About this file
This is a Questions and Answers document for federal contract opportunity FA489727Q0003 regarding cold weather gear procurement for the U.S. Air Force at Mountain Home Air Force Base in Idaho.
The Q&A clarifies specifications across ten contract line items (CLINs): Steel Toe Boots (CLIN 0005) must be hot-weather uninsulated boots; Cold Weather Socks (CLIN 0010) must meet USAF Safe to Fly Certification and may be merino wool blend; Hearing Protection (CLIN 0007) must meet ANSI S3.19-1974 or ANSI S12.6 standards with the originally specified Noise Reduction Rating and fit under the Army Combat Helmet (NSN 8470015296329, medium-size); Name Tapes (CLIN 0008) and Service Identifier Patch (CLIN 0009) must comply with DAFI 36-2903 standards, with patches measuring 5" L x 1" W with Spiced Brown stitching and Velcro backing; and Hydration Field Cleaning Kit (CLIN 0002) requires only a cleaning kit without a separate hydration pack or bladder. Delivery must be sent to 366 MXS, 230 Phantom Ave, Bldg 920 Rm 131, Mountain Home AFB, ID 83648. The 30-calendar-day delivery window for name tapes begins upon receipt of the 538-name list from the mission partner, which should occur very soon after contract award. Hearing protection must actively limit amplified sound output to 82 dB with a reaction time of approximately 0.5 to 1 millisecond.

Cold Weather Gear Q&A’s
FA489727Q0003
1. Steel Toe Boots (CLIN 0005): Specification 5.1.1 calls for "Hot Weather" boots, while the rest of the requirement is cold weather gear. Please confirm whether the Government wants hot-weather (uninsulated) boots or cold-weather (insulated) boots.
Hot-weather (uninsulated)
2. Cold Weather Socks (CLIN 0010): Specification 11.1.5 requires the socks to be "Flame Resistant." Is merino wool's natural flame resistance acceptable, or must the socks meet a specific flame-resistance standard? If a standard applies, please identify it.
The socks should meet the USAF Safe to Fly Certification. It can be a merino wool blend.
3. Hearing Protection (CLIN 0007): Specification 8.1.3 references ANSI S3.19-1974 "or equivalent." Will a product rated under ANSI S3.19-1974 or ANSI S12.6, with a published Noise Reduction Rating, meet this requirement? Also, does the protection need to fit a specific helmet model (spec 8.1.5)?
Yes, those standards will meet the requirement if they meet the originally specified Noise Reduction Rating. It needs to fit under the Army Combat Helmet. 8470015296329 is the NSN for medium-size ACH.
4. Delivery Building Address (SF1449 vs. Spec Sheet Section 1.1.4):
The SF1449 Schedule (pages 6–10) lists Ship-To DoDAAC F3F9A1 as 391 AMU CSS, 499 Alpine St, Mountain Home AFB, ID 83648-5400, while Section 1.1.4 of the Specification Sheet states delivery to 366 MXS, 230 Phantom Ave, Bldg 920 Rm 131, Mountain Home AFB, ID 83648. Please confirm which building address should be used for carrier delivery.
366 MXS, 230 Phantom Ave, Bldg 920 Rm 131, Mountain Home AFB, ID 83648
5. CLIN 0008 (Name Tapes) & CLIN 0009 (Service Identifier Patch) — Regulation Reference:
Sections 9.1.1 and 10.1.1 of the Specification Sheet state "DAFMAN 91-203 compliant."
Please confirm that standard USAF OCP name tapes and "U.S. AIR FORCE" service identifier patches with Spiced Brown stitching and Velcro (hook) backing manufactured in accordance with DAFI 36-2903 (Paragraph 5.1.4) meet this requirement.
Yes, that will meet the requirement.
6. CLIN 0008 (Name Tapes) — Lead Time After Name List Receipt:
Section 9.1.4 notes that the list of 538 names will be provided upon contract award. Please confirm whether the 30-calendar-day delivery window for CLIN 0008 begins upon receipt of the name list from the mission partner.
30 days can start after name submission. It should be very soon after award.
7. CLIN 0007, please confirm "amplifies ambient sound to 82 dB" means the device limits amplified sound output to 82 dB.
Internal circuitry actively cuts off and compresses amplification whenever noise levels reach or exceed 82 dB (with a reaction time around 0.5 to 1 millisecond).
8. CLIN 0010 socks. Which flame resistance standard applies? Will socks that carry USAF Safe to Fly (flame resistant, no melt, no drip) certification meet the requirement, and is a merino wool blend acceptable?
Yes, safe to fly certification will meet the requirement and a merino wool blend is acceptable.
9. Hydration item: CLIN 0002 and specification sheet section 7 describe a hydration field cleaning kit (sponge, tube brush, cleaning tablets, carry pouch). Please confirm whether a separate hydration pack or bladder is also required, or whether only the cleaning kit is required under CLIN 0002.
A separate hydration pack or bladder is not required. Only the cleaning kit is required under
CLIN 0002.
10. Can you please provide me with the size of the Service Identifier Patch with the wording US Air force?
The standard size for that patch is 5” L x 1” W.
