About this file

This document is a Questions and Answers (Q&A) file for a Local Telecommunication Services contract dated 5-12-2025. The incumbent provider is Electric Lightwave, LLC, with the previous contract number FA877320P0032, and this is a recompete opportunity. At the CJ strike marina location, two analog lines are required - one for a credit card machine and one for standard voice communication, which can be supported by a SIP-based Analog Telephone Adapter (ATA).

The government does not require a site visit, as no new equipment will be installed. The telecommunications service is to support the installation 24/7/365, with specific requirements for handoff (SIP) and concurrent call paths (150 channels). The solicitation is being managed by the Department of the Air Force Air Combat Command, with the specific solicitation number FA489725QC033 for Local Telecommunication Services.

FA489725SS008 Local Telecommunica on Services Q&A

5-12-2025

How many phone line are needed? Second, are you looking for actual Plain Old Telephone

Service or a func onal equivalent?

Answer: We are looking for a SIP with 150 channels.

Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

Answer: The incumbent is Electric Lightwave, LLC. Contract number is FA877320P0032. This requirement is being recompeted.

Considering the requirement for four analog lines, would the use of a SIP-based Analog

Telephone Adapter (ATA) be a suitable solu on at each loca on? Addi onally, are any of the analog lines suppor ng services beyond standard voice communica on (e.g., fax, alarm systems, modems)? Lastly, would a dedicated or independent internet connec on be required at each site to support this service reliably?

Answer: Yes. ATA will work for the two line at CJ strike marina. One line is used for a credit card machine and the other is a standard voice line. No need for internet at this me.

Does the government require PRI or SIP handoff? If SIP, please verify the number of

Concurrent Call Paths. If PRI, please verify the quan ty of PRIs.

Answer: SIP and 150 channels for calling.

Could you please let us know when a site visit will be scheduled? Will there be any requirements for the site visit?

Answer: Nothing new is going to be installed therefore they don’t believe that a site visit would be beneficial for contractors.
