FA491324Q4001 TF-99 UAS Platform Questions and Answers
Vendor 1 Q1: What are the priorities of your parameters?
A.Priority order is Endurance, range, affordability, availability, payload, assembly, sustainment/maintenance, ship/storage, survivability A. VTOL or standard launch- transparent to us and we stick to the above. If both available request two proposals.
Q2: Priority Palletization numbers versus assembly time (more parts for compact storage, more time to assemble) A. Assembly Q3: Fuel type requirements (JP4) or is it ok with MOGAS and 2-stroke oil A. JP and mogas variants ok Q4: Payload location and antennas: Right now, there is a RF-quiet zone in the nose, and antenna mounts on wingtips and main fuselage). What is preferred?
A. Most affordable/available config.
Q5: We use some lithium batteries (backup/boost/redundancy power) is that acceptable, how much is ok for transport?
A. Lithium ok.
Q6: Are there any Radar Cross Section requirements? We do have an option (expensive) for extremely low RCS. Current bird is Carbon/Glass.
A. No RCS reductions required.
Q7: Planned Storage and Shipping preferences. Long term in pallets?
A. Will be stored in aircon warehouse for up to 180 days between maintenance.
Q8: Are there limits on fluids / oil-types / Coolant?
A. No Q9: Does the proposal need to include spares / service / consumables?
A. spare: Prop, engine, landing gear, wheels, wire harness, battery, antenna (1 spare kit per 20x UAS) A. Service: Initial training, engine refurb if TBO achieved, software/firmware helpline A. Consumables: each pallet require appropriate consumables for 30 days expeditionary ops before resupply.
Vendor 2 Is Quattro an acceptable alternative?
A: Yes
Vendor 3
1. Is PX4 an acceptable alternative to Ardupilot?
A: Yes
2. Can we get clarification on "all weather"?
a. A: Will need
3. Can we get clarity on radar transparency?
A: Not required to reduce RCS. Any internal payload RF includes GPS, satcom, Link 16, etc
Vendor 4
1 Although not a specific requirement, does the procurement favor a VTOL UAS solution? We anticipate offering a non-VTOL UAS solution to be priced competitively without VTOL R&D costs included.
A. Please submit both proposals separately.
2 Are the flight ceiling height in Mean Sea Level (MSL) or At Ground Level (AGL)?
A. MSL
3 We assume this procurement will lend support for any export exemptions with the Defense Technology Security Administration (DTSA) concerning exports made by or for the U.S. government under the International Traffic in Arms Regulations (ITAR)?
A. We don't know how to answer this. We intend to take custody in states and move via MIL AIR into theater. There is no intent to export or vend to third party for this round.
