1Solicitation, Paragraph 9Q: Is the recency defined as performing the same or similar duties only in Israel?
Yes, recency is defined as performing the same or similar duties within Israel.
2Solicitation, Paragraph 9Q: How will the Government weigh Price vs. Past Performance under the “best value” approach are both equal, or is one more important?
Yes, both are equal.
3Past Performance QuestionnaireQ: Will the government accept our past performance summary if a PPQ cannot returned in time?
No, the USG will not accept a past performance summary if the Past Performance Questionnaire cannot be returned in time.
4Solicitation, Paragraph 7Q: Will the travel be covered or reimbursed by the USG or shall be included in the quotation?
Travel will not be a separate CLIN or reimbursed by the U.S. Government.
5PWS Section 1.3.1 eQ: "Deliver quarterly immersive cultural briefings on relevant, at pre-approved cultural sites to U.S. personnel". Could you please explain what is the meaning of “pre-approved cultural sites” in the context of this PWS?
"Pre-approved" means the cultural topic or location must be reviewed by the Contracting Officer or Site Lead prior to a briefing. "Cultural sites" include any relevant location in Israel that may educate U.S. Military or DoD personnel on local culture.
6PWS 1.3.1 hQ: Local Code and Regulation Oversight. Host nation requirements sometimes change without prior notice (especially concerning contractors' access but also when it comes to safety codes). Would it be possible to rephrase it?
We do not to intend to rephrase this section. We understand that requirements may change therefore we ask for the contractor to track and report all changes to the USG in accordance with the PWS.
7PWS 1.3.3 bQ: "Deliver Weekly Reports". Is there a standard form for this weekly report? Or at least elaborate which permanent elements should be in these reports?
There is not a standard form for weekly reports. At a minimum the report should include completed tasks, pending tasks, information regarding any known/unknown issues, upcoming Israeli holidays, or other need to know information in accordance with the PWS.
8General QuestionQ: Would the contractor be required to obtain quotes for local goods and services upon COR request?
No, the contractor would not be required to obtain quotes for local goods or services. The contractor would only be required to provide translation assistance to the Contracting Officer or Contracting Officer Representative as required. I.e. provide translation services if quotes are not provided in English, or provide verbal translation services when communicating with local vendors.
9General QuestionWhat level of Israeli Clearance is required?
Security clearance level "Shamur" or translation: "Confidential/Reserve".
10General QuestionWhat equipment is the contractor required to furnish to the Cultural Advisor/Site Lead? i.e. Phone, Laptop, Vehicle, Other equipment not mentioned.

This position does not allow for a break in contract due to Israeli IDF Reserve Requirements.
