QUESTION
SME answer:
Reference 5 May 14 response to Question 25, regarding source of armor rock for seawall maintenance at Cape Lisburne site. Will the Government stipulate that the "quany near the site"has sufficient quantity of suitable rocks, that are capable of safe extraction , to provide for 10-12 years of proper maintenance of the seawall that protects the runway ? If not, then please describe the expected alternative source of this material , or the Government's plans for any alternative to the present seawal1.
The contractor will obtain the rock they need from the quarry at Cape Lisburne. A crusher will be needed to obtain the correct type of gravel for the runway and roads. The contractor will also be responsible for mining armor rock for the sea wall from the existing quarry. The US Army Corp of Engineers and a mining geologist will be on site this summer to survey the quarry. Any rock not available via the quarry, will be provided by the government.
Will the Government confirm that any clauses that are prescribed by FAR or its supplements to be used in other than Firm Fixed Price contracts will not be applicable to the awarded contract?

The description of the right-of-way is listed in BLM Land Notation 44LD513, #F012158. The right-of way is 14,363.38 feet long x 60 feet wide. It starts just south of the state runway and ends where it joins the site property boundary. The road continues through the site to the beach.
What is the agreement between the US Air Force and the municipality in regards to the maintenance & snow plowing of the road since there is heavy usage of the road for access to the wind turbine farm and landfill by local residences and businesses?
At this time there is no agreement with any other agencies for road maintenance or snow removal. The road right-of-way and the the site road is the responsibility of the Air Force and the O&M Contractors requirements to maintain IAW the PWS and is firm-fixed price.

Sites not serviced by AMC channel flights may utilize TMO but food shipments will be funded at Contractor expense.
