Sole Source Justification (Simplified Acquisition)

Section A: General Contract Information

Contracting Activity: Department of the Air Force, 673d

Contracting Squadron, Joint Base Elmendorf-Richardson (JBER), AK 99506

Purchase Request: F1W3Q26301AK01

Project/Program Name: CleanEz Maintenance and Technical Support Estimate Cost: $75,250.00

(Aggregated Base + Four (4) Option

Years)

Section B: Description of the Supplies/Services Required

JBER Laundry requires a Point Of Sale System (POS). POS System must include software and hardware (hardware if applicable) and timely customer service/ assistance as dictated in section D and in the attached PWS. POS system needs to have customizable capabilities or OCIE capabilities built in.

Section C: Justification for Sole Source

CleanEz Technologies is the sole proprietor of the CleanEz Software for this POS. It is the best value to the government because it doesn’t require new software, training and hardware. Another vendor would have to develop a new software program designed for military use. The original cost (2003) of this system and equipment was approximately $100k. It would cost the government $130k plus for a new vendor to develop new software and provide necessary equipment/training. The plant cannot operate without functioning software dedicated to Air Force accounting and management of military specific

Organizational Equipment and Individual Clothing (OCIE).

Section D: Efforts to Obtain Competition

Since the previous contract awarded as sole source to Clean EZ, recent market research indicating that Clean EZ is not the sole source as far as technical capabilities, as there are two other capable Small Businesses. However, previous acquisition (FA5000-12-M-0003) indicate that although CleanEz (a Small

Business) was and still appears to be the sole source; due to the proprietary software that CleanEz has installed in JBER Laundry POS system years ago which has successfully satisfied laundry operations. Accordingly, ‘Notice of Intent” to Sole Source was posted on FBO on 30 Nov 16; of which no responses from other sources were received to indicate meeting capabilities (by specified closing of 10:00 a.m. AKST, 7 Dec 16).

Section E: Steps to Preclude Future Single Source Awards

A thorough search will be conducted for a broader spectrum of devices with the same capabilities as the CleanEz system to aid in precluding future brand name and sole source awards.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem a brand name procurement is reasonable.
