About this file
These Request for Information (RFIs) documents provide critical details for a potable water tank rehabilitation project at Mountain Home Air Force Base in Idaho. The project involves exterior painting and restoration of a one-million-gallon water tank, with key requirements including: spot surface preparation where undercoat is damaged, use of NSF/ANSI 61-compliant coating products, maintaining tank operational during the project, and adhering to OSHA standards for work at height. The documents clarify that only exterior painting/repairs are required, no interior work is planned, and there is no lead-based paint present based on the tank's construction age (2002-2003). The period of performance is 100 calendar days from Notice to Proceed, with an intent to begin work immediately and continue uninterrupted as weather permits in Mountain Home, Idaho. Bid submissions are to be made via email, with a virtual bid opening conducted through Microsoft Teams, and the estimated project value ranges between $100,000 and $250,000.

1. As-builts will be provided once awarded.
2. Scope of Surface Prep: Does the coating scope require complete removal of existing coatings (e.g., SSPC-SP10 near-white blast) or will spot/blend prep be acceptable?
1. For places where the undercoat is damaged the steel shall be spot cleaned and spot primed with rust inhibitive primer.
3. Coating System Requirements: Will a specific coating system (e.g., Sherwin-Williams, Tnemec, etc.) be mandated, or can we propose equivalent NSF/ANSI 61-compliant products?
1. Any compliant products will be acceptable.
4. Operational Downtime: What is the maximum allowed time the tank can be offline, and is there a backup potable water system in place during rehab?
1. Tank shall remain operational during project.
5. Work at Height & Confined Space: Are there any base-specific protocols for confined space entry or fall protection in addition to OSHA standards?
1. OSHA standards apply to this project. No base specific requirements.

1. Refer to Solicitation Attachment “DBA WD – Building – ID20250020”
7. Bonding & Insurance: For the required bid guarantee, are there preferred formats (surety
vs. certified check)? Should performance/payment bonds be submitted post-award?
1. Per FAR 52.228-1(b), “…The bidder shall furnish a bid guarantee in the form of a firm commitment, e.g., bid bond supported by good and sufficient surety or sureties acceptable to the Government, postal money order, certified check, cashier’s check, irrevocable letter of credit, or, under Treasury Department regulations, certain bonds or notes of the United States.”
2. Per FAR 52.228-1(d), “If the successful bidder, upon acceptance of its bid by the Government within the period specified for acceptance, fails to execute all contractual documents or furnish executed bond(s) within 10 days after receipt of the forms by the bidder, the Contracting Officer may terminate the contract for default.”
8. The SOW is labeled “Water Tank Exterior Restoration…….”
1. The inspection report identifies some interior corrosion as well as exterior. Is this project intended to repair just the exterior? Or both exterior and interior items identified on the inspection report?
1. Only exterior painting/repairs.
2. If interior repairs are required, who is responsible for draining and filling the tank?
1. Only exterior painting/repairs. See SOW - Water Tank Exterior

1. If not, will the scope require the contractor to perform lead paint testing or will govt perform the testing?
1. No lead paint is present based on construction age of tank. 2002-2003
2. If testing is positive for lead, will the extra costs involved in dealing with lead be considered a change order?
1. No lead-based paint present based on age of tank.
3. Or do we need to assume lead paint is present and include the costs in our proposal?
1. No lead-based paint present based on age of tank.
10. Was the Site Visit on July 30th, 2025, at 10:00 am a required prerequisite to our bid submission?
1. No.

Provide a written transcript of all conferences, meetings, discussions, verbal directions, and telephone conversations, on matters materially affecting this project. Forward each transcript to the Contracting office no later than 10 working days after the event.”
