HOLIDAYS
The contractor shall be required to provide services during holiday periods, if applicable.
8.0 LIABILITY
The U.S. Government accepts no liability for the actions of the contractor or his employees and agents.
