SECTION 01010
TECHNICAL PROVISIONS (080304)
PART 1 - GENERAL - This project is a Requirements Contract. There is no specific work attached to this document. This document establishes line item cost data from which to build future projects for award to the successful bidder for construction.
1. PROJECT LOCATION: All work under this project will be performed on Elmendorf AFB. Work in limited access areas will be stipulated in the Delivery Order (DO).
2. NOTIFICATION OF WORK START: The Contractor shall provide 10 working days advance notice in writing to the Contracting Officer in Building 10480, Elmendorf AFB prior to beginning any work under the scope of this project. The Contractor shall notify all affected organizations such as Fire Department, Security, and building occupants of the proposed work schedule. The contractor shall then re-notify building occupants at 7-days and 3-days prior to work affecting individual units.
2.1 Coordinate with appropriate utility locating agencies, including base communications cable maintenance (Item 1 through 18) of 3rd Wing Form 3 (Base Civil Engineer Work Clearance Request). Form 3 will be provided to the contractor during the pre-construction meeting. Contractor shall complete and follow all instructions on Form 3 before start of work in accordance with Wing Instructions (3 WGI 32-1007) “Safeguarding Utilities from Damage”. A copy of the Wing Instructions will be available to the contractor during the pre-construction meeting.
2.1.1 The contractor shall fully coordinate and schedule any building utility shutdowns that may be required with the appropriate shops and facility occupants upon award of a DO. A 10 day advance notice is needed to give the appropriate shops sufficient time to prepare the respective facility for utility service shut off and to notify base or other contractor personnel of utility outages prior to a scheduled outage.
2.1.2 Contractor shall maintain all utility locates in the field once they are initially marked by each utility agency. If the markings are damaged the contractor shall request new locates and shall give the locating agency 48 hours to perform the new locates. Expenses for time and materials to perform repeat locates shall be borne by the contractor, unless otherwise approved by the approving officer. Cost to do the repeat locates will be deducted from the final invoice. Cost will be calculated using the average shop rate of $35.00 per man-hour. In cases where utilities were marked late in the year and operations had to be shut down for winter, marked utilities will still have to be maintained by the contractor by placing stakes or transcribing the marks on a drawing. When construction resumes, contractor shall re-mark the site and may request verification of utility locations at no cost to him (Off Base utility locate agencies might request additional cost for repeat locates).
2.1.3 Clearance request is not valid unless signed by the approving officer. Approving officer will not sign until all locates are marked and all utility locating agencies’ signatures are on the form. Excavation work shall commence within 30 days after the approving officer’s signature, otherwise clearance request is invalid and a new request is required. Notify Contracting Officer immediately if new utilities were installed by others and not marked after all initial locates are made.
2.1.4 Any work conducted off Elmendorf AFB property requires the coordination of affected Base agencies. Any off Base work clearance forms shall also be submitted to the Contracting Officer.
2.1.5 The contractor is considered a “construction agency” for compliance with the provisions of WI 32-1007.
3. WORK SCHEDULE:
3.1 Work Hours: Work hours on this project shall be limited to Monday through Friday inclusive, between 0745 hours through 1645 hours, excluding federal holidays, unless approved otherwise in writing by the Contracting Officer. Should the Contractor desire to work other than these hours, Contractor must request approval of deviation in writing at least 72 work hours prior to the period of the intended deviation. The Contractor shall not accomplish the deviation in work hours unless permitted to do so in writing by the Contracting Officer.
4. FIRE AND SAFETY REGULATIONS: The Contractor shall comply with all national, state, local and Air Force fire and safety regulations and the Manual of Uniform Traffic Control Devices. A copy of Air Force and Elmendorf AFB fire safety regulations can be reviewed at the Contract Management Office, Base Civil Engineer, Building 6326.
4.1 Prior to using any open flame devices, welding equipment or other similar operations, contractor and subcontractor personnel performing this type of work shall be certified to issue AF Form 592, USAF Welding, Cutting and Brazing permit. Certification training is provided by appointment on Thursdays at 0800 and can be scheduled by contacting Technical Services at 552-2620/3267. If permits are required for hot work prior to attendance in the certification class by contractor personnel, permits may be obtained through Construction Management. Compliance with the requirements set forth in NFPA Standard 241, Building Construction and Demolition Operations, is mandatory.
4.2 Training of Contractor Employees: Contractor shall ensure that all Contractor employees, including the employees of subcontractors receive an initial fire reporting procedures briefing prior to beginning any work under the scope of this project. The Contractor’s designated safety representative shall conduct this briefing. As new employees of the Contractor and subcontractor are added during completion of this project, the Contractor shall submit a written record of all of his/her employees and subcontractor employees receiving this briefing.
4.3 Contractor Fire Prevention Responsibility:
4.3.1 It is the inherent responsibility of the Contractor to practice good fire prevention measures while working on Elmendorf Air Force Base.
4.3.1.1 When work is accomplished in/on structures, contract personnel will confine smoking to established/designated smoking area(s).
4.3.1.2 Flammable paints, oil, varnishes, etc., must be stored within structures in a metal storage cabinet. When stored in an outside storage, it must be in a controlled area. Flammable being used outside of these areas are limited to a one-day supply.
4.3.1.3 Temporary wiring must be in compliance with Article 305 of the National Electric Code.
4.3.1.4 The Contractor will be responsible for notifying the Base Fire Department and 3 CES Alarm Shop prior to any alarm or sprinkler system shut downs at least 48 hours in advance.
4.3.1.5 Welding, cutting or brazing will only be done after a valid AF Form 592 has been issued by an individual certified by the Base Fire Protection Flight to issue welding permits.
4.3.1.6 Fire extinguishers required during construction will be supplied by the contractor.
4.3.2 Questions concerning fire prevention can be referred to the Technical Services Section at extension 552-2620/3267.
5. RECORD DRAWINGS: NOT USED. SEE SECTION 01720.
6. SAMPLING AND TESTING: Unless otherwise stated herein, or designated otherwise in writing by the Contracting Officer, all required sampling and testing shall be by the Contractor at his own expense. All tests shall be performed using specified testing procedures, or if no procedure is specified, the standard testing procedure used by the ASTM will be used. The Contractor shall notify the Contracting Officer when such testing will be performed so that the test may be observed by the Contracting Officer and/or his or her designated representatives. In addition to the specified testing requirements herein, the Government may perform additional verification testing at its own expense. All necessary samples and/or work associated with such samples for such testing shall be provided by the Contractor at no additional cost to the Government. Repairs required to the work to correct the evidence of such Governmental testing shall be replaced at the Contractor's expense within 24 hours unless otherwise directed in writing by the Contracting Officer.
7. UTILITIES: Reasonable amounts of water, electricity and other available utilities will be furnished to the Contractor at no cost to the Contractor. The Contractor shall exercise strict conservation practices in the use of these utilities. Should the Contractor be found to be not using utility conservation practices by the inspector, then the cost of this utility use will be passed along to the Contractor for the remaining performance period of the Contract. Telephone services for Contractor use can be secured at the Elmendorf AFB Anchorage Telephone Utility Office, Building 10492, Elmendorf AFB, with the cost of the telephone service borne by the Contractor. The cost of all utility connections shall be borne by the contractor
8. UTILITY OUTAGES:
8.1 Scheduled: Request for all outages and interruption of electricity or other utility services shall be made in writing to the Contracting Office at least 7 working days (excluding holidays and weekends) prior to the desired period of outage. All outages are subject to approval, in writing, by the Contracting Officer and will be allowed only at the convenience of the Government. This notification shall be made prior to the utility outage and in sufficient time to give the utility personnel ample opportunity to arrange and schedule discontinuance of utility services. The Contractor shall hold all outages to a minimum number of shortest possible duration. Request for utility outages in military family housing areas will receive close scrutiny. For isolated valve replacement, steam shut off shall be between 0900 and 1600, and for complete steam and condensate line replacement, temporary steam service shall be provided. The contractor shall submit a plan detailing how steam service will be provided during the outage for approval. The contractor shall provide written notification to the building occupants providing ample time for occupants to prepare for the steam outage. The contractor shall provide all equipment necessary for continuous steam service throughout the duration of construction
8.2 Unscheduled: Reimburse the US Government for man-hours, materials, and circuit cost when damage to or interruption of service on any cable occurs through negligence of the excavator/constructor, including any failure to obtain proper coordination of Wing Form 3 prior to commencement of construction or excavation in accordance with paragraph 2 of this section.
9. CLEARANCE WORK REQUEST:
9.1 Permit: Before any excavation, alteration or other construction work is begun, the Contractor shall obtain and fully process the 3rd Wing Form 3, Base Civil Engineer Work Clearance Request. The form requires extensive coordination with several base agencies, including furnishing all locations, detailed information and sketches regarding any proposed excavation(s). Processing a separate request for each planned excavation is required; each phase of processing the form and its attachments shall be completed at least 5 working days prior to commencing work involving that phase. Contractor shall expect two weeks to process this form, and, during military exercises, it could take longer. This form can be obtained from the Construction Management Office, Base Civil Engineering, Elmendorf AFB, Building 6326; it shall be prominently displayed on the job site at all times for review by the Contracting Officer and/or his or her designated representative. A copy of the signed form shall be submitted to the Contracting Officer.
9.2 Protection of Existing Utilities: The Contractor shall safeguard and protect from damage all utilities and cables encountered or uncovered during digging, excavation, and backfilling in accordance with WI 32-1007 (Safeguarding Utilities From Damage). Any damaged utilities caused by contractor’s negligence shall be repaired immediately at no additional cost to the government.
9.2.1 Communications Cables: Complete all excavations in red area(s), by hand rather than machine methods, or expose cables by hand-digging prior to completing excavation by machine.
9.2.1.1 Contractor shall restore damaged cable(s) and circuits to original condition and full operation if any damage does occur. Notification of damage shall be made immediately to the Base Telephone Trouble desk, 552-4647, and to the Contracting Officer. Restoration efforts shall commence within 1 hour. Failure to commence restoration within the required time limit, or to make continuous progress toward restoration, or to complete acceptable restoration within a 4-hour time limit or an alternate time limit negotiated with and established by the Contracting Officer, shall result in suspension of all other contract work until acceptable restoration is completed and approved by the Contracting Officer.
9.2.1.2 In cases where a cable is damaged for reasons noted above, the Contractor shall, if lacking the qualified trades in his organization, employ as necessary such qualified trades or employ another Contractor having such trades to restore the cable and circuits to original condition and full operation at no expense to the Government.
9.2.1.3 The Government reserves the right to protect a damaged cable from further damage or deterioration and the right to restore priority circuits; these actions shall not relieve the Contractor of his full responsibility for restoration.
10. MONUMENT RESTORATION: Carefully maintain all benchmarks, monuments, and other survey reference points. If it is necessary to disturb or destroy a benchmark, monument, or other survey reference point, notify the 3rd Civil Engineer Squadron / Engineering Technician Unit at 552-2765 / 5661 before proceeding. Any benchmark, monument, or other survey reference point already disturbed or destroyed requires immediate notification by the contractor to the Engineering Technician Unit. All disturbed or destroyed bench marks, monuments, and other survey reference points shall be restored to their original location as nearly as possible, or as otherwise directed by the Contracting Officer. The specific location shall be tied to monuments using Elmendorf local grid coordinates. When a benchmark, monument, and other survey reference point is restored, the record of the survey shall indicate the deviation from the original location. Field notes shall be recorded in hard-bound field books, which shall become the property of the government.
11. WARRANTY STICKERS: Not Used.
12. CONTRACTOR'S USE OF PREMISES: This project will be constructed within and utilizing facilities, some parts of which may continue to be in use and occupied during the construction. The Contractor shall coordinate all work to minimize inconvenience to facility occupants and to airfield operations.
12.1 The Contractor shall be responsible for moving equipment required for access to complete the work.
12.2 The Contractor shall take efforts to hold dust and noise to a minimum. Contractor shall comply with Base quiet hours (2200 to 0600).
12.3 The Contractor shall not use traffic ways for storage areas unless granted permission to do so in writing by the Contracting Officer. At no time shall the Contractor block hallways, traffic ways or other access areas.
13. ACCESS TO CONSTRUCTION SITE: Contracting Officer will designate access routes to the site and certain portions of existing parking areas, for use by Contractor and his work force.
13.1 Contractor will be responsible to maintain, repair and restore existing parking areas which are used by him and his work force to the original conditions existing immediately prior to his commencement of work.
13.2 Contractor and employee parking shall be restricted to those areas so designated.
13.3 The Security Police will enforce traffic regulations, parking area assignments and security and the Contractor shall cooperate and coordinate to the fullest extent.
13.4 Contractor shall provide to the Contracting Officer, security police, and entry control personnel, 72 work hours advance notice for each entry into restricted areas. Delays due to lack of immediately available military escort for Contractor personnel entering these areas shall be at the Contractor's expense.
13.5 Free Zones may be established for the contractor to accommodate his work. Approval process for free zones within restricted areas may take more than 72 hours. The contractor must meet the following requirements:
13.5.1 Contractor shall contact 3SFS/SPOS at 552-5121 to initially establish the free zone and provide assistance as necessary. In addition, a sample free zone sign and sufficient restricted area signs will be provided.
13.5.2 Contractor shall be responsible for erecting and maintaining all the free zone boundaries. (Temporary barriers may consist of rope wire or fence.) Free zones and restricted area signs will be posted around the boundary on all avenues of approach at 100-foot intervals.
13.5.3 Contractors must adhere to prescribed travel routes and use only the authorized entry control points designated on the map.
13.5.4 When changes occur, the contractor shall provide an updated list of names, vehicle license numbers and working hours of personnel involved in the project to 3 SPS/SPOS.
13.5.5 The contractor shall close the free zone and secure the restricted area after normal work hours. The contractor must contact the free zone monitor, 552-1817, at the end of each workday who will in turn notify the CSC, 552-3105. CSC will dispatch a patrol to remove free zone signs and purge the area with the contractor and the free zone monitor.
13.5.6 Contractor shall coordinate all changes to the free zone before they take place with 3 SPS/SPOS, 552-5121.
14. CONTRACTOR'S STORAGE AREA: The Government will provide an outside area reasonably close to the work area for Contractor's storage. The Contractor shall be required to maintain this area to the satisfaction of the Government. The Contractor shall erect an approved temporary fence around this storage area providing concealment. Wire fabric type fence shall be provided with slats. The Government in no way will be responsible for the security of any items stored in this area. Contractor will return the area in the same condition as when he received it.
15. BARRICADES:
15.1 Construct and maintain barricades as required by the Safety Officer and OSHA sufficient to prevent injury to persons and damage to property.
15.2 Cover unattended trenches and holes.
15.3 Provide and maintain warning lights and signs as necessary to prevent damage or injury. Keep warning lights burning from dusk to dawn.
16. COLD WEATHER OPERATIONS: If any part of this project is pursued during periods of cold or inclement weather, the Contractor shall take all appropriate precautions to protect facilities and work involved in the project scope from damage by cold/or inclement weather. The Contractor shall be responsible for snow removal around project site and thoroughfares to allow passage of traffic.
17. SUBMITTALS: A list of minimum submittals is provided in each section. Government review time for submittals will normally be 15 calendar days. Submittals with complicated mechanical or electrical items or submittals with a large number of items will require 23 calendar days review time.
17.1 All items such as carpet, resilient flooring, paint, etc., which require the selection of a color as well as verification of performance, shall be submitted inclusive in one submittal package so that a coordinated color scheme may be maintained.
17.2 Rejection of submittals for technical violations of the specifications will not be grounds for an extension of the performance period. If re-submittals are required, all parts of the original submittal package will be resubmitted together with changes so that coordination may be maintained.
17.3 All submittals will be submitted in 3-ring binders or folders with clearly marked tabs separating each item. Submittals will be consolidated by type (i.e. mechanical, electrical) and all submittals for each specification section will be submitted at the same time.
17.4 Any certificates required for demonstrating proof of compliance of materials with specification requirements shall be executed in 4 copies. Each certificate shall be signed by an official authorized to certify on behalf of the manufacturing company and shall contain the name and address of the Contractor, the project name and location, and the quantity and date or dates of shipment or delivery to which the certificates apply. Copies of laboratory test reports submitted with certificates shall contain the name and address of the testing laboratory and the date or dates of the test to which the report applies. Certification shall not be construed as relieving the Contractor from furnishing satisfactory material, if, after tests are performed on selected samples, the material is found not to meet the specific requirements.
17.5 Approval of Materials and Equipment will be based on the manufacturer's published data.
17.6 Approval of substitute materials will not relieve the contractor of the responsibility for any changes in his own work or in the work of other trades caused by the substitution.
17.7 Shop drawings shall be submitted for equipment not completely identifiable by information submitted in the materials and equipment lists, in accordance with requirements contained in GENERAL REQUIREMENTS SECTION 01010, and will be submitted for items as required in each section.
17.8 Underwriters Laboratories Inc. (UL) Publications: The label or listing of the Underwriters Laboratories Inc., will be accepted as evidence that the materials or equipment conform to the applicable standards of that agency. In lieu of this label or listing, the Contractor shall submit a statement from a nationally recognized, adequately equipped testing agency indicating that the items have been tested in accordance with required procedures and that the materials and equipment comply with all contract requirements.
17.9 Non-Underwriters Laboratories Inc. (UL) Publications: For other than equipment and materials specified to conform to UL publications, a manufacturer's statement indicating complete compliance with the applicable Federal Specification, Military Specification, or standard of the American Society of Testing and Materials, National Electrical Manufacturers, or other commercial standard, will be considered for approval upon submittal.
18. CODES:
18.1 References to standards, codes, specifications, recommendations and regulations refer to the latest edition or printing issued prior to the bid opening date.
18.2 These Construction Documents, and the joint and several phases of construction hereby contemplated are to be governed, at all times, by applicable provisions of the Federal Law(s), including but not limited to, the latest amendments of the following:
18.2.1 Williams-Steiger Occupational Safety and Health Act of 1970, Public Law 91-596.
18.2.1.1 By agreement between the US Department of Labor, Occupational Safety and Health Administration (OSHA) and State Department of Labor, Division of Occupational Safety and Health (DOSH), applicable OSHA regulations as amended by the State of Alaska are enforced for Contractors and Contractor personnel only by DOSH. At no time will the level of protection afforded the worker be less than the strictest of either the Federal or State regulations.
18.2.1.2 Code of Federal Regulations, Title 29, Parts 1910 (Occupational Safety and Health Standards) and 1926 (Safety and Health Regulations for Construction).
18.2.2 Federal Standard 313B, as it pertains to the procurement, identification, marking and control of potentially toxic or hazardous materials, and to the reporting of information concerning these materials.
18.2.3 Uniform building, mechanical and plumbing codes.
18.2.4 National Electric code.
1.8.2.5 NFPA 101, Life Safety Code.
18.3 Applicable portions of standards listed in the Specifications that are not in conflict with Contract Documents or with the Federal Acquisition Regulations (FAR).
18.4 Any and all Air Force, Pacific Air Forces, 3rd Wing or Elmendorf Base Regulations as pertain to construction, safety, fire, health and associated activities are hereby made part of this Specification.
18.5 Modifications or exceptions to standards shall be considered as amendments, and unmodified portions shall remain in full effect.
19. TECHNICAL SPECIFICATIONS:
19.1 The Specifications have been partially "stream-lined" and some words and phrases have been intentionally omitted. Missing portions shall be supplied by inference. Contact Contracting Officer for clarification.
19.2 The words "approved", "inspected", "directed", "selected", and similar words and phrases shall be presumed to be followed by "by Contracting Officer". The words "satisfactory", "submitted", "reported", and similar words or phrases shall be presumed to be followed by "to Contracting Officer".
19.3 Words like "install", "provide", "furnish", and "supply" shall be construed to include complete furnishing and installing or constructing unless modified by additional information.
19.4 Instructions, directions and requirements as specified shall be considered to be followed by the phrase "unless otherwise specified or indicated".
20. GOVERNMENT FURNISHED PROPERTY: NONE
21. SALVAGE:
21.1 Equipment and materials indicated in the specifications or directed in the field for reuse shall include cleaning, conditioning and installing materials.
21.2 Any excess equipment and materials selected to remain the property of the Government shall be removed by the Contractor, palletized and delivered to the Property Disposal Officer Bldg 12737
22. DISPOSAL OF DEBRIS:
22.1 Solid Wastes: Contractors will be required to dispose of all solid wastes, including asbestos and asbestos-containing materials generated by Base projects at the state permitted Hiland Waste Disposal Facility located near Hiland Road and the Glenn Highway.
22.1.1 Waste hauling from Elmendorf AFB to Off-base disposal locations shall meet or exceed all requirements and restrictions levied by the State of Alaska and the Municipality of Anchorage, including:
22.1.1.1 Meeting of any weight restrictions for any public roadways utilized.
22.1.1.2 Covering and securing all loads of waste other than earth materials to ensure that no materials are lost from each load during transit.
22.1.1.3 Prevention of overloading with earth materials such that load contents are prevented from escaping during transit.
22.1.1 All asphalt and concrete removed from this project shall be disposed of in an off base State permitted landfill facility.
22.2 Liquid Wastes:
22.2.1 Runoff and residues generated from any process including water-washing processes shall not be directly wasted to the sanitary sewer or to the storm drain system. They shall be collected, sampled and disposed of based on the results of the analysis of samples, in compliance with EPA requirements and this specification.
23. HEALTH HAZARDS:
23.1 Health Hazards: The Contractor shall comply with the following sections of this specification regarding the following recognized health hazards: Asbestos Containing Materials - Sections 01120 and 01125; Lead-Base Paint and PCB Contaminated Oils - Section 01120 and 01126.
23.2 Confined Spaces: The Contractor shall comply with Section 01130 of this specification for protection of personnel entering confined spaces.
24. ENVIRONMENTAL PROTECTION/HAZARDOUS MATERIALS: The Contractor shall strictly comply with Section 01120 of this specification for protection of personnel, Government property, and the environment, and for hazardous material handling, use and disposal.
25. HAZARDOUS WASTE: The Contractor shall strictly comply with Section 01121 of this specification for hazardous waste accumulation and disposal.
26. GENERAL PROVISIONS:
26.1 INTENT: It is the intention of these Specifications to call for finished work, tested, and ready for operation. The bid schedule amount shall include removal of existing materials and equipment and providing new materials and equipment. Wherever the word "provide" is used, it shall mean "furnish and install complete and ready for use". All work necessary for the proper installation or operation not specifically called for or detailed shall be included in the work as part of this contract. All referenced codes, regulations, standards and specifications in all Sections of Division 15 shall be the latest edition and shall be used as part of this project and bid.
26.2 CODES, RULES, REGULATIONS, PERMITS AND FEES:
26.2.1 Secure and pay for permits, sales taxes, inspections and connection fees required by governing bodies. Deliver to Contracting Officer Certificates of Inspection before request for acceptance and final payment for the work.
26.2.2 All work shall comply with governing codes, ordinances and regulations of City, County, State and Federal authority having jurisdiction. Where local codes are not applicable, the work shall comply with National Electrical Code, Uniform Plumbing Code; Uniform Mechanical Code and Uniform Building Code. If two or more codes apply and are at variance, the more stringent shall apply. All work shall comply with all codes whether or not explicitly stated in the specifications and shall be reflected on the bid.
26.2.3 Notify the Contracting Officer of any observed conflicts between the Contract Documents and governing code. Contracting Officer will issue instructions as to procedures. If the Contractor performs any work knowing it to be contrary to governing code and without notice to the Contracting Officer, he shall assume full responsibility and shall bear all costs attributable thereto.
26.2.4 All material and equipment for the electrical portions of the mechanical system shall bear the approval label or shall be listed by the Underwriters' Laboratories, Inc.
26.3 COMPLETE PERFORMANCE OF WORK:
26.3.1 Work shall be executed in strict accordance with the best practice of the applicable trades in a thorough, substantial and workmanlike manner by competent workmen.
26.3.2 The Contractor shall provide a competent, experienced, full time Superintendent who is acceptable to the Contracting Officer and Government, and who is authorized to make decisions in behalf of the Contractor, and who shall be constantly in charge of the installation of the work, together with all skilled workmen, fitters, metal workers, and welders.
26.4 DRAWINGS: Any drawings that may be provided are diagrammatic and attempt to give reasonable indications of the locations of apparatus. These drawings are not intended to show each item of material or a complete detail of all work to be done, but are for the purpose of illustrating material sizes, minimum equipment performance and special conditions necessary for the experienced mechanic to take off his material and, in conjunction with jobsite measurements, lay out his work. Each location shall be determined by reference to the contract drawings or specifications and by actual measurements at the building, and in all cases shall be subject to the approval of the Contracting Officer. The Contracting Officer may make any reasonable changes in locations indicated, up to a measurement of 3'-0". These changes shall be made by the Contractor as directed by the Contracting Officer at no additional cost to the government, if such changes are ordered prior to performance of the affected work. Any architectural drawings and details provided shall be examined at the site for location of fixtures and equipment.
26.5 SPACE LIMITATIONS: Equipment shall be chosen which will properly fit into the physical spaces provided and indicated, allowing ample room for access, servicing, removal and replacement of parts, etc. Adequate space shall be allowed for clearance in accordance with the Code requirements and the requirements of the local inspection department. Physical dimensions and arrangements of equipment to be installed shall be subject to the Contracting Officer's review. However, since space requirements and equipment arrangement vary according to manufacturer, the responsibility for initial access and proper fit rests with the Contractor.
26.6 COORDINATION AND INTERFERENCE: The Contractor shall give full cooperation to other trades. Where the work of the Contractor will be installed in close proximity to or will interfere with work of other trades, he shall assist in working out space conditions to make a satisfactory adjustment. If required and/or directed by the Contracting Officer, the Contractor shall prepare composite working drawings and sections at a scale of 1/2"= 1'-0", clearly showing how his work is to be installed in relation to the work of other trades. If the Contractor installs his work before coordinating with other trades, or so as to cause any interference with work of other trades, he shall make the necessary changes in his work to correct the condition without additional cost to the Government.
26.7 SLEEVES, CUTTING AND PATCHING:
26.7.1 The Contractor shall be responsible for providing and the timely placing of sleeves for all piping passing through walls, partitions, beams, floors, and roof while same are under construction. A pipe sleeve shall be one size larger than the size of pipe it serves. If a pipe is insulated, its pipe sleeve shall be one size larger than the outside diameter of the insulation around the pipe. Sleeves set in concrete floor construction shall be 22 gauge galvanized steel except at pipe supports. Sleeves supporting pipes shall be Schedule 40 galvanized steel with three 6" long reinforcing rods welded at 120 degree spacing to the sleeve and shall be installed with the rods embedded in the concrete slab. Sleeves in floors shall extend four inches above the finished floor. All pipes passing through concrete or masonry walls shall have 18 gauge galvanized steel sleeves. If holes and/or sleeves are not properly installed and cutting and patching becomes necessary, it shall be done at no expense to the Government by parties approved by the Contracting Officer. The Contractor shall undertake no cutting or patching without first securing the Contracting Officer's written approval.
26.7.2 Where pipe passes through a sleeve, no point of the pipe or its insulation shall touch the sleeve. Caulk around such pipe with sufficient quantity of fire safing insulation to equal fire rating of construction and seal off opening between pipe and sleeve with non-hardening mastic.
26.8 ESCUTCHEONS: Provide heavy chrome-plated or nickel plated plates of approved pattern on pipe passing through walls and ceiling in finishing areas. Escutcheons shall be B & G No. 10 or equal chrome-plated steel plates with concealed hinges. Plate pattern shall be approved by the Contracting Officer.
26.9 EXCAVATION AND BACKFILL: The Contractor shall make all necessary excavations, cutting of paving, concrete, etc., and do all backfilling and paving repairs necessary for the proper execution of the Mechanical work.
26.10 PAINTING:
26.10.1 Painting, except as specified or indicated otherwise, shall be done under Division 09900. The Contractor shall cooperate with the Subcontractor for Division 09900 to determine size of equipment, sizes and lengths of pipes, etc., to be painted.
26.10.2 Machinery furnished by this Contractor shall be factory finished. If the factory finish is damaged during shipment, installation, etc., it shall be refinished subject to the Contracting Officer's approval.
26.11 MATERIALS:
26.11.1 Materials and equipment shall be new and of first-class quality. The commercially standard items of equipment and the specific names mentioned herein are intended to fix the standards of quality and performance necessary for the proper functioning of the Mechanical Work.
26.11.2 Since manufacturing methods vary, reasonable minor equipment variations are expected; however, performance and material requirements are minimum. The Contracting Officer retains the right to judge equality of equipment that deviates from the specifications.
26.12 EQUIPMENT PADS AND ANCHOR BOLTS:
26.12.1 Equipment pads shall be provided for all floor mounted equipment, for all equipment supported off the floor on legs, and for all pipe support stands. An equipment pad shall generally conform to the shape of the piece of equipment it serves with a minimum 6" margin around the equipment and supports. Pads shall be 28-day, 2500 psi concrete, reinforced with 6" x 6" 6/6 gauge welded wire mesh. Tops and sides of pad shall be troweled to smooth finishes, equal to those of the floors, with all external corners bullnosed to a 3/4-inch radius. Existing equipment pads, anchors and supports in steam pits may be reused if they are determined to be serviceable (i.e. free from corrosion or any form of deterioration). The Contracting Officer shall have final approval for reusing existing pads, anchors or supports.
26.12.2 The Contractor shall furnish templates and anchor bolts for all equipment placed on concrete equipment pads or on concrete slabs. Bolts shall be of the size and number recommended by the manufacturer of the equipment and shall be located by means of suitable templates. When equipment is placed on vibration isolators, the equipment shall be secured to the isolator and the isolator secured to the floor, pad, or support as recommended by the vibration isolation manufacturer.
26.13 LUBRICATION:
26.13.1 Where necessary, provide means for lubricating all bearings and other machine parts. If a part requiring lubrication is concealed or inaccessible, extend a lubrication tube with suitable fitting to an accessible location and suitably identify it.
26.13.2 After installation, properly lubricate all parts requiring lubrication and keep them adequately lubricated until final acceptance by the Government.
27. OPERATING AND MAINTENANCE MANUALS:
27.1 The Contractor shall provide the Government, through the Contracting Officer, with four copies of operating instructions and maintenance manuals for all equipment and materials furnished under this contract.
27.2 Submit copies of operating and maintenance manuals to the Contracting Officer for review four weeks before final inspection of the project. Assemble all data in a single completely indexed volume and identify the size, model, and features indicated for each item.
27.3 Include the following information where applicable:
27.3.1 Identifying name and mark number.
27.3.2 A list at locations where several similar items are used.
27.3.3 Complete nameplate data.
27.3.4 Certified Record Drawings and Shop Drawings.
27.3.5 Parts Lists.
27.3.6 Performance Curves.
27.3.7 Wiring diagrams.
27.3.8 Lubrication charts.
27.3.9 Manufacturer's operating and maintenance instructions with all non-applicable information deleted.
28. MACHINERY GUARDS: Provide all belts, couplings, wheels, and other moving parts of machinery with easily removable metal guards. Provide tachometer openings for all belt-driven or variable speed machinery.
29. EQUIPMENT PROTECTION:
29.1 The Contractor shall protect all work and material from damage by his work or workmen, and shall be liable for all damage thus caused.
29.2 The Contractor shall be responsible for work and equipment until finally inspected, tested, and accepted by the Contracting Officer; he shall carefully store material and equipment received on site and which are not immediately installed from the weather in a manner approved by the Contracting Officer.
30. MANUFACTURER'S RECOMMENDATIONS: With exceptions as specified on any provided drawings or in the specifications, apply, install, connect, erect, use, clean, and condition manufactured articles, materials, and equipment per manufacturers' current printed recommendations. Keep copies of such printed recommendations at Job site and make them available to the Contracting Officer.
31. ELECTRICAL WORK:
31.1 SCOPE: All electrical work under this contract shall be complete electrical systems.
31.2 DRAWINGS: Any contract drawings that may be provided indicate the extent and general location and arrangement of equipment and wiring, and are intended to be diagrammatic in nature. Unless specific dimensions are given, do not scale any electrical drawings. Electrical symbols shown on drawings are for reference.
31.3 PUBLICATIONS AND STANDARDS: The publications and standards listed herein form a part of this specification to the extent referenced.
31.4 Power wiring from panels to motor starters and from starters to motors shall be provided in accordance with the National Electrical Code. Wiring for controls shall be provided under this Section.
31.5 Provide all starters and combination starters, thermostats, transformers, relays, switches and necessary materials to place all systems into proper operation.
31.6 All final connections of control wiring shall be made with ring terminal connectors and in accordance with approved wiring diagrams. Diagrams to be based on approved equipment and shall be submitted for approval.
31.7 All motors 1/2 HP and larger for fans, pumps, compressors, etc., shall be high efficiency type, totally enclosed, fan cooled, squirrel cage induction type for operation on 60 Hz, for phase and voltages indicated, ball bearing Class B insulation, selected to be quiet, and include motor terminal box meeting code.
31.7.1 Where units are direct driven, motor manufacturer may be as recommended by the manufacturer of the unit. All belt driven motors shall have adjustable rails.
31.8 Single phase motors 1/6 to 1/3 HP inclusive, shall be split phase type for operation on 120 single phase current unless noted otherwise. Less than 1/6 HP to be shaded pole type. Single phase motors over 1/3 HP shall be capacitor start, induction run of voltage shown.
31.9 All motors shall have thermal overload protection.
31.10 Manual starters shall be flush mounted type in finished areas and surface mounted type elsewhere. Units shall be Allen-Bradley Bulletin 600 single phase and Bulletin 609 for three phase or equal. Enclosure shall be NEMA 1 unless noted otherwise.
31.11 Electrical work specified in this Section shall conform to applicable provisions of the National Electrical Code. Line voltage control wiring shall be in conduit. Low voltage control wiring need not be in conduit but shall be concealed and finished at wall penetrations.
31.12 PERMITS: Obtain all permits required for work under this section.
31.13 PAINTING: Refinish and restore to original condition all finished electrical equipment which has sustained damage to the manufacturer's prime coats of paint. Paint shall be applied to surfaces completely free of surface moisture, at an ambient temperature between 45 and 95 degrees F. only.
31.14 IDENTIFICATION: Provide identification devices for electrical systems and equipment.
31.14.1 Pull boxes installed at each building for transition to interior nonmetallic wiring shall be labeled in the same manner as panels, above, indicating the source panel and breaker numbers.
31.15 QUALITY ASSURANCE: The Contractor shall provide quality assurance to guarantee the following items:
31.15.1 All work shall conform to standards of procedure and installation referenced herein, including the manufacturer's recommended practices, and in any case shall conform to applicable provisions of the National Electric Code NFPA 70 and National Electric Safety Code ANSI C2, as a minimum.
31.15.2 All work shall be complete with all wiring, raceways, fittings, equipment and miscellaneous materials; the omission of express reference to any parts necessary for or reasonably incidental to a complete installation shall not be construed as a release from furnishing such parts.
31.15.2.1 Materials and equipment shall be stored, handled, and installed in accordance with recommendations of the manufacturer to conform with the contract documents. The installation shall be accomplished by workmen skilled in the work and supervised directly by a qualified workman.
31.15.2.2 Wiring specified or shown on drawings that may be provided is for complete and workable systems. Any deviations from the wiring shown due to a substitute manufacturer's requirements shall be made at no additional cost to the government.
31.15.2.3 Where submittals have been required, only approved materials shall be installed, and only approved methods used.
31.15.2.4 Provide UL listed and UL labeled materials in all cases where such material is available. Use only standard products of a manufacturer regularly engaged in the manufacture of such products. Materials or equipment differing in minor respects from that specified may be proposed, providing such differences are clearly indicated on data submitted for approval. If the Contracting Officer judges the product to be equal or better than that specified, the product will be considered; and if, based on a technical evaluation, the Contracting Officer judges the difference to be minor, he may approve the use of the product.
31.15.2.5 Items of the same classification shall be identical products of the same manufacturer for the entire contract unless otherwise specified, including all equipment, assemblies, parts, components, connectors and fasteners.
31.15.2.6 Metallic materials shall be protected against corrosion as specified. Aluminum shall not be used in contact with earth or concrete. Where aluminum is connected to dissimilar metal, fittings conforming to UL 486B shall be used. Ferrous metal hardware shall be hot-dip galvanized in accordance with ASTM A 153, and A123.
31.16 COORDINATION: Contract drawings, when provided, shall indicate the extent and the general location and arrangement of equipment and wiring. The contractor shall study building plans and details so that the equipment will be properly located and readily accessible. Lighting fixtures shall be located to avoid interference with mechanical or structural features; otherwise, lighting fixtures shall be symmetrically located according to the room arrangement. If any conflicts occur necessitating departures from any contract drawings provided, details of departures and reasons for the variance shall be submitted as soon as practicable for written approval of the Contracting Officer.
31.16.1 The contractor shall make field measurements to determine exact locations of existing walls, panels, breakers, fixtures, underground conduits, overhead lines, and pad mount transformers,.
31.16.2 The contractor shall verify the swings of all doors before electrical devices are installed.
32 EQUIPMENT NOISE AND VIBRATION:
32.1 It is the intention to specify and for the Contractor to provide equipment and systems, as defined herein, that will be quiet and free of apparent vibration in operation.
32.2 It is intended that vibration shall not be apparent to the senses in occupied areas of the building. To this end, both the balancing of rotating machinery and the installation of vibration isolation at various locations are required.
32.3 It shall be the responsibility of the Contractor to obtain equipment that is quiet in operation as compared to other available equipment of its size, capacity, and type; to install equipment so that a minimum amount of noise and/or vibration is transmitted to the structure.
32.4 Any additional precautions deemed necessary to provide a quiet installation shall be done as part of the work of this contract, subject to approval of the Contracting Officer and without additional cost to the Government. After the system is in operation, it shall be the responsibility of this Contractor to make any changes to equipment or work installed that may be required to provide a system that is quiet in operation as defined herein.
33. DATE OF COMPLETION AND TESTING OF MECHANICAL SYSTEMS: The date for the final acceptance test shall be sufficiently in advance of the contract completion date to permit the execution before the expiration of the Contract of any adjustments and/or alterations which the final acceptance tests indicate as necessary for the proper functioning of all equipment. Any such modifications shall be completed within the number of days allotted for completion of the contract. Retests shall not relieve the Contractor of this Division's completion date responsibility.
34. FINAL REVIEW:
34.1 At a time designated by the Contracting Officer, the entire system shall be reviewed. The Contractor shall be present at this review.
34.2 Certificates and documents required herein shall be in order and presented to the Contracting Officer at least four weeks prior to the review.
34.3 After the review, any changes or corrections noted by the Contracting Officer as necessary for the work to comply with these specifications or any drawings provided shall be accomplished.
