FA489725QC069 Questions and Answers

1. DEF fluid, if I was to order DEF fluid in bulk containers (totes) that can be picked up via forklift and set on the back of a truck that would allow your guys to top off DEF everyday, would that be acceptable? This would be the cheapest way possible.

Answer: Yes this will work.

2. The only Gens that should require DEF would be the 65KVA Gens. All Gens will more than likely be pintle hook towable and forklift movable.

3. Will you be providing diesel as well?

Answer: Diesel will be provided by MHAFB.

4. S/N 1 & 2

3.1kva and 2kva DSL Gen, We do not have small portable generators that are DSL, gas only.

They will not provide 50hz or 220v. They will only do 110v at 60hz.

These are small portable Honda generators like you would take for a camping trip.

In order to provide 50hz the Generator will need to be a, 150kw Cummins Brand Generator.

Answer: Require the stated specs and must be diesel-operated. We are okay with compatible alternatives, as long as they can meet our stated requirements. For reference, the previous contractor during prior exercise used a frequency/voltage converter to achieve the required values.

Request — Contractor to also provide the equipment dimensions and indicate whether the items are mobile? This will help us prep the necessary support equipment for transport, or assess if the size might be too large and potentially obstruct the operating area.

5. S/N 5

65kva DSL Generator. This size Gen will not provide 50hz. In order to provide 50hz the Generator will need to be a,150kw Cummins Brand Generator.

Answer: Require the stated specs and must be diesel-operated. We are okay with compatible alternatives, as long as they can meet our stated requirements. For reference, the previous contractor during prior exercise used a frequency/voltage converter to achieve the required values.

Request — Contractor to also provide the equipment dimensions and indicate whether the items are mobile? This will help us prep the necessary support equipment for transport, or assess if the size might be too large and potentially obstruct the operating area.

6. S/N 6 & 7

Electrical power cable. Type G we do not have that kind of Power cables. We have standard 4/0 Camlock Cables

Answer: Noted. We will bring Type G power cables/adaptors up instead, and for the contractor to help us wire/connect to the generators for us.

7. Can I have DEF delivered from a local company?

The idea would be that AF personnel drive the tote around on an AF truck/ flat bed and top off Gens as needed? If Not I could possible stay in the area and deliver DEF daily but that would eat at my profits and I am trying to make this as cheap as possible.

Answer: Propose for all required DEF to be delivered together with the generators on Day 1, and any surplus to be collected on the last day when the generators are returned.

8. Can I have DEF delivered from a local company? The idea would be that AF personnel drive the tote around on an AF truck/ flat bed and top off Gens as needed? If Not I could possible stay in the area and deliver DEF daily but that would eat at my profits and I am trying to make this as cheap as possible.

Answer: Refer to answer from S/N 7.

Upon engaging potential suppliers, we encountered difficulty sourcing generators that meet the specified 400V and 50Hz electrical requirements outlined in the Statement of Need (SON). The available units from domestic suppliers are generally rated at 277/480V and 60Hz, which are standard for U.S. commercial applications.

We respectfully request clarification on the following:

9. Are the 400V / 50Hz specifications mandatory, or can functionally equivalent 277/480V / 60Hz units be considered acceptable for this requirement?

Answer: Require the stated specs and must be diesel-operated. We are okay with compatible alternatives, as long as they can meet our stated requirements. For reference, the previous contractor during XFS used a frequency/voltage converter to achieve the required values.

10. If exceptions are permissible, would it be acceptable to submit a quote with the

277/480V 60Hz equipment along with detailed technical documentation for evaluation?

Answer: No deviation to the SON is allowed and equipment need to fulfil the requirements stated within.

11. S/N 1 & 2 (3.1kVa and 2kVa diesel generators) Will you accept generators that run on gas instead of diesel?

Per the supplier, " The gas generators would provide 110v at 60hz. In order to provide 50hz, the generator will need to be a 150kw Cummins Brand Generator."

Would this generator be acceptable?

Answer: Require the stated specs and must be diesel-operated. We are okay with compatible alternatives, as long as they can meet our stated requirements. For reference, the previous contractor during XFS used a frequency/voltage converter to achieve the required values.

- Per the supplier, "This size generator will not provide 50hz. In order to provide 50hz the generator will need to be a 150kw Cummins Brand Generator." Would this generator be acceptable?

The supplier does not have Type G power cables; they only have standard 4/0 Camlock Cables. Would these be acceptable?
