SECTION I

1.0 DESCRIPTION OF SERVICES

1. Description of Services. The contractor shall provide all management, transportation, tools, supplies, equipment, and labor necessary to perform maintenance of the Energy Management and Control Systems (EMCS) located on JBER, Alaska. The contractor shall perform contracted services in accordance with applicable trade practices and Engineering Technical Letter (ETL) 11-1 and Air Force Instruction (AFI) 33-210. The EMCS shall be maintained per national electrical code requirements.

1.1. Scope of Work. The contractor shall provide technical support to JBER EMCS personnel for maintenance of the EMCS servers’ application software and databases. All software upgrades and data base maintenance shall be performed with the approval of a JBER Industrial Control Systems (ICS) administrator. Any and all equipment must be 100% compatible and compliant with Automated Logic Controls (ALC) equipment and software; to include Joint Interoperability Test Command ( JITC) approved computer equipment. The scope of work for this contract will be reduced by 20 % every year in the areas of scheduled service (sections 1.1, 1.1.4 through 1.1.4.3) and training (section 1.1.5) as JBER EMCS personnel become more technically proficient and assume responsibility of roles and responsibilities for EMCS.

1.1.2. EMCS Equipment Replacement.

1.1.3. Technical Support. Provide technical support via telephone or in person to assist base EMCS personnel in troubleshooting the facility’s Automated Logic Control Systems (ALCS).

Work shall be performed during normal business hours (Monday-Friday, 7:30 AM through 4:30

PM).

1.1.3.1. WebCTRL Suite of Software. The contractor shall provide EMCS personnel and ICS administrator notification of the release of the newest version of WebCTRL. All licenses required to operate the current JBER EMCS network and any future expansion shall be the responsibility of the contractor.

1.1.4. Software Services. The contractor shall provide EMCS personnel and ICS administrator with all ALC applications, programs, add-ons, software/firmware upgrades (including latest available drivers) in order to maintain or improve present performance including Third Party Integration; patches, and hot fixes annually or when they become available. The contractor shall provide annual ALCS documentation updates as they become available. The contractor shall assist by providing 100% guidance and oversight for these applications to the ICS administrator.

All licenses required to operate the current JBER EMCS network and any future expansion shall be the responsibility of the contractor.

1.1.4.1. Field Panel Database/System File Back-up. The contractor shall provide 100% assistance and support to the ICS system administrator in maintaining government system backup files, field panel database and system files once a month per ETL 11-1. System files include but not limited to; MySQL database, graphics, program files, trend data and etc. The contractor shall work with the ICS system administrator to maintain system backups from contract start. In the event of a memory/data loss, the contractor shall assist the EMCS personnel with database recovery from a provided current backup copy. Once data is installed on the government system it becomes property of the US Government.

1.1.4.2. Electronic Operations and Maintenance Manual (EOMM) Updates/Upgrades. The contractor shall continue to incorporate new projects into the EOMM that have been developed during the contract; upgrades to the EOMM shall be implemented and made as technology progresses.

1.1.4.3. Software Consultation. The contractor shall assist EMCS personnel as required with software consultation and assist the operator(s) in identifying, verifying, and resolving software problems found in executing the tasks for which they have received training.

1.1.4.4. WebCTRL Analysis & Optimization. The contractor shall perform a technical operations review of WebCTRL at least once a month. The contractor shall document problems encountered, the root causes of the problems and the fixes/solutions implemented to correct problems. This review will identify system configuration anomalies and system performance enhancements in order to provide continuous system improvement.

1.1.5. Training Sessions. The contractor shall provide up to, but not to exceed (NTE) 160 training hours per year for up to twelve (12) students per training session (reducing 20 % every option year that follows). This will allow them to maintain and develop their skills effectively using the ALC software and hardware. The intent of these classes is to develop the maintenance group’s knowledge of specific ALC systems installed on JBER. This training can occur on JBER or vendor training sight. The training that will be conducted is located in the below table.

1.1.6. Service Calls. Contractor shall, as a minimum, respond to intervening and unscheduled service calls. The contracting officer representative (COR) will initiate all calls for repairs. The contractor shall respond within one (1) hour of request or the contractor shall be on site within two (2) hours if repairs are required. The hourly rate for service calls will begin once the contractor has been contacted by the Government. The contractor shall keep a log and records for each service call. The government with COR or Contracting Officer (CO) approval will reimburse for parts replaced during all unscheduled service calls. Reimbursement will be for actual parts cost to the contractor including shipping; a copy of the original receipt, indicating building and/or project number where parts were utilized, shall accompany the invoice for payment.

1.1.6.1. Communication and Response Time. The contractor shall have a recording type system or answering service for use when personnel are not available to receive a service call requirement. The contractor shall contact the COR immediately to receive the service call information.

1.1.7. Parts and Material. The government will reimburse the contractor for all parts and materials used in repairing the equipment under this contract. The contractor shall submit an Automated Logic Controls (ALC) Authorized Federal Supply Schedule Price List (if available) and a description of the problem with a cost estimate to the COR for review.

Federal Supply Schedule will take precedence to any other means of purchasing replacement parts (i.e. parts will be replenished from the Federal Supply Schedule first). If item is a non ALC manufacturer part or the ALC Authorized Federal Supply Schedule Price List is unavailable, contractor must submit a cost estimate to the COR along with two or more quotes from vendors in which they established the best value for the government. The contractor shall purchase parts and materials at the lowest price obtainable through competitive price comparison. All discounts and rebates shall be credited to the government. All warranties for parts and services provided shall be turned over to the COR and a copy shall be provided to the Contract Administrator to place inside of the contract file. Any requested purchase of parts that are equal to or above $3,000.00 will require approval by the Contracting Officer.

The contractor shall provide a copy of the original supplier’s invoices, tickets, sales slips, or other documents identifying items purchased under the reimbursable portion of this contract. Documents supporting reimbursement shall include the following and be reviewed by the COR:

Identification of source that the item was obtained from Manufacturer of Brand Name Items Manufacturer of Model Number Items Suggested List Price Cost Identification of where the material, part or supply was used, i.e., Government system and building.

1.1.8. Reports. A copy of the monthly reports for all systems shall be submitted to the COR and the ICS administrator at Building 6326 Arctic Warrior, no later than the 5th day of the following month. The contractor shall submit the report on a CD-ROM, or a suitable format accepted by the COR.

1.1.8.1 Deliverable Reports. A copy of the deliverable reports for all items outlined in the table below shall be submitted to the COR and the ICS administrator at Building 6326 Arctic Warrior, no later than the 15th day of the following month. The contractor shall submit the report on a CD- ROM, or a suitable format accepted by the COR.

SECTION II

2.0 SERVICE SUMMARY

2.1. Overview. The Contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.

2.1.1. The absence of any contract requirement from the Services Summary (SS) shall not detract from its enforceability nor limit the rights or remedies of the Government under any other provision of the contract including the clauses entitled “Inspection of Services” and “Default”.

2.1.2. The SS will be used as the baseline to measure contractor performance. The SS will identify the surveillance methods the Government will use to evaluate performance.

2.1.3. Surveillance methods may include: customer complaints, facility manager phone calls or e-mails and periodic inspections by the COR.

Methods of surveillance may change after contract award, based on, but not limited to:

Acceptance of a contractor QC plan.

Contractor performance.

2.2. Performance Evaluation. Performance of a service will be evaluated to determine whether or not it meets the performance threshold. Re-performance is the preferred method of correcting any unacceptable performance.

3.0 GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES

3.1. Government Furnished Property. None.

3.2. Government Furnished Services. The government will provide a shared space in the EMCS Control Center and shared access to a computer and connectivity to the EMCS network for the purposes of this performance work statement. Where available, water, natural gas, sewage service, electricity, heating and cooling at no cost to the contractor for the sole purpose of accomplishing the requirements of this contract will be available. All reasonable quantities of utilities will be made available to the contractor without cost. Any temporary connection of electrical lines that may be required shall be installed, maintained, and removed by the contractor at their expense.

3.3. Entry and Escort Service. The building facility manager shall arrange for entry and escort service, when required in secure locations on base.

3.4. Police and Fire Protection. The government shall provide police and fire protection. The telephone number for Security Forces is, 552-4444; Fire Protection, 911. JBER spill response team can be reached at 911.

3.5. Medical. In the event of a severe emergency dial 911 JBER Hospital, 580-5555 or 580- 5556, shall respond and transport a contractor employee to the local hospital if necessary, the contractor shall reimburse the government for these services.

SECTION IV

4.0 GENERAL INFORMATION

4.1. Personnel. The contractor shall be responsible for obtaining all necessary cards, passes, badges, buttons, and decals to perform work requirements. The contractor shall be required to apply for vehicle and individual identification media through the contracting office and the 673rd Security Forces Squadron, Pass and ID Section. This identification shall be surrendered to the Pass and ID Section upon completion or termination of the contract, or upon termination of an individual’s employment.

4.1.1. Contract Manager. The contractor shall provide a contract manager who shall be responsible for work performance. The name of this person and an alternate(s) who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager and alternate(s) must be able to read, write, speak, and understand the English language.

4.1.2. Employees. The contractor shall not employ any person who has been identified by the contracting officer as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population. A valid driver’s license is required for all personnel. The contractor shall be responsible for all individual and vehicle passes issued to the contractors employees by JBER.

4.1.3. Identification. The contractor shall provide each employee with identification badge that shall include the employee’s name, employee’s photograph, and contractor’s company name.

Identification shall be available prior to employment and shall be worn or attached to the outer garment at all times while on the installation. If Government CAC Card is provided this is acceptable in lieu of Contractor provided badge.

4.2. Training/Certification. The contractor shall ensure that all technicians are directed by an ALC authorized local dealer for technical factory support. Technicians must be trained and capable of accomplishing all assigned work to include: inspection, maintenance, installation and repair of JBER’s ALC System components. Training certification shall be available upon request from the COR and/or incorporated with the contract file at the pre- performance meeting.

4.3. Quality Control Plan. The contractor shall develop and maintain a quality control program to ensure the systems are properly maintained in accordance with the PWS, appropriate standards, product literature, utility code and commercial practices. The contractor shall develop and implement procedures to identify and prevent defective services from reoccurring. As a minimum, the contractor shall develop quality control procedures that address the areas identified in Section II, Services Summary. The Quality Control Plan shall also include, including all the deliverables requirements outlined in Section I paragraph 1.1.9. The contractor shall provide a Quality Control Plan (QCP) to the contracting officer for acceptance no later than the pre-performance meeting. The contracting officer shall notify the contractor of acceptance or required modifications to the plan. The contractor shall make appropriate modifications, if necessary.

4.4. Quality Assurance. The government shall evaluate the contractor’s performance in accordance with the Services Summary. The government representative shall evaluate the contractor’s performance through receipt of customer complaints from facility managers, COR complaints and periodic inspections.

4.5. Security. The contractor personnel on JBER shall be limited to their work area when in the field. The facility manager for the individual buildings shall support access or escorted entry. At the end of each work period, facilities shall be secured. The contractor shall immediately notify the COR when damage to government property, such as accidental abuse or misuse is discovered. The contractor shall annotate the damage on the inspection report.

4.5.1. National Agency Check Investigation (NACI). The Contractor shall have current favorable National Agency Check investigations for its employees, from the Government, by contract start date and throughout the life of contract. These investigations shall be submitted by the Government at no additional cost to the service provider.

4.5.2. Common Access Card (CAC).The Government will provide a CAC for all employees who require access to DoD computer networks and systems or perform work on JBER regularly which requires the use of a CAC for installation entry control.

(1) Issuance. The Contractors shall use the following procedures to obtain CACs.

(a) The Contractor shall apply for a Common Access Card (CAC) through the DoD

Contractor Verification System (CVS) at https://www.dmdc.osd.mil/appj/cvs/index.jsp for all employees.

(b) Once approved in the CVS system, contractor personnel will proceed to the nearest CAC issuance workstation (usually the local Military Personnel Flight) (MPF) and provide the appropriate documentation to support their identification and/or citizenship. The CAC issuance workstation will then issue the CAC.

(2) Turn-In of Cards. The Contractor shall return CACs within seven (7) working days for Contractor personnel who no longer require logical or physical access, who have expired cards.

(3) Lost or Stolen Cards. The Contractor shall report lost or stolen CACs immediately to the COR and CO.

(4) Penalty. Failure to comply with these requirements may result in withholding of final payment.

4.5.3. Insurance. The contractor shall obtain the necessary insurance as required by FAR part

28.3. The minimum amounts of insurance will be maintained IAW FAR 28.307-2.

4.6. Hours of Operation. All work shall be performed in a manner to create minimum disturbance or inconvenience to the use of the facility. Work hours are between 7:30 A.M. and 4:30 P.M., Monday through Friday.

4.7. Safety and Health Standards. The contractor shall initiate and maintain programs to comply with the provisions of OSHA and AFOSH.

4.8. Vehicles. Contractor vehicles shall be maintained in a clean and serviceable condition. Any collision or rust damage shall be repaired within 30 calendar days of the occurrence. The contractor shall operate vehicles to comply with base traffic regulations. Government provided parking space should not be used for overnight parking of privately owned vehicles, trailers, snowmobiles, all-terrain vehicles or other conveyances. All vehicles shall be in operable condition and meet all local, state, and federal safety requirements. Each vehicle shall have contractor name neatly exhibited on each side of the cab.

4.9. Changes. During the period of this contract, all ALCS installed equipment shall become property of the government. The government then reserves the right to remove from and/or return to service for any or all Energy Management Control Systems facility equipment. When removed from the facility, the contractor shall not be responsible for maintenance. When additional facilities added to the JBER ALCS exceed 10 percent of the current workload data sheet, the contractor shall be able to request a contract modification to compensate for the increased work. This is defined under the Scheduled Maintenance section of the Performance Objective; outlined in Section II, subpart 2.3 of the Service Summary. Any changes to this contract shall be under a modification.

4.10. Performance of Services During Crisis Declared By The National Command Authority Or Overseas Combatant Commander. The contractor shall continue to perform all listed services unless otherwise directed by the contracting officer at which time the government will accept responsibility for the services or stop all services.

4.11. Manpower Reporting. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the CMRA help desk.
