1.5 Ordering Procedures:

1.5.1. IAW FAR 13.303-3(a)(2) All calls will be competed among Blanket Purchase Agreement (BPA) contractors at MHAFB. As the need exists for performance under the terms of the BPAs, the 366th Contracting Squadron (CONS) will notify the contractors of the new requirement and provide the contractors with a SOW for the project.

IAW FAR 13.303-3(a)(3) see 13.303-5(b) There will be a specified dollar limitation for each individual purchase under the BPA. The call limitation for each individual purchase is $25,000.00.

1.5.2. After receipt of this notification, a site visit with BPA contractors, Civil Engineering Squadron (CES) personnel, and CONS personnel will be held within three (3) business days.

The purpose of the site visit is scope validation, during which the following will be discussed:

Project number and title/work order Site investigation Methods and alternatives for accomplishing work Definition and refinement or requirements Scope of work Requirements for plans, sketches, shop drawings, etc.

Preliminary quantities

1.5.3. Upon completion of the site visit, the government will provide an updated project SOW as necessary to all BPA contractors, detailing any changes deemed necessary during the site visit.

The contractor shall then prepare a detailed quote in accordance with the project SOW for submission to CONS within three (3) business days of the site visit using the Contracting Officer (CO) approved price list.

1.5.4. Special Provisions for Measurements: The contractor’s unit-priced line items and their associated quantities shall be determined using the project SOW, measurements taken from the provided drawings and using field measurements taken at the site. In the absence of drawings, the contractor will be provided a detailed description of the proposed work and must perform measurements in the field during the site visit to verify the quantities of each unit priced item necessary to complete the work as described. Adequacy of quotes, to include quantities, will be determined by CES personnel during Technical Evaluations with the CO. Contractors will be asked to adjust quantities as necessary following Technical Evaluations. After the final quote is submitted, no changes to the agreed upon quantities will be made and no additional unit-priced line items will be added unless differing site conditions are encountered and the drawings and/or description of the work is modified by the CO with the concurrence of the contractor. The contractor is responsible for notifying the CO immediately upon encountering differing site conditions. No separate payment will be made for compliance with any provision of “Special Provisions for Measurement” as stated above. A 10% allowance for waste is authorized during measurement.

If floor covering material requires more delivery time from the manufacturer than the agreed performance period allows, the contractor shall provide a letter from the manufacturer stating the estimated date of shipment to contractor. The CO will coordinate a revised installation start date with contractor and PM. Upon agreement, written documentation of the change will be provided by the CO to the PM and contractor.
