Section B: Description of the Supplies/Services Required
System will provide auto notification (text and voice mail services) call back system for prescriptions based on actual physical location of the prescriptions, to include start up services.
Section C: Justification for Soliciting from a Single Source or Brand Name
GSL Solutions, Inc. (GSL) is the sole manufacturer of the current GSL pharmacy storage system located in 366 MDG.
The auto notification capability in embedded within the software and firmware of the GSL IntelliCab storage system. Due to proprietary software ownership, GSL is the only source that can access, enable, and connect the existing technology within the IntelliCab to the 366 MDG information systems located in the pharmacy. IAW GSL Solutions, Inc., memo dated 1 October 2016 (see Attachment 1) is the sole provider and does not sell of any its products or services through a reseller or distributor.
Section D: Efforts to Obtain Competition
While the technology is available through various companies, the software used to operate and control the IntelliCab system is unique to GSL Solutions, Inc. In order to use other technologies operators must input data into those systems, negating the auto notification features and any warranty or extended service contract coverage that is currently in place for the cabinets located within the 366 MDG Pharmacy.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
At the point that IntelliCab equipment exceeds its service life, or no longer meets the needs of the 366 MDG Pharmacy, a competitive procurement process will be used to acquire replacement equipments/services.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
