Questions and Answers Rangeland Maintenance Services

Q1. Should the dollar amount per line Item be per year (1 year) or for the whole 5 years?

Answer: The dollar amount listed in the unit price column is what is being charged for each job, and this pricing will be used for the 5 years. However, if there is a cost increase, 252.243-7002; Request for Equitable Adjustment is in the solicitation and will be in the contract.

Q2. Should the total price be per year or the total of 5 years?

Answer: See answer 1.

Q3. Should the reimbursable items be $0 or N/A? There is no units or quantities to estimate a price from.

Answer: The reimbursable items will be $0.00

Q4. There are no specs for the temporary fencing, would this be a one wire electric fence or a regular barb wire fence? Also, is the contractor responsible for removing it when the time comes?

Answer: The PWS has been updated to reflect the specification of the fencing in para. 2.6. Please see updated PWS dated 12 January 2023.

Q5. Can subcontractors be used (for temporary fencing as an example)?

Answer: Yes

Q6. When the proposed fire break is created, how is it determined if chemical spray, harrow, mow, or plow is the best method to prepare a seedbed?

Answer: That will be discussed with Government POC and the contractor after award. The method used will depend on past determinations and time of year. For example, we have already drill seeded the fire break last year, so it depends on if the seed took. If so, we would then mow this year.

Q7. If all best management practices are followed, and a fire rehabilitation seeding or fire break seeding is not successful, what is the next course of action? How are costs shared for reseeding?

Answer: No shared cost, Government POC would buy the seed and pay the contractor to reseed. If again it did not take, we would most likely harrow or apply herbicide which Government would pay the contractor to do.

Q8. What is the width of the Traux Rangeland Drill Seeder (to help me determine tractor horsepower requirements)?

Answer: The width of the Drill Seeder is 10ft. It is a OTG 7512G.

Q9. Who is responsible for the transportation of the drill to the work site?

Answer: The current drill seeder is out on the range. Transportation to different locations would be discussed.

Q10. The topography in the designated area undulates with variable land slope. Is there a maximum land slope a contractor would be expected to seed or spray?

Answer: Any slope that creates a potential for harm to the contractor or equipment will not be enforced.

Any areas of increased slope angles will be aerial seeded.

Q11. Has this solicitation or a similar solicitation been awarded in the past? If so, can you provide a solicitation number?

Answer: The solicitation number was FA489721R0004/ Contract award number is FA489722D0001
