REAL ESTATE SUPPORT SERVICES

PERFORMANCE WORK STATEMENT

FOR

ADVISORY AND ASSISTANCE SERVICES TO ASSIST THE AIR

FORCE FOR SURVEYING SERVICES

OF A PROPOSED RAILROAD LAND CONVEYANCE

AT

MOUNTAIN HOME AIR FORCE BASE (AFB)

MOUNTAIN HOME, IDAHO

9 May 2018

1.0 INTRODUCTION

This Performance Work Statement (PWS) describes the requirements for Real Estate Survey Support to be provided to Mountain Home Air Force Base, Idaho in support of a Real Estate Conveyance Transaction as authorized by the 2018 National Defense Authorization Act

(NDAA), § 2823. LAND CONVEYANCE, MOUNTAIN HOME AIR FORCE BASE, IDAHO.

United States Code (U.S.C.), Title 10, Part IV, Chapter 159, Real Property; Related Personal Property; and Lease of Non-Excess Property, Executive Order 13327, Federal Real Property Asset Management, and Department of Defense Instruction 4165.70. The purpose of this specific requirement is to assist the Air Force and Mountain Home AFB to establish the correct land boundaries for the land conveyance to the City of Mountain Home, Idaho.

2.0 BACKGROUND

Mountain Home AFB (MHAFB) is located near Mountain Home, Idaho, approximately four miles east of Mountain Home, ID. The Air Force is conveying approximately 64 acres, more or less of land to the City of Mountain Home, ID (referred to as the “City”) to include all right, title, and interest of the United States in and to a parcel of real property, including all improvements thereon, consisting of approximately 4.25 miles of railroad spur and track located near Mountain Home Air Force Base, Idaho.

The Air Force has identified certain real property as illustrated in Attachment 1 Site Map which consists of approximately 64 acres of land and 4.25 miles of railroad track, more or less.

3.0 SCOPE

The Air Force requires the contractor to process a survey with legal description of the property to be conveyed with a certifying statement to include, “This is to certify that this survey map is made in accordance with the 2011 minimum standard detail requirements for ALTA/ACSM land title surveys. Jointly established and adopted by ALTA and NSPS and includes items ________________ of Table ____ thereof. The field work was completed on _________, 2018.”

4.0 APPLICABLE DOCUMENTS

The contractor shall comply with all DoD, Federal, Air Force, State, and local regulatory agency requirements, and applicable statutes, policies, regulations, standards, policy letters, rules, and Presidential Executive Orders, including all changes and amendments in effect on the date of issuance of this contract, including but not limited to those cited below, and their amendments.

Pursuant to the requirements of this PWS, the contractor shall use all applicable documents to include, but not limited to:

Part IV, Chapter 159, Real Property; Related Personal Property; and Lease of Non-Excess Property Title 10, U.S.C. 2667, Leases: Non-Excess Property of Military Departments Title 10, U.S.C. 2805, Unspecified Minor Construction Title 40, U.S.C. 102, Definitions Executive Order 13327, Federal Real Property Asset Management Air Force Policy Directive (AFPD) 32-90, Real Property Asset Management

5.0 MANAGEMENT AND REPORTING

The contractor shall provide the preceding services and deliverables to assist the Air Force in processing an ALTA/ACSM survey of the land conveyance at MHAFB:

5.1 Key Personnel. State Certified Surveyor is considered key personnel.

5.2 Daily Interaction. As required.

5.3 Management Deliverables and Reporting. Not applicable under this PWS.

5.3.1 Contractor’s Progress Status and Management Report (PSMR). Not applicable under this PWS.

5.3.2 Program Management Status Report. Not applicable under this PWS.

5.3.3 Integrated Master Plan (IMP) and Integrated Master Schedule (IMS). Not applicable under this PWS.

5.3.5 Technical Reports. The contractor shall provide technical reports (ALTA/ACSM Survey and Legal Descriptions) consistent with the requirements and level of effort outlined in the PWS. (CDRL A001)

5.3.6 Presentation Material. Not applicable under this PWS.

5.4 Data Repository. Not applicable under this PWS.

5.5 Government Oversight. The Government will perform contract surveillance on this contract.

6.0 REQUIREMENTS

6.1.1 Project Identification

6.1.1.1 The Air Force requires an ALTA/ACSM level surveys and legal descriptions for the land conveyance to include the railroad tracks and all third party easement areas clearly delineated.

The draft surveys and legal descriptions shall be due 30 days after contract award. The draft surveys and legal descriptions will be reviewed by an independent Government Surveyor that will provide feedback to the Air Force and the contractor. The contractor shall resolve or incorporate all Government feedback into the final ALTA/ACSM surveys and legal descriptions insuring accuracy.

6.1.1.2 The contracted surveyor shall make a personal inspection of the properties and interview appropriate Air Force representative(s) to understand the condition of the properties and any restriction on its use for military or other purposes. Such inspection shall be for the purpose of obtaining pertinent information regarding subject retained improvements and site characteristics/features as necessary.

6.1.1.3 The Air Force calls to attention the following extraordinary provisions of the proposed property’s circumstances:

a. The subject property is located outside the boundaries of MHAFB;

b. The parcels are outside the perimeter security fence but are subject to the installation’s security restrictions if any;

c. The subject property may or may not be severed (fenced off from the installation);

6.1.1.4 The surveyor preparing the surveys must be State of Idaho Certified with a professional level knowledge of the Mountain Home, Idaho area.

6.1.1.5 The description of the subject property shall include a discussion of existing and proposed infrastructure, improvements and any legal and/or physical elements that affect the property. These may include, but are not limited to, environmental wetland regulations, flood plain, restrictive easements, any public infrastructure existing and/or proposed, active railroad lines and any barriers or impediments to access that affect the use of a property.

6.1.1.9 The surveys shall include the surveyors signed statement and state stamp certifying that:

a. The statements of fact contained in the report are true and correct; the report analyses, opinions and conclusions are limited only by the report assumptions, limiting conditions and legal instructions and are the personal, unbiased professional analysis, opinions and conclusions of the appraiser.

b. The appraiser has no present or prospective interest in the property appraised and any personal interest or bias with respect to the parties involved.

c. The appraiser shall include photographs of the subject properties and any unusual or unique features of the subject properties. Each photo shall be numbered and identify the property the date taken, the name of the person who took the photo, and the direction of the view of the property, and from what orientation (i.e. facing south from the northwest corner of the property). Maps should be legible and show directional orientation. The location of the comparable sales and the subject property should be shown on the same map so the reader of the report can understand the relative proximity.

6.1.2 Project Definition and Acquisition.

As needed, the contractor shall conduct conference calls to update team members on progress of scheduled activities, and record minutes of any meetings, to preclude disconnects among the various stakeholders.

All (100%) services and deliverables are inspected and accepted by the Air Force program manager within 20 days of receipt of services or deliverables. Deficient services and deliverables shall be immediately documented by the CO and provided to the contractor for acknowledgement and resolution/rework. Suitable services and deliverable will be documented through periodic performance feedbacks. The performance objective for all (100%) services and deliverables is zero (0) deficiencies.

6.2 Military Housing Privatization Initiative (MHPI). Not applicable under this PWS.

6.3 Support

The contractor shall conduct occasional conference calls to update team on progress of scheduled activities.

7.0 LITIGATION SUPPORT (LS). Not applicable under this PWS.

8.0 LEGAL SERVICES. Not applicable under this PWS.

9.0 FURNISHED INFORMATION AND MATERIAL. Not applicable under this PWS.

10.0 CONTINUATION OF ESSENTIAL DEPARTMENT OF DEFENSE (DoD)

CONTRACTOR SERVICES DURING CRISIS

The performance of these services is not considered mission essential during time of crisis.

Should a crisis be declared, the Contracting Officer or his/her representative will verbally advise the Contractor of the revised requirements, followed by written direction.
