1.0. DESCRIPTION OF SERVICES. Serves as musician for Catholic Music Program at
Mountain Home AFB Chapel. Musician will encompass the needs of the Catholic Chaplain, musicians, choirs, and congregation. The Catholic Chaplain has sole responsibility for all activities conducted during worship, including music. At no time will the musician deviate from programmed activities without the permission of the Catholic Chaplain and/or coordinator.
1.1. Contractor Knowledge: A positive, self-directed, and motivated individual who has the breadth and depth of knowledge necessary to accomplish the weekly support of the music program for the Catholic service. This person must demonstrate familiarity with and commitment to the Catholic faith, through personal interview with Catholic Chaplain. The contractor shall possess:
1.1.1. Musical ability that is proficient at keyboard support, sight-reading of music, and well-versed in a variety of musical styles. Documented experience as an accompanist is preferred and will be demonstrated at time of interview.
1.1.2. Have an ability to work unsupervised in a fluid and sometimes stressful environment with staff. Possess an ability to maintain healthy, functional interpersonal relationships with co-workers. Maintain standards of conduct and appropriate business attire which reflect the professional status of the chapel.
1.2. Required Tasks: The contractor shall:
1.2.1. Be proficient at keyboard support and be able to sight-read music. Must be open to adaptation and versed in a variety of musical styles.
1.2.2. Be able to communicate the needs and goals of the Catholic service music program to chapel staff and volunteers.
1.2.3. Possess the ability to constructively work with chapel and parish staff, and other chapel musicians.
1.2.4. Provide accompaniment for the Catholic service at the Mountain Home AFB
Chapel. Also, provide accompaniment for special performances or services at scheduled locations and times.
1.2.5. If awarded the contract, the contractor must submit an application for a background check to the Wing Chaplain according to Department of Defense
Instruction. (DoDI 1402.5), Criminal History Background Checks.
1.2.6. Attend weekly rehearsals and services, ensuring on-time arrival for all requirements.
1.2.7. Support the music program as determined by the Catholic Chaplain for the
Catholic service and the music director for the service.
1.2.8. Track, maintain, and submit the invoice to the Catholic Chaplain or his designee no later than 5 working days into the following month.
1.2.9. Observe all safety, security, and cleanliness requirements at the designated facility.
1.2.10. Research and organize music selections in order to be familiar with what music is on hand.
1.2.11. Select the music to be played (except prelude, postlude etc).
1.2.12. Be available to coordinate with chapel staff, volunteers, civilian and military community agencies and organizations on date, time, and place of performance.
1.2.13. Shall personally perform the services described above or coordinate performance by a substitute of equal or higher. The contractor shall coordinate replacement with catholic Chaplain at least 14 days prior to the proposed absence.
Subcontractors must meet the requirements for the position as outlined in this (PWS).
Contractor is responsible for payment of substitute.
1.3 Work Schedule. Be able to work special rehearsals and services as coordinated with the
Catholic Chaplain or his designee. This Performance Work Statement (PWS) consists of 120 hours and a schedule must be submitted to the Catholic Chaplain. Must include Catholic Services and rehearsals (to be inclusive of musicians own preparation time).
1.4 Federal Holidays. The federal holidays listed below are observed at MHAFB. If federal holidays fall on Saturday, the preceding Friday will be observed. If federal holidays fall on
Sunday, the following Monday will be observed.

1.5. Travel. Travel is necessary from place of residence to base chapel to perform required duties. The contractor will not be compensated for travel costs.
2.0. SERVICES SUMMARY
3.0. GOVERNMENT-FURNISHED PROPERTY/SERVICES/EQUIPMENT. The Government will provide reasonable utilities, work space, and common office area equipment and supplies for the contractor to perform the requested duties. The government will also provide piano and organ.
3.1. Toilet Facilities. Use of existing toilet facilities throughout the facility is permitted.
The contractor will ensure facility cleanliness is maintained at all times to the extent of cleaning up after contractor personnel only.
3.2. Security Forces and Fire Protection. The government will provide general on-base
Security Forces and Fire Protection service. Security Forces (SF Desk) telephone is 828-
2256 for routine calls. Fire Protection emergency phone is 117 (from on-base phone only), or 828-6292.
3.3. Telephone. The contractor may use government phones for the performance of duties covered under this contract PWS. No long distance telephone calls will be authorized.
3.4. Utilities. All reasonable quantities of electricity will be made available to the contractor without charge.
4.0 GENERAL INFORMATION:
4.1. Security Requirements. Project is unclassified – access to classified information is not required.
4.1.1. Physical Security. The contractor shall be responsible for safeguarding all government property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.
4.1.2. Pass And Identification Items. The contractor shall ensure the pass and identification items required for contract performance are obtained.
4.1.3. Retrieving Identification Media. The contractor shall return all identification media, including vehicle passes prior to contract expiration or termination of service.
4.1.4. Traffic Laws. The contractor shall comply with base traffic regulations.

4.1.5. Weapons Firearms and Ammunition. Contract employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within their contractor-owned vehicle or privately owned vehicle while on base.
4.1.6. Key Control. The contractor shall establish and implement methods of making sure all keys issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The contractor shall not duplicate any keys issued by the government.
4.1.6.1. The contractor shall immediately report to the Quality Assurance
Evaluator (QAE) or Program Manager any occurrences of lost or duplicated keys.
4.1.7. Shred any A&FRC sensitive information as needed and properly dispose of rubbish.
4.2 Personnel. The government is authorized to restrict the employment under the contract of any contractor employee or prospective contractor employees, who is identified as a potential threat to the health, security, general well being, or operational mission of the installation and its population. Employees are expected to comply with reasonable dress and grooming standards based on comfort, productivity, health, and type of positions occupied.
4.3 Safety.
4.3.1. Contractor shall comply with all applicable OSHA and AFOSH standards.
4.3.2. Contractor shall not bring any hazardous material onto Mountain Home AFB or use hazardous materials in any Mountain Home Facility.
