While it is understood that the” exact details of OPFOR by event and locations shall be refined… one month prior,” Para 2.1.1 depicts 8-10 members and then Para 2.1.2 depicts 12 casualty role players. This depicts up to a total of 22 pax.
Q1: Can the government specify how many days they will be used though for the sake of budget planning purposes?

Q2: Please specify types of OPFOR weapons?

Q3: Since Near Peer threats are a very real consideration, does the government wish to have the OPFOR team(s) kitted out with blank fire or simmunition/UTM weapons, night vision, IR lasers, organized terrorist assault gear/uniforms, etc.?

Answer 1: Three one day events that will occur in a five-day period at the end of October.

Answer 2: At the Mountain Home event small arm will be used.

At Wendover and Twin Falls more aggressive type arms will be used(AK47, RPG, Grenades)

Answer 3: OPFOR team will need use blank fire rounds only. Night vison may be required. Contractor must identify all contractor personnel in way that is easily identifiable. Personnel must not look like civilians.

Q: Does the government wish to make this requirement the same, thus provide the resume of designated personnel?

Looking for a sound explosion simulating a large bomb impact fireworks not required. This shall be needed at Wendover.

If fireworks and fireworks companies are prohibited, and contractors have past performance in providing their own pyro support, contractors should have a Federal Explosives License (FEL) to not only procure, but manufacture (as necessary) said effects.

Q: Does the government wish to require that contractor provide a copy of their FEL with their proposal to depict having proper licensing and professional experience?

If fireworks are used, yes FEL will be required

Para 2.1.4 depicts a requirement for 30 casualties, 6 casualties, and then 20+ pax with 4-5 casualties.

Q1: Can the government please clarify these numbers, and will they be on different dates or simultaneous ops?

Q2: If only 4-5 out of the 20+ at Twin Falls or Windover are casualties, what will the other 14-15 pax be used for?

Answer 1: All three events will occur on different dates. All three events will be within a five-day period.

Answer 2: All personnel will be supplied by the Contractor to include actors who will simulate the attack and actors who will simulate deaths or injuries. The government edits their original number of required personnel to the following:

There shall be five actors simulating the attack, five injuries and ten fatalities at the Mountain Home attack.

There shall be eight to ten actors simulating the attack at Wendover. There shall also be five injuries and five fatalities at the Wendover.

There shall be eight to ten actors simulating the attack at Twin Falls. There shall also be five injuries and five fatalities at the Twin Falls attack.

The government gives the contractor discretion to decide if they would like to hire actors to simulate the injuries or fatalities or they can also provide medical dummies. If the contractor provides medical mannequins to simulate injuries, the mannequins must be capable of simulating bleeding.

Para 3.4 – 3.6 depicts high levels of experience required, which generally not even typical Guard, Reserve, or even conventional active-duty personnel have. The difference between average people that are merely props, and experienced exercise enablers can make or break the realism of such a demanding exercise, as well as determine the success of implanting proper safety practices.

Q1: For these reasons, does the government wish to require resumes for the 50% former military personnel be submitted with their proposal to depict that they have the actual experience?

Q2: Then, will the government ensure that those personnel are actually present for the contract support, so as to prevent fraudulent submissions?

Answer 1: Program Manager (PM) must have past experience with military exercises of similar nature.

Answer 2: The government revises this requirement to that 50% of contractor personnel have former military experience is desired but not required. The only requirement is that Program Manager assigned to the contract have this experience.

Para 4.4. Contractor shall provide minimum of four drones in different configurations with simulated explosive to be laid on the ramp as unexploded ordinance’s (UXO

Q: It appears that the drones are merely to be staged props? Please confirm that they do not need to be functional.

Any drones used as props will be nonfunctional.

4.5 Contractor shall provide dual-purpose improved conventional munition (DPICM) attack simulation on runway or taxiway. Minimum of fifty DPICM’s that are realistic and accurate in size/weight.

Q: Please confirm if the government is needing 50 pyro effects to replicate the DPICM’s or 50 dummy / inert casings?

This requirement has been removed from the PWS.

4.6 Contractor shall provide manikins to simulate required injuries with the ability to monitor demi-blood flow with real time feedback to determine effectiveness of applied TCCC.

Q: Please specify the number of required mannequins.

4.7 Contractor shall, “if requested”, create portable missile crater damage to concrete on airfield which will be repairable by civil engineering.

Q: Please define “portable” in this case and then explain in further detail. If contractor is to create actual crater damage to concrete?

This requirement has been removed from the PWS.

4.9 Contractor shall provide dud weapon system realistic and accurate size/weight to Iranian cruise missile and/or theater ballistic missile for Explosive Ordinance Disposition teams to disarm and remove.

Q: If “dud weapon systems” are to be created for a level of functional disarming by EOD, does the government wish to require the contractor to provide either a military EOD or Special Ops breacher resume, which would be two of the very limited personnel with the experience to build such a resource? Otherwise, it is a concern that an unqualified contractor could merely include an amateur or unrealistic training aid.

This is not a requirement of this contract, however they contractor may provide one if they have the resources. If the contractor provides to plan a dud weapon system for disarming, the details of what will be provided must be supplied with the contractors bid submission.

4.11 Contractor shall conduct analysis and risk assessment for each mission pertaining to contractor personnel.

Q: Again, this is another requirement that exceeds a vast majority of even military personnels’ experience and credentials. Does the government wish to require a former senior Special Ops personnel resume be submitted with their proposal for the sake of both competence and safety? IE: retired Special Missions, Special Forces, or Special Ops with minimum of E-8?

This risk analysis is meant to be internally and to detail the risks of personnel performing this work For example the contractor must assess the risk and safety procedures in place for their personnel when shooting blank ammunition.

4.16 Contractor shall set in place various sensitive site exploitation equipment and/or props within the target areas, in the proximity of fighter and cargo aircraft, as defined in this SOW and inventory/recover equipment and props left in the training area after each event.

Q: It is assumed these SSE props are to be provided by the contractor? If so, please specify who will be the recovering unit, thus the SSE props are relative. (Another reason to ensure proper resumes / personnel are supporting such an exercise)

This requirement has been removed from the PWS.

Answer 1: They will be separate.

Q2. Are blank firing weapons required to be provided by the Contractor? If so, number and type required? “White Force will provide the rounds of Blank ammunition ….” Will the Govt provide weapons as well?

Answer 2: See answer to questions 1 regarding weapons type. The government updated the PWS. All weapons and blank munitions will be provided by contractor. It is expected that the each actors simulating the attack.
