About this file
This document is a Single Source Justification (Simplified Acquisition) for the procurement of a Hammonds Fluid Powered Additive Injection Cart (FPAIC). The FPAIC is a commercial item manufactured solely by Hammonds Technical Services, Inc. and is the only portable, self-contained cart design authorized for adding Fuel System Icing Inhibitors (FSII) and other fuel additives to aircraft during routine fueling operations per Technical Order 00-25-172. The justification states that the FPAIC is needed to meet CENTCOM fueling requirements at host nation commercial airports, where injecting additives into bulk fuel storage is not permitted. The estimated contract cost is $320,800. The Contracting Officer has determined that Hammonds is the only reasonably available source for this requirement in accordance with FAR 13.106-1(b)(1). The related federal contract opportunity is a limited/sole source award for Fluid Powered Additive Injector Carts, issued by the Department of the Air Force, contract number FA491324P0023.

Section A: General Contract Information
Contracting Activity: 1 Expeditionary Theater Support Group Div Acquisitions
Project/Program Name: Hammonds Fluid Powered Additive Injection Cart, (FPAIC)
Purchase Request/Identification Number: F3UTA44225AW01
Estimated Contract Cost (including Options): $320,800.00
Section B: Description of the Supplies/Services Required
The Hammonds FPAIC is a commercial item, verified with market research and previous acquisitions for the same model, manufactured by Hammonds Technical Services, Inc and is the only manufacturer producing this type of design. This unit has been specifically developed to be a portable and self-contained cart that can be towed from aircraft to aircraft to meet additive demands for fueling operations at host nation locations within the CENTCOM AOR.
Section C: Justification for Soliciting from a Single Source or Brand Name
Technical Order (TO) 00-25-172, Ground Servicing of Aircraft and Static Grounding/Bonding, dated 16 Aug 2024 and "applicable to all USAF aircraft ground servicing operations [...] when performed at USAF or non-USAF installations by USAF personnel or under USAF control," identifies the Hammonds Model HT-800-1L and 4T-4A injectors (and associated carts) are authorized for adding Fuel System Icing Inhibitors (FSII) and other fuel additives to aircraft during routine fueling operations.
The FPAIC is a commercial item manufactured by Hammonds Technical Services, Inc and is the only manufacturer of this portable design. This Hammonds Model AC800-2L-1P7-1P7 Injection Cart is the model/type that 9 AF (AFCENT) is requesting to purchase. This unit is specifically designed to be portable and towable which allows fueling operations to meets current CENTCOM OPLAN requirements for fueling aircraft at host nation commercial airports to convert Jet A-1 aviation fuel into military grade JP-8 aviation fuel, this is a highly needed capability as the host nation will not permit injecting additives into their bulk fuel storage facilities.
Section D: Efforts to Obtain Competition
TO 00-25-172 explicitly states that Hammonds models are the only authorized models for adding FSII and other fuel additives to aircraft during routine fueling operations. Recommend it is in the Government's best interest to reserve this requirement for the Hammonds brand name.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
We will continue to verify with TO 00-25-172 that this requirement can only be met with the Hammonds models before pursuing future Sole Source/Brand Name Awards.
