Pre-Bid Meeting FA5000-15-B-0001-0002, Packing and Crating Services
Questions and Answers 31 Oct 2014
Question #1: “If two or more offerors submit the same price for an item in a scheduled area, but one offeror exceeds the minimum capability more than others, will the bidder with the highest capacity be favored?”
Answer: No
1) When using sealed bidding, price is the only consideration when awarding a contract. Offerors must meet the minimum capability in each scheduled area in order qualify. FAR– 14.101 – Elements of Sealed Bidding, Section (e) states:
(e) Contract award. After bids are publicly opened, an award will be made with reasonable promptness to that responsible bidder whose bid, conforming to the invitation for bids will be most advantageous to the Government, considering only price and the price-related factors included in the invitation.
2) FAR Part 14.408-6 Equal Low Bids, Sections (a) and (b) state:
(a) Contracts shall be awarded in the following order of priority when two or more low bids are equal in all respects:
(1) Small business concerns that are also labor surplus area concerns.
(2) Other small business concerns.
(3) Other business concerns.
(b) If two or more bidders still remain equally eligible after application of paragraph (a) of this section, award shall be made by a drawing by lot limited to those bidders. If time permits, the bidders involved shall be given an opportunity to attend the drawing. The drawing shall be witnessed by at least three persons, and the contract file shall contain the names and addresses of the witnesses and the person supervising the drawing.
3) When evaluating bids for multiple awards, Subpart 52.214-22 – Evaluation of Bids for Multiple Awards, states:
“Bids will be evaluated on the basis of advantages and disadvantages to the Government that might result from making more than one award (multiple awards). It is assumed, for the purpose of evaluating bids, that $500 would be the administrative cost to the Government for issuing and administering each contract awarded under this solicitation, and individual awards will be for the items or combinations of items that result in the lowest aggregate cost to the Government, including the assumed administrative costs.”
Question #2: “What is NCWT?”
Answer: NWCT is an acronym for Net Hundredweight, which is a freight unit of weight measurement. The “NCWT” unit price is the cost of the unit per each 100 lbs. being shipped.

Question #3: “Should bids be rounded?”
Answer: Not required, but recommended for more efficient invoicing purposes.
Offerors are encouraged to record accurate costs. Per FAR Subpart 52.214-12 – Preparation of Bids, Section (c):
“(c) For each item offered, bidders shall
(1) show the unit price, including, unless otherwise specified, packaging, packing, and preservation and
(2) enter the extended price for the quantity of each item offered in the “Amount” column of the Schedule. “
