Subject: Combined Synopsis Solicitation.
Product or Service Code: U009 Education/Training- General.
Description: This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in FAR Subpart 12.6 and conducted under FAR Part 12 and FAR Part 13 policies and procedures, as supplemented, with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The resulting contract will be firm-fixed-price only.
The solicitation number is FA489723R0004 and is issued as a request for offer (RFO). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2023-01.
The acquisition is a Women-Owned Small Business (WOSB) set aside under NAICS 611710 with small business size standard of $24,000,000. The Contracting Officer shall verify that offers received are eligible for consideration for award by checking SAM.gov to see if the WOSB concern is designated as a certified concern or checking the Dynamic Small Business Search (DSBS) for a pending application for certification.
The Government is requesting offers for:
One (1) Education Services Advisor. Non-personal services in support of U.S. Air Force voluntary off-duty education program. The Contractor shall provide one (1) part-time (32 hours per week) Education Advisor at Mountain Home AFB, ID, in accordance with (IAW) the Performance Work Statement (PWS).
Date of delivery: Not later than 60 days after receipt of the contract. One (1) Initial 12-month period of performance, 1,664 hours total. Four (4) Option 12-month periods of performance, 1664 hours each.
Place of delivery: Base Education Center, Building 2428, Mountain Home AFB, ID 83648.
FOB point: Destination.
The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition. Offerors are cautioned to review the attached addenda in its entirety prior to submitting an offer.

Evaluation: The Government will evaluate responses by conducting a comparative evaluation in accordance with FAR 13.106-2(b)(3), comparing offers to each other, to select the offer that is best suited and provides the best value, considering price, past performance, and the required Continuation of Essential Contractor Services Plan.
Price – will be evaluated for completeness, fairness, and reasonableness. The Pricing Submission attachment will be reviewed for completeness. Fairness and reasonableness shall be based on FAR 13.106-3(a). Price evaluation shall include all options, which shall be evaluated per FAR 52.217-5. Since each 12-month option term is equivalent to 1,664 hours, the option at FAR 52.217-8 will be evaluated with each 12-month option term using 832 hours representing the possible 6-month extension. Therefore, each period shall be evaluated using a total of 2,496 hours. The summation of the subtotals for all periods will equal the Total Evaluated Price (TEP).

Past Performance - will be evaluated for satisfactory history using: (1) Contracting Officer knowledge of and previous experience with the service being acquired; (2) past performance history within the last two years available in the Contractor Performance Assessment Reporting System (CPARS) and Federal Awardee Performance and Integrity Information System (FAPIIS); and (3) past performance history within the last two years from the offeror’s Past Performance Submission attachment.
Continuation of Essential Contractor Services Plan – will be evaluated for adequacy and conformance with the Addenda to FAR 52.212-1.
Award will be made to the eligible responsible offeror that represents the best value to the Government. This may result in the Government awarding to an offeror other than the lowest TEP.
It is advised that responses include a completed copy of the provision at 52.212-3 Alternate I, Offeror Representations and Certifications-Commercial Products and Commercial Services.
The clause at 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition.
