About this file

This is a Questions and Answers document for federal contract opportunity FA489726Q0012 – B2316 Steam Boiler Replacement. The document addresses eight inquiries from prospective offerors regarding the solicitation requirements and site conditions.

Key clarifications include: site visit attendance is not mandatory for bid eligibility; no additional site visits can be scheduled prior to the bid due date due to schedule constraints; as-built drawings and existing utility documentation are not available, as this is a one-for-one boiler replacement with sizing differences only; stamped engineered drawings are not required, as this is not a design-build project; and offerors must verify site conditions and dimensions themselves per SOW section 6.1. The document provides photographs of the existing 50 HP boiler installation, mechanical room, surrounding piping connections, and access routes to assist offerors in planning demolition and delivery. The existing boiler is fully operational; once the Notice to Proceed is issued, the contractor must coordinate a construction schedule with the government, and the Dining Facility occupant will be notified of steam service outage duration. No temporary boiler will be provided during construction. The photographs depict a Fulton fuel-fired steam boiler with control systems, auxiliary equipment, drainage systems, and the mechanical room entrance showing space constraints and access limitations.

Questions and Answers

1. Is attendance at the site visit mandatory for bid eligibility? No, site visit attendance is not mandatory. Offerors may still submit a quote in response to the solicitation.

2. Can an additional site visit be scheduled prior to bid due date? We do not have sufficient time in the schedule to add another site visit without impacting the remaining suspense dates.

3. Are photographs of the mechanical room and existing boiler installation available? See below.

4. Can additional drawings, equipment information, or as-built documentation be provided? This project is a one for one replacement with the difference being the boiler sizing. No as-builts are available.

5. Site Photos – Could you provide photos of the existing boiler and mechanical room, including the equipment itself, the surrounding piping connections, and the path of access from the building entrance to the mechanical room? Understanding the space constraints and access route will be critical for planning the demo and skid delivery. See below.

6. Design-Build Deliverables – What level of design documentation is the Government expecting as part of this design-build? Specifically, are stamped engineered drawings required prior to construction, and if so, will the Government provide any existing as-built drawings of Building 2316 to assist the design effort? This is not a design build and stamped drawings will not be required. This project is a one for one replacement with the difference being the boiler sizing. No as-builts are available.

7. Existing Utility Information – Are there any existing drawings, record documents, or utility maps available showing current gas line size and routing, steam distribution piping, or roof penetration details that we can reference for design purposes? Due to the nature of this information (I say the gas lines 2” and it ends up being 2 ¼”) I am referring to the SOW section 6.1 “6.1. The Contractor shall verify site conditions and any site dimensions needed for design and construction.”

8. Existing Boiler Operating Status – Is the existing 50 HP boiler currently operational, and will the Dining Facility require continuous steam service during construction? If so, are there provisions for a temporary boiler or a planned outage window we should account for in our schedule? The current boiler is fully functional, once the Notice to Proceed has been issued the contractor needs to coordinate with me a schedule and that information will be given to the occupant so they know when/how long they will be without steam. No temporary boiler will be needed.
