SECTION 01010
TECHNICAL PROVISIONS
GENERAL
1. PROJECT LOCATION
1.1 All work under this project will be performed on Joint Base Elmendorf-Richardson (JBER). Work areas and limited access areas are shown on drawings.
2. NOTIFICATION OF WORK START
2.1 The Contractor shall give at least 10 working days advance notice in writing to the Contracting Officer at 10480 22nd Street, Joint Base Elmendorf-Richardson (JBER) prior to beginning any work under the scope of this project.
2.2 Coordinate with appropriate utility locating agencies, including base communications cable maintenance (Item 1 through 19) of 673rd ABW Form 3 (Base Civil Engineer Work Clearance Request). Form 3 will be given to the contractor during the pre-construction meeting. Contractor shall complete and follow all instructions on Form 3 before start of work in accordance with Wing Instructions (WI 32-1007) “Safeguarding Utilities From Damage”. A copy of the Wing Instructions will be available to the contractor during the pre-construction meeting.
2.3 Contractor shall schedule a meeting time to meet with each utility agency at the work site to locate affected utilities.
2.4 Contractor shall maintain all marked utilities in the field once they are initially marked by each utility agency. If markings are damaged, contractor shall request new locates and shall give the locating agency 48 hours to perform the new locates. Expenses for time and materials to perform repeat locates shall be borne by the contractor, unless otherwise approved by the approving officer. Cost to do the repeat locates will be deducted from the final invoice. Cost will be calculated using the average shop rate of $35.00 per man-hour. In cases where utilities were marked late in the year and operations had to be shut down for winter, marked utilities would still have to be maintained by the contractor by placing stakes or transcribing the marks on a drawing.
When construction resumes, contractor shall re-mark the site and may request verification of utility locations at no additional cost to him (Off Base utility locates agencies might request additional cost for repeat locates).

2.5 Clearance request is not valid until signed by the approving officer (Block 23 of Form 3). Approving officer will not sign until all locates are marked and all utility locating agencies signatures are on the form. Excavation work shall commence within 30 days after the approving officer’s signature, otherwise clearance request is invalid and a new request is required. Notify Contracting Officer immediately if new utilities were installed by others and not marked after all initial locates are made.
2.6 The contractor is considered a “construction agency” for compliance with the provisions of WI 32-1007”.
3. WORK SCHEDULE
3.1 Work Hours: Work hours on this project shall be limited to Monday through Friday inclusive, between 0700 hours through 1700 hours, excluding federal holidays, unless approved otherwise in writing by the Contracting Officer. Should the Contractor desire to work other than these hours, Contractor must request approval of deviation in writing at least 72 hours prior to the period of the intended deviation. The Contractor shall not accomplish the deviation in work hours unless permitted to do so in writing by the Contracting Officer.
4. FIRE AND SAFETY REGULATIONS
4.1 The Contractor shall comply with all latest national, state, local and Air Force fire and safety regulations. A copy of Air Force and Joint Base Elmendorf-Richardson (JBER) fire and safety regulations can be reviewed at the Contract Management Office, Base Civil Engineer, 6326 Arctic Warrior Drive.
4.2 Prior to using any open flame devices, welding equipment and other similar operations contractor and subcontractor personnel performing this type of work shall be certified to issue AF Form 592, USAF Welding, Cutting and Brazing Permit. Certification training is provided by appointment on Thursdays at 0800 and can be scheduled by contacting Technical Services at 552-2620/3267. If permits are required for hot work prior to attendance in the certification class by contractor personnel, permits may be obtained through Construction Management. Compliance with the requirements set forth in NFPA Standard No 241 (Building Construction and Demolition Operations), NFPA 51B, AFOSH 91-5 and OSHA 1910-252 is mandatory.
4.3 Training of Contractor Employees: Contractor shall ensure that all Contractor employees, including the employees of subcontractors receive an initial fire reporting procedures briefing prior to beginning any work under the scope of this project. The Contractor’s designated safety representative shall conduct this briefing. As new employees of the Contractor and subcontractor are added during completion of this project, the Contractor shall submit a written record of all of his/her employees and subcontractor employees receiving this briefing.
4.4 Contractor Fire Prevention Responsibility
4.4.1 The contractor shall provide a “firewatch” person during all welding performed on-

01010-3 base, which includes any welding work on heavy equipment anywhere on-base.
4.4.2 It is the inherent responsibility of the Contractor to practice good fire prevention measures while working on Elmendorf Air Force Base.
4.4.2.1 When work is accomplished in/on structures, contract personnel will confine smoking to established/designated smoking area(s).
4.4.2.2 Flammable paints, oil, varnishes, etc., stored in inside storage shall be in a metal storage cabinet or in outside storage in a controlled area. Flammables being used outside of these areas are limited to a one day supply.
4.4.2.3 Temporary wiring must be in compliance with Article 305 of the National Electric Code.
4.4.2.4 The Contractor will be responsible for notifying the base fire department and 3 CES Alarm shop prior to any alarm or sprinkler system shutdowns at least 48 hours in advance.
4.4.2.5 Welding, cutting or brazing will only be done after a valid AF Form 592 has been issued by an individual certified by the Base Fire Protection Flight to issue welding permits
4.4.2.6 Fire extinguishers required during construction will be supplied by the Contractor.
The contractor shall provide at least 2 operating fire extinguishers at the hot work location.
4.4.3 Questions concerning fire prevention can be referred to the Technical Services Section at extension 552-2620/3267.
5. RECORD DRAWINGS
5.1 Prepare record drawings using best quality contract prints to show all construction changes from the Contract Documents, redlined in a legible manner for reproduction by photocopy process.
5.2 Show any deviation from Contract Documents with reference to locations, sizes, methods and materials.
5.3 Each drawing of the entire set shall be marked in the large letters "RECORD DRAWING" and dated.
5.4 Each drawing shall be corrected to reflect every amendment, modification and field change.
5.5 Mechanical drawings shall show to scale locations of all valves, cleanouts, covers, splice box covers, all outside underground utilities such as gas lines, electrical lines, etc., which do not have surface covers to clearly indicate their underground locations.

5.6 Conversion of Schematic Layouts
5.6.1 In most cases on the Drawings, arrangement of conduits and circuits, piping, ducts and other similar items are shown schematically, and are not intended to portray precise physical layout. Final physical arrangement shall, be as determined by the Contractor, subject to the Contracting Officer's approval. However, design of future modifications of the facility may require accurate information as to the final physical arrangement of items and location of utilities, which are shown only schematically on the Drawings.
5.6.2 Show on the job set of Record Drawings, by dimension accurate to within 1" (25 mm), the centerline of each run of items such as described below. Clearly identify the item by accurate note such as "cast-iron drain", "galv. water pipe", etc. Show, by symbol or note, the vertical location of the item ("under slab", "in ceiling Plenum", "exposed", etc.). Make all identification sufficiently descriptive that it may be related reliably to the Specifications.
5.7 Deliver record drawings to Contracting Officer within 30 days after completion of the work on each Delivery Order. Submit drawings (paper and electronics) showing location of new water line, valves and fire hydrants and location of new water pit.
Follow requirements in section 01020 General Notes “U”.
5.8 Requirements for record drawings shall be tailored to the specific project scope. The items indicated above are examples only and are not to be construed as all inclusive.
6. SAMPLING AND TESTING
6.1 Unless otherwise stated herein, or designated otherwise in writing by the Contracting Officer, all required sampling and testing shall be by the Contractor at his own expense.
All tests shall be performed using specified testing procedures, or if no procedure is specified, the standard testing procedure used by the ASTM will be used. At least 72 hours prior to performing any testing, the Contractor shall notify the Contracting Officer when such testing will be performed so that the test may be observed by the Contracting Officer and/or his/her designated representatives. In addition to the specified testing requirements herein, the Government may perform additional verification testing at its own expense. All necessary samples and/or work associated with such samples for such testing shall be provided by the Contractor at no additional cost to the Government. Repairs required to the work to correct the evidence of such Governmental testing shall be replaced at the Contractor's expense within 24 hours unless otherwise directed in writing by the Contracting Officer.
7. UTILITIES
7.1 Reasonable amounts of water, electricity and other available utilities will be furnished to the Contractor at no cost to the Contractor. The Contractor shall exercise strict conservation practices in the use of these utilities. Should the Contractor be found to be not using utility conservation practices, then the cost of this utility use will be passed along to the Contractor for the remaining performance period of the Contract.

Telephone services for Contractor use can be secured at the JBER Anchorage Telephone Utility Office, 10492 Necrason Avenue, JBER, with the cost of the telephone service borne by the Contractor.
8. UTILITY OUTAGES
8.1 Scheduled: Request for all outages and interruption of utility services shall be made in writing to the Contracting Office at least 10 working days prior to the desired period of outage. All outages are subject to approval, in writing, by the Contracting Officer and will be allowed only at the convenience of the Government. This notification shall be made prior to the utility outage and in sufficient time to give the utility personnel ample opportunity to arrange and schedule discontinuance of utility services. The Contractor shall hold all outages to a minimum number of shortest possible duration.
8.2 Unscheduled: Reimburse the US Government for man-hours, materials, and circuit cost when damage to or interruption of service on any cable occurs through negligence of the excavator/contractor, including any failure to obtain proper coordination of Wing Form 3 prior to commencement of construction or excavation in accordance with paragraph 9.1 of this section.
9. CLEARANCE WORK REQUEST
9.1 Permit: Before any excavation, alteration or other construction work is begun, the Contractor shall obtain and fully process a 673 Air Base Wing Form 3, Base Civil Engineer Work Clearance Request. The form requires extensive coordination with several base agencies, including furnishing all locations, detailed information and sketches regarding any proposed excavation(s). Processing a separate request for each planned excavation is required; each phase of processing the form and its attachments shall be completed prior to commencing work involving that phase. Contractor shall expect two weeks to process this form, and during military exercises it could take longer. This form can be obtained from the Construction Management Office, 673 CES , Joint Base Elmendorf-Richardson (JBER), 730 Quartermaster Drive; it shall be prominently displayed on the job site at all times for review by the Contracting Officer and/or his or her designated representative. A copy of the signed form shall be submitted to the Contracting Officer. Completion of Form WG Form 3 includes certifying compliance with institutional controls indicated by 673 CES/CEV, coordination in getting the form coordinated, and returning the form to the Environmental office when the project has been completed.
9.2 On “Tuesdays and Thursdays” of every week from 1 April through 15 October, all CE shops with exception of the environmental section will be assembled in the “Zone 3” Break room located in the 773 CES compound at 5327 Kenney Avenue between 0800 and 1000. Contractors shall visit this CE “one stop shop” to schedule a locate.
Contractors shall bring a copy of their project site plan for CE shops to review. If a CE shop has a utility in the proposed construction area, utility locate will be scheduled. A shop will not sign off on the 3WG Form 3 until the locate is performed. If a shop does not have a utility in the construction area, their particular block on the form will be

01010-6 signed. CE shops have up to 72 hours to perform a locate. CE Environmental Flight has up to 3 days to process the permit. During the remainder of the year, contractors shall process the form by taking it to all shops. Emergency work is an exception;
contractors shall take the forms through the shops during any day of the week.
Contractors are still responsible for contacting the offices/agencies other than CE (on and off Base). The CE Construction Management Office’s and the Approving Officer’s signatures shall be the last signatures required.
9.3 Protection of Existing Utilities: The Contractor shall safeguard and protect from damage all utilities encountered or uncovered during digging, excavation, and backfilling in accordance with WI 32-1007 (Safeguarding Utilities From Damage).
Any damaged utilities caused by contractor’s negligence shall be repaired immediately at no additional cost to the government.
9.4 Contractor shall restore damaged communications cable(s) and circuits to original condition and full operation if any damage does occur. Notification of damage shall be made immediately to the Base Telephone Trouble desk, 552-4647, and to the Contracting Officer; restoration efforts shall commence within 1 hour. Failure to commence restoration within the required time limit, or to make continuous progress toward restoration, or to complete acceptable restoration within a 4-hour time limit or an alternate time limit negotiated with and established by the Contracting Officer, shall result in suspension of all other contract work until acceptable restoration is completed and approved by the Contracting Officer.
9.4.1 In cases where a cable is damaged for reasons noted above, the Contractor shall, if lacking the qualified trades in his organization, employ as necessary such qualified trades or employ another Contractor having such trades to restore the cable and circuits to original condition and full operation at no expense to the Government.
9.4.2 The Government reserves the right to protect a damaged cable from further damage or deterioration and the right to restore priority circuits; these actions shall not relieve the Contractor of his full responsibility for restoration.
10. WARRANTY STICKERS
10.1 All materials, equipment and other installations specifically designated within the Contract to be covered by warranty or warranted by the manufacturer shall have an Optional Form 274 affixed in a conspicuous space or forwarded to the Construction Management Section, Base Civil engineer if attachment is not practical. The required forms will be made available to the Contractor in sufficient quantity by the Contracting Officer. The forms shall be properly completed by the Contractor and shall be signed and dated by the Contractor in accordance with the applicable warranty provisions in effect at the time of the work.
11. CONTRACTOR'S USE OF PREMISES
11.1 This utility project will be constructed while facilities, which are using these services, FXSB 15-4703 Demo Hydrant Pits
01010-7 will continue to be in use and occupied during the construction. The Contractor shall coordinate all work to minimize inconvenience to facility occupants and to airfield operations.
11.2 The Contractor shall be responsible for moving equipment required for access to complete the work.
11.3 The Contractor shall take efforts to hold dust and noise to a minimum. Contractor shall comply with base quiet hours (2200 to 0600).
11.4 The Contractor shall not use traffic ways for storage areas unless granted permission to do so in writing by the Contracting Officer. At no time shall the Contractor block hallways, traffic ways, or other access areas.
12. ACCESS TO CONSTRUCTION SITE
12.1 Contracting Officer will designate access routes to the site as shown on the drawings, for use by Contractor and his work force.
12.2 Contractor will be responsible to maintain, repair, and restore existing work areas, which are used by him and his work force to the original conditions immediately prior to his commencement of work.
12.3 Employee parking shall be restricted to those areas so designated.
12.4 The Security Police will enforce traffic regulations, parking area assignments and security and the Contractor shall cooperate and coordinate to the fullest extent.
12.5 Contractor shall provide to the Contracting Officer, Security Police, and entry control personnel, 72-hour advance notice for each entry into restricted areas. Delays due to lack of providing the 72-hour notice to enter these areas shall be at the Contractor's expense.
13. CONTRACTOR'S STORAGE AREA
13.1 The Government will provide an outside area adjacent to the work area for Contractor's storage. The Contractor shall be required to maintain this area to the satisfaction of the Government. The Contractor shall erect an approved temporary fence around this storage area. The fence shall be 6’ high chain link, screened with slats or fabric.
Submit fence plan for approval. The Government in no way will be responsible for the security of any items stored in this area. Contractor will return the area in the same condition as when he received it.
14. BARRICADES
14.1 Construct and maintain barricades as required by OSHA and Wing Safety personnel, sufficient to prevent injury to persons and damage to property.

14.2 Cover unattended trenches and holes.
14.3 Provide and maintain warning lights and signs, as necessary, to prevent damage or injury. Keep warning lights burning from dusk to dawn.
15. COLD WEATHER OPERATIONS
15.1 If any part of this project is pursued during periods of cold or inclement weather, the Contractor shall take all appropriate precautions to protect facilities and work involved in the project scope from damage by cold/or inclement weather.
16. NOT USED.
17. SUBMITTALS
17.1 Government review time for submittals will normally be 15 calendar days. Submittals with complicated mechanical or electrical items or submittals with a large number of items will require 20 calendar days review time.
17.2 Rejection of submittals for technical violations of the drawings or specifications will not be grounds for an extension of the performance period. If re-submittals are required, all parts of the original submittal package will be resubmitted together with changes so that coordination may be maintained.
17.3 All submittals will be submitted in 3-ring binders with clearly marked tabs separating each item. Submittals will be consolidated by type (i.e. mechanical, electrical) and all submittals for each specification section will be submitted at the same time.
17.4 Any certificates required for demonstrating proof of compliance of materials with specification requirements shall be executed in four copies. Each certificate shall be signed by an official authorized to certify on behalf of the manufacturing company and shall contain the name and address of the Contractor, the project name and location, and the quantity and date or dates of shipment or delivery to which the certificates apply. Copies of laboratory test reports submitted with certificates shall contain the name and address of the testing laboratory and the date or dates of the test to which the report applies. Certification shall not be construed as relieving the Contractor from furnishing satisfactory material, if, after tests are performed on selected samples, the material is found not to meet the specific requirements.
17.5 Submittals followed by the designation “G” are for Government approval. All other submittals shall be submitted to the Government for record purposes only. Submittals shall be reviewed and approved by the Contractor’s Quality Control personnel prior to submission to the Government.
18. CODES
18.1 References to standards, codes, specifications, recommendations and regulations refer to the latest edition/printing issued prior to the bid opening date.

18.2 These Construction Documents, and the joint and several phases of construction hereby contemplated are to be governed, at all times, by applicable provisions of the Federal Law(s), including but not limited to, the latest amendments of the following:
18.2.1 Williams-Steiger Occupational Safety and Health Act of 1970, Public Law 91-596.
18.2.1.1 By agreement between the US Department of Labor, Occupational Safety and Health Administration (OSHA) and State Department of Labor, Division of Occupational Safety and Health (DOSH), applicable OSHA regulations as amended by the State of Alaska are enforced for Contractors and Contractor personnel only by DOSH. At no time will the level of protection afforded the worker be less than the most strict of either the Federal or State regulations.
18.2.1.2 Code of Federal Regulations, Title 29, Parts 1910 (Occupational Safety and Health Standards) and 1926 (Safety and Health Regulations for Construction).
18.2.2 Federal Standard 313B, as it pertains to the procurement, identification, marking and control of potentially toxic or hazardous materials, and to the reporting of information concerning these materials.
18.2.3 Uniform building, mechanical and plumbing codes.
18.2.4 National Electric Code.
18.2.5 NFPA 101, Life Safety Code.
18.2.6 NFPA 30, Flammable and Combustible Liquids Code
18.3 Applicable portions of standards listed in the Specifications that are not in conflict with Contract Documents or with the Federal Acquisition Regulations (FAR).
18.4 Any and all Air Force, 3rd Wing or Elmendorf Base Regulations as pertain to construction, safety, fire, health and associated activities are hereby made part of this Specification.
18.5 Modifications or exceptions to standards shall be considered as amendments, and unmodified portions shall remain in full effect.
19. TECHNICAL SPECIFICATIONS
19.1 The Specifications have been partially "streamlined" and some words and phrases have been intentionally omitted. Missing portions shall be supplied by inference as with notes on drawings.
19.2 The words "approved", "inspected", "directed", "selected", and similar words and phrases shall be presumed to be followed by "by Contracting Officer". The words "satisfactory", "submitted", "reported", and similar words or phrases shall be presumed to be followed by "to Contracting Officer".

19.3 Words like "install", "provide", "furnish", and "supply" shall be construed to include complete furnishing and installing or constructing unless modified by additional information.
19.4 Instructions, directions and requirements as specified shall be considered to be followed by the phrase "unless otherwise specified or indicated".
20. GOVERNMENT FURNISHED MATERIAL AND EQUIPMENT: None
21. SALVAGE
21.1 Equipment and materials indicated on the drawings or directed in the field for reuse shall be approved by the Contracting Officer before re-installation. Contract amount includes cleaning, conditioning and re-installing materials indicated for reuse.
21.2 Any excess equipment and materials selected to remain the property of the Government shall be removed by the Contractor and delivered to the Property Disposal Officer, 12737 Vandenberg Avenue, or as directed by the Contracting Officer.
22. DISPOSAL OF DEBRIS
22.1 Solid Wastes: Contractors will be required to dispose of all solid wastes generated by base projects at state permitted off-base sanitary landfill facilities.
22.1.1 All wastes including asbestos containing materials (ACM) will be disposed of in the Hiland Waste Disposal Facility located near Hiland Road and the Glenn Highway.
22.1.1.1 Waste hauling from Joint Base Elmendorf-Richardson (JBER) to off-base disposal locations will meet or exceed all requirements and restrictions levied by the State of Alaska and the Municipality of Anchorage, including:
22.1.1.1.1 Meeting of any weight restrictions for any public roadways utilized.
22.1.1.1.2 Covering and securing all loads of waste other than earth materials to ensure that no materials are lost from each load during transit.
22.1.1.1.3 Prevention of overloading with earth materials such that load contents are prevented from escaping during transit.
22.1.2 All asphalt and concrete removed from this project maybe disposed in an on-base pit.
Location of pit is on Airlifter Drive, northeast of the C-17 maintenance hangar.
22.2 Liquid Wastes
22.2.1 Runoff and residues generated from any process including water-washing processes shall not be directly wasted to the sanitary sewer or to the storm drain system. They shall be collected, sampled and disposed of based on the results of the analysis of samples, compliance with EPA requirements and this specification.

23. HEALTH HAZARDS
23.1 Health Hazards: The Contractor shall comply with the following sections of this specification regarding the recognized health hazards – Section 01120 and 01121.
23.2 Confined Spaces: The Contractor shall comply with 29 CFR 1910.146 and AFOSH Standard 91-25 for confined space procedures. Contractor shall coordinate with the 3 WG/SEG (Safety Office) to determine which spaces on Base are designated as confined spaces, and that any joint entry by Contractor and Air Force personnel must be coordinated by the Base Confined Space Entry Team (Safety, Bioenvironmental Engineering and Fire Department).
24. ENVIRONMENTAL PROTECTION/HAZARDOUS MATERIALS
24.1 The Contractor shall strictly comply with Section 01120 of this specification for protection of personnel, Government property, and the environment, and for hazardous material handling, use and disposal.
25. HAZARDOUS WASTE
25.1 The Contractor shall strictly comply with Section 01121 of this specification for hazardous waste accumulation and disposal.
CONTRACTOR QUALITY CONTROL
26.1 The Contractor shall provide and maintain an effective quality control program that complies with the Clause of the Contract entitled "Inspection of Construction", (52.246- 12).
26.2 The Contractor shall establish a quality control system to perform and document sufficient inspections and tests of all items of work, including that of his subcontractors, to ensure conformance with applicable specifications and drawings with respect to the materials; procedures; workmanship; construction finish; functional performance; and specific compliance with all safety requirements concerning personnel, equipment, and the construction product. This control system will be established for all construction work performed. The Contractor's control system will specifically include but not be limited to the surveillance and tests required in the Technical Specifications of the contract specifications.
26.3 The Contractor's quality control system shall be adequate to cover all construction operations and should be keyed to the proposed construction sequence. The Contractor's quality control system shall include three phases of inspection for all definable features of work as follows:
26.3.1 Preparatory Inspection: This shall be performed and documented prior to beginning work on any definable feature of construction. It shall include a review of the contract requirements; a check of all required shop drawings/ submittal data to ensure proper approval; a physical examination of materials/ equipment to ensure

01010-12 conformance with the approved shop drawings/submittal data and contract specifications and that all materials and/or equipment are on hand; a check to see that all material/equipment required to be tested, has been tested and the results submitted and approved; provisions have been made to provide required control testing, and an examination of work area has been made to ascertain completion of the preliminary work.
26.3.2 Initial Inspection: This shall be performed and documented as soon as Work begins on a representative portion of a particular feature of work and shall include examination of the quality of workmanship as well as a review of control testing for compliance with contract requirements.
26.3.3 Follow-up Inspections: These shall be performed and documented daily to assure continuing compliance with contract requirements, including control testing, until completion of the particular feature of work.
26.4 This quality control program shall be implemented by the establishment of a quality control organization headed by one full time person who will be at the job site at all times construction is in progress and whose primary responsibility shall be quality control compliance with the contract plans and specifications. In addition to implementing and managing the QC Program, the QC Manager may perform the duties of Project Superintendent. This person must have at least a high school education with a minimum of five years of experience in construction and/or inspection of the type of work required by this contract. Other qualifications, i.e., degrees, general supervision, and experience will be considered. He shall be assisted by additional quality control personnel as required by the Technical Specifications and as otherwise necessary in order to fully implement the Contractor quality control system as specified. These additional personnel shall function primarily in the capacity of quality control and will report to the head of the quality control organization, who in turn will report directly to a level no lower than the Contractor's top field management.
26.5 The Contractor's quality control program shall provide for review and approval by him of shop drawing material as required by this Contract. The Contractor shall designate one individual who shall certify that each submittal has been reviewed in detail and that it is correct and in strict conformance with the contract drawings and specifications, except for where a specific request for deviation is being requested.
26.6 After the Contract is awarded and before construction operations are started, the Contractor shall meet with the Contracting Officer, or his representative, and discuss quality control requirements. The meeting shall develop mutual understanding relative to details of the system including inspections, administration of the system, and the interrelationship of Contractor and Government inspection.
26.7 Material Submittal: Submission and approval of the Contractor's quality control plan.
26.7.1 A quality control plan shall be furnished to the Government by the Contractor in four copies within 30 calendar days after award or as specified on the AF Form 66. This

01010-13 plan shall include procedures, instructions, and reports to be used to provide adequate coverage for all quality control activities required by this contract, and to ensure quality construction in accordance with the plans and specifications. In addition, this plan shall include the following:
26.7.1.1 Names, qualifications, and organization of personnel to be used for quality control.
Use submittal 1 "Appointment of Quality controller", attached at the end of this section.
26.7.1.2 Specific responsibilities and authority of each of the quality control personnel.
26.7.1.3 Test Program including names and qualifications of all independent test laboratories to be employed and the specific tests that each will perform. Other tests to be performed and the Contractor quality control personnel who will be responsible for each test will be listed. The test program will also include the method for prior approval of test procedures and equipment, and the methods used to calibrate the testing equipment and otherwise ensure the reliability of information obtained from the tests. Where a minimum number of tests is specified in the Technical Specifications, additional tests may be required by the Contracting Officer to ensure the adequacy of the work at no additional cost to the Government.
26.7.1.4 Responsibilities and procedures for coordination and advance notice to the Government for all inspections and test required to be witnessed by the Government.
26.7.1.5 Forms for reporting and documenting all quality control activities. Responsibilities and procedures for reporting and documenting all quality control activities, to include deficiencies noted, correction of deficiencies, and re-testing or re-inspection of deficiencies.
26.7.1.6 The procedures to be followed for the receipt, storage, and handling of construction items to include the method of verifying that the items used are approved.
26.7.1.7 Copies of all letters of direction to the Contractor's representatives responsible for quality control, outlining their duties and responsibilities, signed by a responsible officer of the firm.
26.7.1.8 Any other specific requirements unique to the type of work as determined from a review of the contract documents.
26.7.2 When the Contractor proposes to make any changes in the CQC plan or implementation, during construction, he must notify the Contracting Officer in writing. Such change shall not be implemented prior to acceptance, in writing, by the Contracting Officer. A legible copy of the accepted plan and any changes to the plan directed or accepted by the Government, will be kept available at the job site.
26.7.3 Unless specifically authorized by the Contracting Officer, no construction will be started until the Contractor's quality control plan is accepted. This is not to preclude

01010-14 commencing work as required by the Contract, which includes preparation and submission of specified plans, programs, registers, schedules, shop drawings, and pre-mobilization coordination, and otherwise establish intent to perform in a timely manner.
26.8 All daily inspections and tests will be reported on an approved form. The Contractor's verification, as stated, must be contained on the Contractor's form. When completed by the quality control inspector, this report must contain enough information and in sufficient detail to provide complete documentation of all inspections and tests appropriate to each special and technical section of the specifications. These reports, including a record of deficiencies and corrective action taken, should be submitted to the senior project manager and a legible signed copy shall be furnished to the Government daily no later than 1200 hours the first working day following the date which the report covers. Where his shop drawing review and approval is accomplished away from the job site, the Contractor may provide weekly summary reports of these activities in lieu of daily reports as required for all on-site quality control activities.
26.9 In addition to the qualifications contained in paragraph 26.3 above, the Contractor's quality control organization will have the capability of performing the following required functions.
26.9.1 Check materials at the site against Contract specifications and the "approved" shop drawings, which shall be maintained at the job site for the duration of the Contract.
26.9.2 Prepare and maintain current records of all quality control operations to include those of subcontractors.
26.9.3 Review and submit all required guarantees.
26.9.4 Monitor safety program for effectiveness and conformance with the Contract requirements and furnish documentation of deficiencies noted and corrected.
26.9.5 Report to the Government any discrepancies in plans and/or specifications.
26.10 The Contractor shall submit a listing of all current construction deficiencies to the Contracting Officer at the time he makes a request for an acceptance inspection. The Contracting Officer will determine whether to schedule an acceptance inspection based in part upon his review of this listing for accuracy and completeness.
26.11 In addition to the Contractor's quality control program, the Government may direct or perform such additional inspections and tests as considered necessary by the Contracting Officer to ensure proper performance.
26.12 Should recurring deficiencies as determined by the Government indicate that the quality control system is not adequate or quality control reporting is sub-standard, corrective action shall be taken as directed by the Contracting Officer. This may require the assignment of additional full time quality control personnel or the removal and replacement of ineffective personnel. If deficiencies in the work performed indicate

01010-15 that the Contractor's quality control system does not produce the desired results, corrective actions in both the quality control system and the work will be taken by the Contractor. In addition, the Contractor shall not build upon or conceal any defective work. If the Contractor does not promptly make the necessary corrections, the Contracting Officer may issue a suspension of work, suspending all or part of the work until satisfactory corrective action has been taken.

SCOPE OF WORK
Intent of this project is to demolish three fuel hydrant pits that are no longer in service and to demolish 3 low point drains and 3 high point vents.
Demolish/Remove three fuel hydrant pits that are no longer in service. Hydrant Pits are located on hardstands 7, 8 (on Pump House 2 Loop, Facility# 76406), and hardstand 9 (on Pump House 3 Loop, Facility# 76407). Hardstands are currently used as vehicle parking lots.
1. Drain and recover JP‐8 from the hydrant loops. Government will drain JP‐8 from the hydrant loops (14”. Contractor shall drain residual JP‐8 during pipe cutting
2. Excavate pipe and remove pipe coatings.
3. Cut 14"x8" tees out of the hydrant loop and weld in a similar section of pipe. Follow proper welding procedure to prevent slag issues. Apply pipe coating to new pipe section and holiday test coating before backfill.
4. All new underground pipes shall be coated with “Yellow Jacket” polyurethane for corrosion control. Petrolatum tape and paste used as coating replacement on existing and new pipe welds and fittings. Underground pipe and fittings covered with rock shield.
5. Cap 6" lateral that runs from loop to pit on both ends and abandon in place (recover residual fuels and purge).
6. Demo concrete and/or asphalt at pit and loop tie in locations.
7. Excavate and remove fuel pits.
8. Backfill and compact hydrant pit excavations. Place 5” reinforced concrete with wire mesh at old pits locations.
9. Concrete and asphalt shall be hauled to and disposed of at an approved JBER disposal site.
10. Excavate pits and all components and dispose of.
11. Salvage 3 pit lids and deliver to 773 WFSM‐Fuels shop.
12. Contractor shall inert loop piping with Argon during stainless steel welding.
13. Level and grade areas outside of concrete and asphalt with top soil or gravel as existing.
14. 100% X‐ray shall be performed on all welds. NDT performed on all buried welds per ASME
B31.3 code, including radiographic and magnetic particle examination. Submit results for review.
15. A Hydrostatic/ Pressure test must be conducted after completion of welds on each of the 2 loops. Pressure test the hydrant loop and laterals with existing pumps to 1.5 times normal operating pressure for 2 hours.
16. Contractor shall assist POL and LFM with returning hydrant loops system to service.

Demolish / Remove six Low Point Drains and High Point Vents from two transfer pipelines and return to bulk line at the West Ramp area. The 6 LPDs/HPVs are located on the west end of the airfield in the runway overrun.
1. Drain and recover JP‐8 from the hydrant system. Government will drain JP‐8 from the West
Ramp hydrant loop (14" ss hydrant loop lines and 8" ss truck return to bulk line). Contractor shall drain residual JP‐8 during pipe cutting

Remove lateral lines back to the main pipelines. 2 low point lateral lines attached to hydrant loop. 1 low point lateral line attached to return to bulk line. 2 high point lateral lines attached to hydrant loop. 1 high point lateral line attached to return to bulk line.
3. Excavate pipe and remove pipe coatings. Apply pipe coating to new pipe section and holiday test coating before backfill.

General Notes
A. Construction shall start on 1 May 2016 with the demo of the three hydrant pits.
B. Contractor shall coordinate all work with the airfield manager and shall anticipate delays with airfield access due to military exercises and airfield operation. Contractor shall work closely with the users so as to not disrupt airfield operation. Work may last from 1 May to 30 Sept due to airfield operation and exercises.
C. Contractor shall have a minimum of 10 years of experience working on JP‐8 fuels systems on Military installations.
D. A JBER Work Clearance Permit (Dig permit) is required for all work areas.
E. New Stainless Steel pipe sections shall meet ASTM A358, Grade 304L, Class1 or Class 3 with supplementary requirements of S1, S2 and S3, or ASTM A312 Type 304L, seamless (only). For a 14" pipe nominal wall thickness is 0.312" and for 8" wall thickness is 0.250.
F. Underground decommissioned POL pipelines exist in the area and are approximately 2‐6 feet deep.
Caution should be taken when crossing decommissioned lines during excavation as they may have residual fuel in them. Extreme caution shall be taken when excavating around an active POL line.
Contractor shall be aware of existing emergency stop cables that run along the POL pipeline and the existence of impressed Cathodic protection system leads; which will all be identified during the dig permit process.
G. Airfield access and airfield driving training is required. Coordinate with airfield manager. Info will be provided during the Notice to Proceed after award. Work will have to be scheduled with airfield manager and POL as some of it will impact runway/aircraft fueling operations (West Ramp 06 Overrun
Area).
H. The three loops must be shut down at three separate approved scheduled times (HSs 7 & 8 on Pump
House 2 Loop, HS 9 on Pump House 3 Loop, and the 6 low/high point drains on West Ramp Pump
House 1 Loop).
I. Construction shall not isolate areas and prevent users from accessing their facilities.
J. A Storm Water Pollution Prevention Plan (SWPPP) is not required for this project; however, best management practice must be followed to prevent sediments and other material from falling into the surrounding storm system inlets.
K. All removed asphalt in areas of excavation shall be replaced with new. New pavement cross section shall be as follows: 3” AC, 6” D‐1 Base course in all areas where trench cuts into existing pavement.
L. Contractor shall use the services of a qualified POL Engineering firm (Enterprise Engineering, Inc. or similar) to review and recommend weld procedures, review weld results, review pressure tests set up, prepare pressure test reports and to assist the contractor with returning transfer piping system (all three loops and return to bulk) to service.
M. Contractor shall develop a comprehensive quality assurance and Non‐Destructive examination (NDE) procedures document which demonstrates a thorough knowledge of the weld examination requirements and sufficient planning to coordinate examination with the work. NDE procedures shall include weather conditions in which welding will be permitted and inspection tools such as gauges, FXSB 15-4703 Demo Hydrant Pits equipment and penetrant materials. Radiographic procedures shall include film and weld identification and piping diagrams denoting radiograph locations.
N. Attached exhibit drawings gives an ides of the exiting hydrant pits, piping and LPDs & HPVs.
O. 2016 Air Show: The contractor shall not perform any construction during the weekend of the 2016 JBER Air Show starting at 1200 on Thursday 28 July and ending at 0600 on Monday 1 Aug.

ENVIRONMENTAL PROTECTION/HAZARDOUS MATERIALS on JBER

1. APPLICABLE LAWS AND DIRECTIVES
The Contractor and all subcontractors, in performance of this contract, shall comply with all Federal, State and local laws, regulations, orders and ordinances concerning environmental quality and environmental pollution abatement and control.
1.1 TECHNICAL ASSISTANCE
Technical assistance for complex environmental problems will be coordinated with:
a. JBER Spill/Release Coordinator, 673 CES/CEAN 384-9551.
b. Bioenvironmental Engineering, 673 AMDS/SGPB, 552-3985.
1.2 Work shall be accomplished within the guidance and limitations established by the following, based on the most current changes and amendments thereto:
1.2.1 Title 40, Code of Federal Regulations.
1.2.1.1 Parts 260-265, Hazardous Waste Management System.
1.2.1.2 Part 61, subparts A (General Provisions) and M (Asbestos).
1.2.2 673 ABW 19-1 and 19-3 Series Operations Plans.
2. PROTECTION OF LAND RESOURCES
2.1 GENERAL
The Contractor shall furnish all labor, materials and equipment required to protect environmental quality and prevent environmental pollution as a result of work performed in accordance and/or in violation of the Technical Provisions of these specifications. Environmental pollution is defined as any activities, actions or consequences of Contractor activity that produce an undesirable effect on the human environment, including environmental resources such as land, water, air or sound. Land and water resources within the project boundaries and any other location visited by the Contractor shall be preserved or restored to conditions existing prior to this contract. The Contractor shall confine construction activities to areas allowed by the plans and specifications.
2.2 EXISTING STRUCTURES AND UTILITIES
No excavation shall be performed until site utilities have been field located and the contractor obtains all signatures on an excavation clearance request from the 773 CES. The Contractor

01120-2 shall take the necessary precautions to ensure no damage occurs to existing structures and utilities. Damage to existing structures and utilities, including but not limited to monitoring wells and remediation systems, resulting from the Contractor’s operations shall be repaired at no additional cost to the Government. Utilities encountered that were not previously shown or otherwise located shall not be disturbed without written approval from the Contracting Officer.
2.3 LANDSCAPE PRESERVATION
