STATEMENT OF WORK (SOW)
FOR
CONSTRUCTION
INVITATION FOR BIDS
Project #1136783, QYZH 21-0027 Repair CJ Strike Marina
Retaining Wall and Sidewalk 9 December 2024
1.0 INTRODUCTION
The United States Government (USG) has a requirement for Construction Services for Mountain Home Air Force Base (MHAFB), CJ Strike Marina, (Mountain Home AFB Recreation Area), Bruneau, ID, (42° 57' 15" N, 115° 58' 06" W). Work for the site generally consists of replacement of an existing bulkhead, sidewalk, CMU Split-face block retaining wall and ramp at the USAF CJ Strike Marina, MHAFB.
The complete design package with drawings and specifications is provided herein. All work shall be in accordance with current Department of Defense Unified Facility Criteria (UFC) and Unified Facilities Guide Specifications (UFGS). These criteria are provided for your use in the Design Specifications.
2.0 BACKGROUND INFORMATION
USAF CJ Strike Marina was originally built in 1960 on the Snake River at the CJ Strike Dam near MHAFB. The USAF Marina is constructed on the reservoir and consists of about 1 ½ acre waterfront parcel leased from the Idaho Power Co. The Idaho Power Company operates and maintains the CJ Strike Dam hydroelectric plant collocated with the Dam structure. The reservoir is a constant level body of water, so the waterfront does not rise or fall but remains constant.
The USAF Marina has been improved over the years with a boat house, docks, and picnic areas added in 1976. In 1980 the Air Force added a wooden retaining wall and sidewalk on the waterfront with a riprap bulkhead beneath the sidewalk. Other enhancements were made in the 90’s and 00’s including cabins on the water, RV sites, a latrine with septic and leach field, boat, kayak, paddleboard, and personal watercraft rentals. A boat maintenance barn was added, with a fuel tank and marine fuel pump.
The existing ramp to the docks was constructed around 1960 and is not ADA compliant. In 2018 a project to repair/replace the failing wooden retaining wall was completed. The wooden retaining wall was replaced with a split-faced CMU block retaining wall. The waterfront sidewalk, concrete bulkhead and toe protection remained. However, strong winds created wave and hydro-action causing the bulkhead, sidewalk and retaining wall to be undermined. As a result, the sidewalk and retaining wall have settled, slipped, and cracked and must be replaced.
3.0 PERIOD OF PERFORMANCE
3.1 The period of performance for the following Statement of Work (SOW) shall be 150 calendar days from the Notice to Proceed (NTP).
3.2 The contractor must keep the Government appraised of the work schedule by providing a
Baseline Schedule per the Submittal Schedule and a 3-week look ahead Schedule of upcoming work to be performed. If the Contractor foresees a delay in Project completion beyond the requested completion date, the Contractor shall notify the USG Contracting Officer (KO) and USG Project Manager, in writing, of the reasons for the delay and provide a Get-Well-Plan to get back on schedule to complete the work at least 2 weeks prior to Memorial Day weekend opening.
4.0 DESCRIPTION OF WORK: The Contractor shall provide all labor, materials, equipment, supervision, and services to execute and satisfy the requirements in the Design, Drawings, Specifications, and this Statement of Work. General description of work to be performed as follows:
4.1 Demolish existing dock access sidewalk slab and ramp. The existing ramp is non-ADA-compliant and must be demolished to make way for the site layout and ADA-compliant access ramp to the waterside.
4.2 Demolish the existing CMU block masonry retaining wall. This is required to achieve a revised retaining wall layout to accommodate new ADA-compliant ramp and sidewalk.
NOTE: Do not disturb the existing shade tree during demolition work or construction work.
Take care not to damage tree roots during excavation.
4.3 Demolish approximately 120 linear feet of 4-foot-wide concrete water side sidewalk.
Grind the tree stump at the east end of the new sidewalk to a depth of 2 feet below grade.
Remove all material from the site and dispose of in accordance with Local, State, and Federal requirements.
4.4 Install sheet pile cut-off wall to create new bulkhead. Sheet pile will be installed along the leading edge of the water side concrete sidewalk. The sheet pile cut-off wall/bulkhead will prevent future erosion and undermining of the waterside sidewalk and retaining wall. The cutoff wall/bulkhead will be installed deep enough to accommodate up to 18-inches of dredging to provide for reservoir water level fluctuations.
4.4.1 Driving sheet piles is the preferred installation method to minimize in-water excavation, however the presence of cobbles may limit the ability to drive some of the sheets, requiring excavation at the toe of the piles achieve pile depth. Based on the relatively shallow installation depth, backfill potential, and access to the sheet piles with an excavator, the installation should be able to be performed without major dewatering effort.
4.5 Construct new concrete sidewalk slab with stairs. Sidewalk slab to be constructed in place of demolished sidewalk and ramp to provide new landing adjacent to Bldg. 50, Marina Office and Rental, and adjacent wood patio/deck. New stairs to provide access to waterside sidewalk landing and docks.
4.6 Construct new waterside sidewalk directly behind the newly installed sheet pile cut-off wall/bulkhead.
4.7 Construct new retaining wall. New CMU split-faced block retaining wall constructed in accordance with design drawings and specifications provided. New core-filled CMU block with capstone top plate with geotextile material for anchorage back into the embankment behind new retaining wall per design and drawings. Take precautions so as not to damage tree roots.
4.8 Provide new landscaping with synthetic turf. Remove existing pea-gravel as shown in drawings and replace with synthetic turf according to drawings and specifications provided.
4.9 Run existing overhead electrical underground. There is an existing 120/240v, 200-amp electrical service running overhead about 100 feet in length (contractor must verify quantity). The contractor is to run this service underground in conduit IAW with all IEEC requirements.
