1. Is a hardcopy of our bid bond required, or do we email an electronic copy with the proposal submittal ? Per FAR 28.101-3(b) a photocopy of the bid bond can be accepted. After award, all bonding will need to be submitted as a hard copy.
2. Submittal 1 (01010‐16) has written "The quality controller has at least 5 years prior experience in supervision and inspection of bridge construction similar to that required in this contract." I assume this is an error. This is an error, thank you for catching it. It should say "The quality controller has at least 5 years prior experience in supervision and inspection of POL construction similar to that required in this contract."
3. May we have copies of the most recent hydro/integrity testing? Attached is a copy of the 2013 pressure test report.
4. The three HPV's and LPD's at Runway West End do not appear to be in the same hydrant loops as the three Hard Stand Hydrants. Please provide more information as to the source and terminus of these pipelines. Correct, they are not. It was explained during the site visit and it is clearly explained in the
SOW and shown on drawings. Please see section 1020 SOW, General Notes, Note H
5. Is there a period of time already known that we will be unable to perform fieldwork (ie. other than
28July‐01Aug airshow)? Field work will be determined with the airfield manager and will depend on your schedule once you get your material. There will be exercises and they will be identified during the
NTP. Per the SOW, General notes, B.: Work may last from 1 May to 30 Sept.
6. Shall we assume that no petroleum impacted soil will be encountered while excavating? Yes
7. May we have photographs of the hydrants and HPV/LPD's that we did not see during the site visit
(and not shown on Memo. Addendum)? Provided in an addendum.
8. Can a north arrow be added to the Memo. Addendum's two photographs to indicate orientation?

9. Are the HPV's directly above the main piping? Please see Exhibit drawings .pdf sheet 7 of 7, labeled M9.0. HPV and LPD details are clouded in red
10. Which side and what offset is expected for the three LPD's? Please see Exhibit drawings .pdf sheet 7 of 7, labeled M9.0. HPV and LPD details are clouded in red
11. Can all three of those lines be out‐of‐service at the same time? I am assuming you are talking about the three lines where the LPDs and HPVs are….Yes, they are on the same one loop. See note H of General notes
12. May we have access to unrestricted/open areas, in particular PH2 and PH3. For the 3 hardstands
(current parking lots), yes, as long as one loop is shutdown at a time per the SOW. For the runway end, access and procedure will be coordinated with the airfield manager based on flying mission.
13. Will the government provide and accept return of the flushing fuel? Government will perform flushing and sampling of fuel.
What flow rate and duration will be required? N/A
14. Per Section 15061.3.9.2 ‐ Leak Test (Third Party Certified).. as may be proposed by vendor, but in no case less than 150 psig .. ‐ Is there a proprietary leak detection system in the facility? What is the necessity for a 150 psig test AFTER the 425 psig (strength) test? Section is revised to clarify testing and other items….new revised section is attached
