Section B: Description of the Supplies/Services Required
This is a requirement for the connection of Energy Management and Control Systems (EMCS) meter readers and to provide the software and labor necessary to connect the new EMCS controls to the current EMCS system installed on Joint Base Elmendorf-Richardson (JBER).
The proposed contract will provide energy management control system services for approximately 65 buildings on JBER. Major categories of work includes but are not limited to; EMCS equipment installation, electrical connections and software services to tie in to the existing system. The EMCS equipment includes EMCS field hardware devices such as: Automated Logic Control (ALC) multi-purpose/ multi-equipment/single equipment/zone control modules, communication router/gateway products, sensors, room controllers and ancillary ALC devices.
Section C: Justification for Soliciting from a Single Source or Brand Name
Meridian Systems maintains the proprietary data specific to JBER's HVAC ALC system and the Government does not have rights to the ALC source code. The Government does however, own the ALC software and hardware currently installed in 187 base facilities. The ALC controls are fully integrated with these base systems which ensure mission capability. The ALC controls are also integrated with the base Emergency Management System in the event of mission essential exercises, operations, and global system response for real world emergency situations.
Section D: Efforts to Obtain Competition
Contact was made with Meridian Systems Sales Manager resulting in the confirmation of the exclusive rights to ALC products, installation, after sale service, and warranty on all ALC products installed in the State of Alaska. A Notice of Intent to award to a single source along with the Single Source Justification will be posted on FBO IAW FAR 5.201, 6.305 and 13.501(a)(1)(iii).
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Potential future sources in the commercial marketplace may be considered if Meridian Systems shares or otherwise releases the proprietary data or provides training opportunities to authorized technicians regarding this system. The Government will continue to monitor the commercial marketplace when new requirements of this nature occur in an effort to obtain further competition.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.501(a) and 41 U.S.C. 1901, that the circumstances of this contract action deem only a single source is reasonably available.
