For
Catholic Musician 11:30 a.m. Services
Joint Base Elmendorf-Richardson, Alaska Chapel Music Effort

Section 1:
DESCRIPTION OF POSITION
1. 1 Contract Position Title. Catholic Mass Service Musician for 11:30 a.m. Services (Sunday)
1.2 General Scope of Responsibilities. Serves as musical accompaniment for regularly scheduled and Holy Day/Special Catholic Mass Services. Play musical instrument suitable for the designated Worship Service or Ceremony including: accompany singing of hymns, choruses, and spiritual songs; perform preludes; postlude; offertory; and background for meditation and prayers and rehearse new music with the congregation prior to mass. Communicates with chaplains, music director/worship leaders and other musicians conducting the service.
1.2.1 Specific Responsibilities.
1.2.1.1 Contractor shall provide appropriate quality musical support as musician for The Roman Catholic Mass, a worship service using Today’s Missal Order of Mass and Music Issue (Oregon Catholic Press), the new 3rd Edition Roman Missal which follows a three year Liturgical calendar.
1.2.1.2 Accompany Choir Rehearsal. The contractor play musical instrument as accompaniment for choir and/or worship team rehearsals as required. Rehearsals must be held prior to performance. Rehearsal times will vary depending for each worship service/participants schedules.
1.2.1.3 Coordinate with the worship leader/Music Director and adjust tempo and style of choir accompaniment to enhance the congregation's ability to participate in worship.
1.2.1.4 Contractor/subcontractors shall be ready to perform no later than 20 minutes prior to the designated starting time of any service, and 30 minutes prior to a special service. The musician shall not leave until the service has ended.
1.2.1.5 Contractor/subcontractors shall ensure that all equipment is removed and stored in its original location from the sanctuary at the end of the service.
1.2.1.6 Contractor shall ensure that contract musicians providing services conduct themselves in a professional manner.
1.2.1.7 Contractor/subcontractors providing music services shall present a neat and well-groomed appearance appropriate to the conditions under which the services are being conducted. Civilian attire shall be in good taste and of a semi-formal nature for a worship service and casual (no jeans or T shirts) for other special events. Footwear must be worn at all times.
1.2.1.8 No contract musician reporting for duty who appears recently to have consumed alcohol or taken illegal drugs shall be allowed to perform.
1.2.1.9 Contractor shall avoid representing or allowing themselves to be represented as chapel staff or government employees. Contractor will not attend any staff meetings.
1.2.1.10 Notify the Senior Catholic Chaplain or designee concerning any maintenance problems or requests concerning the instrument(s) of the chapel facility.
1.2.2 Additional Contractor Responsibilities.
1.2.2.1 If contractor provides a substitution, the individual must meet minimum requirements below:
1.2.2.1.1 Contractor shall ensure any substitutions of personnel have met the education and/or experience qualifications of replaced individual.
1.2.2.1.2 A résumé of all substitutions will be submitted to contracting office and kept within contracting file.
1.2.2.1.3 All substitutions are subject to a background check per section 2 of the statement of work.
Any cancellations on behalf of contractor that are not fulfilled with a qualified individual will not be compensated. All substitutions must be approved in writing by the contracting officer (five) 5 business days before event.
1.2.2.1.4 Permanent changing of personnel will result in replacement personnel meeting the complete qualifications of the statement of work which includes the interview process. All permanent changes to personnel must be approved in writing by the contracting officer 30 calendar days before start date of new personnel.
1.2.2.2 Ability to administer both the documentation of services performed and the timely rendering of payment for subcontractor services (if used) is required.
1.2.2.2.1 Payment for funerals, memorials and other observances shall based on the “Special” Service/Special Rehearsal rate as defined in the contract.
Section 2:
QUALIFICATIONS
2.1 Minimum Qualifications.
2.1.1 Professional qualifications include a bachelor’s degree in music performance or special education in the field of music in an accredited institution with a concentration in music performance (preferred). A minimum of three years’ experience accompanying a choir in a Church setting and/or equivalent experience, using the full range of liturgical music, and ability to work in a military chapel setting.
2.1.2 The contractor shall have the ability to play an instrument suitable for religious worship and work harmoniously with volunteer choir members, adults as well as youth/children and other chapel personnel. The
2.1.3 A résumé shall be included with bid submissions and an interview/demonstration of qualifications may be required.
2.2 Interview Requirements.
2.2.1 Interviews will be conducted after request for quote closure date. Interviews will be conducted by the Senior Catholic Chaplain and/or members of the JBER Chapel to evaluate interview performance. A contracting officer or specialist will be present throughout all interviews.
2.2.2 Interviews will consist of reading sheet music and a musical demonstration. Music and instrument for demonstration will be provided by the chapel.
2.2.3 Contractors may bring an additional musical selection to play for the interview, however this is not required, nor will it be a basis of evaluation.
2.3 Mandatory Background Check.
2.3.1 In accordance with Dept. of Defense Instruction (DODI) 1402.5/para E6.10.6, each individual working with children under the age of 18 in conjunction with this contract must successfully complete a federally mandated criminal history background check, FBI, SCHR, and IRC (conducted by the Base Chapel). Contractor/subcontractor failure to satisfactorily complete the criminal history background check shall result in termination of the contract. Note: This requirement must be met only in the event that you work with any child under age 18 who is not accompanied by a parent or legal guardian.
Section 3:
SERVICES SUMMARY
3.1 Contractor shall plan on providing the services of one accompanist/instrumentalist for each of the regularly scheduled worship services.
3.2 All worship services are held in the location(s) indicated below and are subject to relocation.
Contractor will normally be notified several days in advance of a projected move. All services are performed on Joint Base Elmendorf - Richardson.

Contractors will be fully compensated for any attendance of scheduled events that are cancelled based off contracted amount.
Section 4:
GENERAL CHAPEL/BASE INFORMATION
4. 1 Chapel Specific Terms for Government Requirement.
4.1.1 Choir Rehearsal: Choir rehearsals should be held at times other than in conjunction with a performance. Normally, choir rehearsals are held in the evenings during the week, but may be scheduled at other times to enhance rehearsal attendance. Rehearsals should be cancelled during “off” seasons or when the choir is less than three persons (not counting the Accompanist and
Director). Rehearsals are no less than 30 minutes in duration. Average rehearsal length is 60 minutes.
4.1.2 Performance: Performances are held at the scheduled worship service time. A normal worship service is 1 hour in duration. On special religious holidays, worship service may run longer, but not normally longer than 90 minutes. All performances shall include approximately a 15-minute warm-up period prior to the service start time. Location of warm-up may vary depending on facility availability.
4.1.3 Special Service/Rehearsal: Special services include funerals, memorials service, religious holydays, and additional rehearsals (with coordination/approval of Catholic Chaplain and person in charge of facility reservations) that occasionally are required for religious Holy days.
4.1.3.1 Given the difficult situation presented by the short notice of funerals and memorials, the contractor is strongly encouraged to have a list of potential subcontractors who may perform.
Under normal circumstances, not less than 2 days notice will be provided for special services.
4.1.3.2 Music Coordinator services for weddings are not included in this contract. Wedding parties are responsible for the cost of any wedding music provided by the Contractor or subcontracted musician.
4.1.3.3 Special services shall be billed at the same rate as other performances.
4.1.4 Unit: One “unit” is equal to one performance, one rehearsal, or one special service.
4.1.5 Days: Services will be required on various days and times, including Sundays, Holy Days, and other days as required.
4.2. Base/Facility Information.
4.2.1. Equipment: The government will provide all necessary equipment, supplies and materials to include equipment mutually agreed to fulfill the requirements of this contract (i.e. music and musical instruments).
4.2.2 Service/Utilities. All reasonable quantities of utilities shall be made available to the contractor without cost.
4.2.3 Physical Security: The contractor shall be responsible for safeguarding all government property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured, and utilities turned off or set for conservation.
4.2.4 Key Control: The contractor shall establish and implement methods of making sure all keys issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The contractor shall not duplicate any keys issued by the government.
4.2.5 Base Passes: The contractor will be required to comply with all security and safety clearances that are enforced at Joint Base Elmendorf-Richardson
