SECTION I

DESCRIPTION OF SERVICES

1. DESCRIPTION OF SERVICES. The contractor shall provide all management, tools, supplies, equipment, chemicals, and labor necessary to safely maintain prescribed HVAC hydronic systems and steam water system requirements in 147 separate buildings located at Mountain Home Air Force Base (MHAFB), to include chemically cleaning closed loop systems and adding chemicals to bring them back to appropriate standards if necessary. The contractor shall maintain all records and reports required to demonstrate that water was maintained within designated parameters.

1.1. BASIC SERVICES. The contractor shall maintain water quality levels in accordance with the contract, the appropriate equipment manufacturer’s recommendations, and commercial practices. The contractor shall ensure system water remains environmentally compliant. All work performed shall be according to the appropriate craft and utility code, American National Standards Institute (ANSI), and the American Society of Heating, Refrigeration, and Air Conditioning Engineer (ASHRAE) standards. The contractor shall provide four hour emergency response when needed. All records shall be readily available for Government use and all reports shall be submitted within seven business days from testing. A list of added locations and site water treatment will change with new construction at MHAFB.

1.1.1. Water Testing and Treatment. The contractor shall operate and replenish chemicals on all water treatment equipment and provide sampling and analysis and test services. All water treatment products used will be compatible with DuBois Elim-Iron Metal Oxide Descalant, DuBois Gax-26, to prevent and control microbial growth and DuBois WT-4B corrosion inhibitor. Compatibility with DuBois treatment products is critical to avoid draining and flushing all hydronic systems currently under treatment. The contractor is not responsible for replenishing salt for water softeners. At a minimum, water analysis of each system shall be conducted on a monthly basis, addressing the water quality parameters in paragraph 1.3. Analysis may be necessary more frequently if indications of scale, corrosion, or any other unfavorable conditions occur. The contractor shall ensure that procedures used to conduct tests are in accordance with applicable directives and maintain record files for all tests performed. Test files shall include the type of test, results, date and time performed, name of person who performed the test and sample location. The contractor shall be responsible for set-up of auto blow downs on steam boilers, and shall supply recommended manual blow down schedules to the HVAC Foreman based on water analysis. HVAC Shop will perform the manual blow downs.

1.2 Environmental Compliance. All chemicals and hazardous materials, to include water testing reagents, shall be identified to the HVAC Foreman prior to being transported to MHAFB. Material Safety Data sheets shall be furnished to the hazardous waste monitor before the material is used. The only hazardous materials permitted to remain on base shall be those already introduced to the heating/cooling systems, or awaiting introduction within designated feeders. All other hazardous materials shall be removed from the base by close of each business day. Any hazardous materials transported on MHAFB shall be handled in strict compliance with all Department of Transportation, and environmental and safety regulations.

1.3 Water Quality Parameters. Water within hydronic and steam heat systems shall be maintained at all times in accordance with the following specifications. The contractor shall adjust chemical feed rates on steam systems to meet these parameters and inform the HVAC Foreman of any changes.

Phosphate:

30 to 50 PPM expressed as PO4

Alkalinity:

200 400 PPM as CaCO3

Chloride less than 500 PPM- Hydronic Heating boilers

Less than 10 PPM - Stainless Hydronic Heating boilers

PH value:

9 to 11 pH measured at room temperature

Total Dissolved Solids:

less than 2000 PPM or 2900 Micromho/cm

Iron:

1 PPM maximum

Silica:

180 PPM maximum as SIO2

Hardness:

less than 50.0 ppm or 2.92 Grains

Dissolved Oxygen none

1.3.1 Reports. Water quality reports on each system shall be furnished to the HVAC Foreman no later than the 15th day of each month, for months that the system is in service, indicating the current level of water quality in each category identified above.

1.4 Seasonal Shutdown. Designated steam boilers shall be laid up wet in accordance with manufacturer's specifications, to include filling to the maximum level with water and introducing appropriate chemicals to inhibit corrosion.

Designated steam boilers shall be filled to maximum level with water and appropriate chemicals to avoid corrosion 100% of the time.

SECTION III

GOVERNMENT-FURNISHED PROPERTY AND SERVICES

3. GOVERNMENT-FURNISHED PROPERTY AND SERVICES. All systems in which water quality parameters are to be maintained shall be furnished by the Government. Salt levels in water softeners will be maintained by the Government. Contractor will set-up softeners and make all necessary adjustments. The Government will implement blow-down schedules provided by the contractor and provide any necessary repairs to include all steam boiler water softeners and one each in buildings 195, 927, and 2316. The contractor will be provided fresh water for mixing chemicals.

SECTION IV

GENERAL INFORMATION

4.1 CONTRACT MANAGEMENT.

4.1.1. The contractor shall designate, in writing, a contract manager (CM) and an alternate who shall be responsible for all contractor services and personnel required to satisfy the requirements of this PWS and shall also function as a technical representative. The CM and alternate shall have full authority to act for the contractor on all matters relating to the daily operations of the contract. The CM or alternate shall also be available to meet with Government personnel within one business day of notification during normal business hours. The CM and alternate shall have the ability to read and speak English. The contractor shall provide four hour emergency response when needed, on and off duty hours.

4.1.2. The contractor shall maintain a sufficient number of qualified personnel to perform the requirements of this PWS. Employees are expected to comply with reasonable dress and grooming standards based on comfort, productivity, health, safety, and types of positions occupied when on Mountain Home AFB. Employee attire shall be in good repair and shall not be considered offensive, disruptive, or unsafe. Employees shall wear distinctive clothing or badges bearing the name of the company. Clothing or badges shall be provided by the contractor.

4.1.3. The contractor shall not employ persons for work on this contract if such employee is identified to the contractor, by the Contracting Officer, as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population. The contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest, nor shall the contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval in accordance with DOD 5500.7 and the Joint Ethics Regulation.

4.1.4. The contractor shall obtain any necessary licenses and permits for complying with all applicable Federal, State, and local laws, codes and regulations in connection with performance as stated in this PWS. Personnel operating motor vehicles shall possess a valid state driver’s license. The contractor shall be liable for all personnel injuries and equipment damage that result from their negligence or failure to follow safety/health guidelines. The contractor shall take proper safety and health precautions to protect work, the workers, the public, and the property of others.

4.2. MULTI-FUNCTIONAL TEAMS (MFTs). The CM is required to meet with the Contracting Officer, administrator, and QAP at least quarterly or more often, if needed, to discuss contract performance.

4.3. DISRUPTION OF SERVICES. If routine services are disrupted through fault or negligence of the contractor for more than twenty-four (24) hours, the Government reserves the right to procure such services from another source.

4.3.1. Scheduled services are to be accomplished subject to emergency situations, which may require alteration of schedules. Contractor shall respond by phone within one hour and physically respond within four (4) hours on emergency calls. Emergency situations shall be defined by the Government Quality Assurance Personnel (QAP).

4.4. HOURS OF OPERATION. Monday through Friday, 0800 - 1530, except on Federal Holidays

4.4.1 HOLIDAYS. The contractor is not required to provide service on Federal Holidays except in emergency situations. The holidays are:

* If these holidays fall on Saturday, the preceding Friday will be observed. If these holidays fall on Sunday, the following Monday will be observed.

4.5. BASE CLOSURES. Work scheduled but not accomplished because of base closure due to weather, exercises, or actual alert, will be accomplished as soon as possible after reopening the base.

4.6. PHYSICAL SECURITY. The contractor shall be responsible for safeguarding all Government property.

4.7. IDENTIFICATION AND BASE PASSES. The contractor shall obtain identification cards and base passes for all employees. Application shall be coordinated through the Contracting Officer or designated representative. At time of application, Security Forces may conduct a background check on employees. Upon termination of employment, the contractor shall return identification cards and base passes to Security Forces within 24 hours.

4.8. BASE ENTRY AND INSPECTION. When driving a contractor vehicle, the contractor shall enter Mountain Home AFB through the Grand View Highway gate. The contractor vehicle will be inspected by Security Forces personnel prior to contractor entry to the base. When driving a privately-owned vehicle (POV), the contractor may enter MHAFB through the Airbase Road gate or the Grandview Gate. POVs may be inspected by Security Forces personnel on a random basis.

4.9. WEAPONS, FIREARMS, AND AMMUNITION. Contractor personnel are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned or privately-owned vehicles while on MHAFB.

4.10. REPORTING REQUIREMENTS. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware that may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment.

4.11. PERFORMANCE OF SERVICE DURING CRISIS DECLARED BY THE NATIONAL COMMAND AUTHORITY OR OVERSEAS COMBATANT COMMANDER. The contractor shall continue to perform as directed by the Contracting Officer.

APPENDIX II

DEFINITIONS:

Government Quality Assurance: Those actions taken by the Government to assure services meet the requirements of the PWS and contract provisions.

Contracting Officer (CO): The person with the authority to enter into, administer, modify, and/or terminate contracts for the Government. The Contracting Officer is responsible for ensuring the performance and compliance with the terms of the contract and safeguarding the interests of the government in its contractual relationship.

Contract Manager (CM): The contract individual responsible for overall performance of this contract appointed, in writing, by an officer of the company to the Contracting Officer. The Contract Manager shall be available to meet with the Contracting Officer to discuss performance.

Service Delivery Summary (SDS): The service delivery summary defines the performance objectives and the performance thresholds for meeting those objectives.

Quality Assurance Personnel (QAP): The designated government representative who will perform surveillance of the contractor’s performance and is responsible for collecting all standardized evaluation and data collection forms for his/her performance site.
