CATHOLIC RELIGIOUS EDUCATION/PARISH COORDINATOR

NONPERSONAL STATEMENT OF WORK (SOW)

8 Feb 2012

1. Contract Position Title. Catholic Religious Education/Parish Coordinator.

2. Scope of Responsibilities. Serves as resource person, advisor and coordinator of religious education and as a parish coordinator for the Mountain Home Air Force Base Catholic Parish. The coordinator consults and coordinates with the, Chaplain responsible for the Catholic Parish, who in turn monitors the contractor's work.

3. Education and Experience Requirement. Catholic Religious Education/Parish Coordinator:

3.1. Show a positive, self-directed, and motivated individual with the breadth and depth of knowledge necessary to accomplish the day-to-day coordination of the Catholic Religious Education Program.

3.2. Must have a minimum of one year experience in religious instruction or as a teacher and/or an

Associate’s Degree in education (please see section 6).

3.3. Have an ability to work unsupervised in a fluid and sometimes stressful environment with staff, parents, and children. Possess an ability to maintain healthy, functional interpersonal relationships with co-works and customers. Maintain standards of conduct and public decorum including but not limited to dress and grooming, which reflect the professional status of the chapel.

4. General Responsibilities. The Catholic Religious Education/Parish Coordinator shall:

4.1. Coordinate a program of religious education in accordance with the guidelines set forth by the

Air Force Chaplain Corps.

4.2. Organize classes; recruit volunteer teachers, substitutes, and other necessary staff; train teachers and substitutes; and provide two workshops as required by the Catholic Chaplain or his designee.

4.3. Provide orientation for new volunteer staff members in facilities, funding, religious education policies, and available resources.

4.4. Be responsible for entire religious education program, recruiting and training of teachers, and ordering materials for Sunday Confraternity of Christian doctrine (CCD) classes, First Communion, Confirmation, and other special religious education programs.

4.5. If awarded the contract, the contractor must submit an application for a background check to the

Wing Chaplain according to Department of Defense Instruction (DoDI 1402.5), Criminal History Background Checks.

4.6. Ensure all volunteers working with youth below 18 years of age receive a background check as described in DoDI 1402.5.

4.7. Must be able to do word processing in Outlook, Word (Windows environment), and Excel.

5. Specific Responsibilities. The Catholic Religious Education/Parish Coordinator shall:

5.1. Establish, coordinate, and administer the Catholic parish ministry by establishing schedules and rosters for the following parish organizations/programs: Catholic Youth Organization; Catholic Young

Adult Organizations; Catholic Lectors; Ushers, Altar Servers; Extraordinary Ministers of Holy

Communion programs; Catholic Women of the Chapel; Catholic Prayer Chain Program; Catholic library materials; Catholic social programs; (humanitarian impact programs); and Catholic Fellowship

Programs.

5.2. Collect, compile, formulate and print the weekly Catholic parish bulletin.

5.3. Post/maintain Catholic parish information boards with current and informative news and events.

5.4. Maintain Catholic parish census and statistical data.

5.5. Coordinate with local Catholic clergy to secure emergency coverage during Catholic Chaplain’s absence. Service requiring coverage will include Sunday Mass, Reconciliation, and other Catholic issues that require a priest (annotating of the sick, etc).

5.6. Provide publicity copy of all scheduled classes and programs, special events, etc., to the Catholic

Chaplain and chapel staff as needed. Decorate bulletin board for seasonal themes and announcing upcoming activities.

5.7. Submit and track the Mountain Home annual Catholic Religious Education budget. The proposed budget must be submitted to the Catholic Chaplain by the second week of July of each year.

5.8. Develop a proposed 12-month calendar of events and schedule classes to be submitted to the

Catholic Chaplain and Pastoral Council by the third week of July.

5.9. Conduct on-going registration and maintain a roster for students, teachers, and staff. Updated lists are to be submitted to the Catholic Chaplain or his designee as requested.

5.10. Support the logistic needs of the teaching staff in a timely manner.

5.11. Maintain adequate supplies of consumable materials.

5.12. Responsible for proper scheduling and securing of facilities, arranging transportation needs of programs, submitting fund requests in accordance with local policy.

5.13. Maintain a continuity file for the entire Religious Education Program and all after-action reports.

5.14. Keep a record of enrollment and attendance.

5.15. Maintain the Catholic RE/Parish Coordinator office and storeroom in a clean, orderly, and safe manner.

5.16. Submit RE reproduction needs (publicity, bulletins, and newsletters) by suspense dates.

5.17. Open and secure the chapel building and other facilities used for RE activities as necessary when

Chaplain Assistant is not on duty.

5.18. Monitor the handling of all funds received in the RE program to ensure compliance with applicable directives.

5.19. Ensure CCD teachers are aware of local safety requirements and procedures.

5.20. Accountable for paying any Social Security payments, Federal or Local Income Taxes, and State

Unemployment Insurance premiums for themselves, as well as any individual employed or subcontracted by them to provide services under this contract.

5.21. The contractor will personally perform the services described above or coordinate performance by a substitute of equal or higher proficiency who has been approved in advance by the Catholic

Chaplain or his designee. Submit the names and qualifications of proposed subcontractors to the

Catholic Chaplain for approval at least 14 days prior to the proposed absence. Subcontractors must meet the requirements for the position as outlined in this Statement of Work (SOW). Contractor is responsible for payment of substitute.

5.22. The hours worked are not to exceed twenty (20) hours per week. These hours must be scheduled and posted with the approval of the Catholic Chaplain or his designee. The contractor is required to give the chapel a two-week notice of any extended period of absence. Extended period of absence is defined as an absence for more than three days. The contractor will provide a substitute to perform services during the absence pending contracting office and senior enlisted member approval.

The Contractor must submit this paperwork seven (7) working days prior to the absence.

5.23. Attend monthly Catholic Pastoral Advisory Council, and shall provide a report on the religious education program, and prepare required documents/handouts for council members.

5.24. Recommend the requirements for texts and materials for the next year’s curriculum. Curriculum orders must be submitted and reviewed by the Catholic Chaplain no later than 30 June.

5.25. Provide a schedule of hours of availability to the Catholic Chaplain and chapel staff for public information.

5.26. Maintain office hours at the Liberty Chapel, building 2606 for a minimum of at least 2 days a week for customer service (answering questions/inquires, facilitating student registration, and distributing resources/supplies). Contractor shall provide the weekly hours necessary to successfully fulfill the contract in coordination with the Religious Education or Catholic Chaplain. Some hours will be required on weekends and at night. Hours will vary week by week determined by program requirements.

5.27. Prepare monthly schedules for Catholic organizations and programs (see 4.17). Printed monthly schedules are mailed to participants no later than the first of each month.

5.28. Attend weekly chapel staff meeting and monthly Catholic parish meeting to report on current parish activities.

5.29.Recruit capable volunteers to lead and assist in Catholic programs.

5.30.Prepare and distribute letter and publicity supporting Catholic parish programs.

6. Qualification Submittal.

Transcripts are needed to prove educational requirements only, per paragraph 3.2.

7. The Wing Chaplain.

6.1. Reviews the contract annually to consider exercise of option.

6.2. When available, provides funding for one optional training event that relates specifically to chapel based ministry.

6.3. Ensures that the unit rate of payment for the services described in this SOW is in 12 monthly installments, or incrementally funded by the month if necessary.

6.4. Provides office space with desk, chair, computer, printer, filing cabinets, bookcases, telephone, expendable office supplies and other items deemed necessary to perform services described in this SOW.
