Contractor Questions & Government Answers
FA4897-17-T-0001
19 Dec 16
1. Q: Since the solicitation requires a contact and alternate contact, would it be acceptable for the position to be filled by two (2) part-time contract employees, not exceeding the allowable hours requirement, in consideration of weather and flu season to ensure contractor consistent on-site presence, as required ?
A: An alternate is not required. Whether or not you choose to have your quote use multiple people to fill the position, will have no basis on evaluation of award.
2. Q: Is there incumbent staff or incumbent that have previously performed this work for Mountain Home AFB?
A: Yes, the incumbant contractor is Freelance Solutions LLC.
3. Q: Does the Combined Synopsis/Solicitation under solicitation number FA4897-17-T-0001 contain requirements similar to a current contract? Or, is this a new requirement for the government?
A: There is no current contract in place for this service at Mountain Home AFB. The previous contract was FA4897-16-P-0007.
4. Q: What are the total hours for this Tax Advisor? The hours are not clear for the training period nor during the follow-up and post-season period.
A: The estimated number of hours for the period of performance is approximately 416 (32 hours for pre-season training, 32 hours for post season operations and 352 hours for normal operations).
5. Q: Is there an in-house electronic filing program or should the business provide the transmission system?
A: The Tax Center will use the Government-contract Tax Slayer program to e-file returns. The IRS is purchasing this separately for the Tax Center.
6. Q: How many VITA sites are included in the program?
A: The Tax Center consists of a single VITA site.
7. Q: How many volunteers will need to be trained?
A: Based upon historical data we are estimating approximately 15 - 25 volunteers.
8. Q: What is the make of the tax returns requiring to be prepared? 1040s, 1120s, 1065s and or 1041’s? Is it simple tax and/or complex tax issues?
A: VITA sites prepare 1040 returns. The scope of the program is defined in IRS Pub 4012. In general, the Tax Center only accepts clients with simple tax issues. The Tax Center does not assist individuals with personal businesses (though the Center may process rental income from 1 or 2 rentals).
