About this file
This is a Requirements and Questions Document for a federal contract opportunity titled "CNET LAB Emulation and Expertise FY28."
The Joint Warfare Analysis Center (JWAC), a component supporting combatant commands and the Joint Staff, seeks contractor support for telecommunications, computer networking, and computing automation work. The primary objective is to conduct comprehensive modeling and network system emulations for experimentation and proof-of-concept tactic development. The contractor must provide hardware emulation expertise and computer scientists/engineers to support laboratory emulation activities. Key technical requirements include: expertise on foreign telecommunications and computer systems with indigenous and foreign components; emulation of US and foreign telecommunications and computer network hardware compatible with QEMU-KVM virtualization platforms; validation of emulated hardware through hosting operating systems and applications; and development of mechanisms to monitor and capture emulated hardware state such as virtual machine snapshots and system call monitoring. Work will be performed at the Joint Warfare Analysis Center in Dahlgren, Virginia, requiring analysts to be on-site for greater than 50% of a work week.
The document includes eight technical questions assessing contractor qualifications, covering: analyst clearance at the TS//SCI level; experience levels in systems programming (C/C++/Rust), OS internals and kernel networking, virtualization and hardware emulation, concurrency and determinism, and build systems/CI-CD; experience developing virtual systems; router emulation capabilities including routing protocol stacks, data plane programming, and forwarding plane architecture; experience with cycle-accurate versus functional simulation, time management, state checkpointing and migration, scalability patterns, and hardware-in-the-loop applications; familiarity with emulation architecture across the same technical domains; and validation and verification experience with differential testing, model checking, formal methods, telemetry and tracing, and conformance suites.

CNET LAB Emulation and Expertise FY28
Requirements and Questions Document
(U) Background. The Joint Warfare Analysis Center (JWAC) provides combatant commands, Joint
Staff and other customers with effects-based, innovative precision network targeting options in order to carry out the national security and military strategies of the United States during competition, crisis and conflict. JWAC maintains and enhances leading-edge technology and world-class subject matter expertise to provide the warfighter specialized engagement options against or adversaries' critical infrastructure and related systems.
(U) Work Area. The work area is telecommunications, computer networking, and computing automation. This includes the development of tools to support analysis and model development to simulate infrastructure/networks.
(U) Objective. The JWAC utilizes computer network and telecommunications lab environments to conduct comprehensive modeling and network system emulations as required for the purpose of experimentation and proof of concept tactic development to support customer requirements.
Additionally, hardware, software, and firmware tools will be developed as required to support proof of concept development for potential cyber capability development initiatives. The contractor will provide support that includes hardware emulation expertise and computer scientists/engineers that will aid with laboratory emulation.
(U) Technical Requirements.
- (U) Foreign Systems. The contract will need to have expertise on foreign telecommunications and computer systems to include indigenous and foreign components.
- (U) Telecommunications and Computer Network Hardware Emulation. The contractor will be required to emulate US and foreign telecommunications and computer network hardware to support experimentation at scale and reduce risk to equipment during development. The emulated hardware will be compatible with virtualization platforms specified by JWAC. Currently, JWAC leverages QEMU-KVM for machine emulation/virtualization. The contractor will be required to validate the emulated hardware by hosting any required operating systems and applications. The contractor may be required to develop mechanisms to monitor and capture the state of the emulated hardware (i.e. virtual machine snapshots, monitor system calls). JWAC will provide the hardware required for emulation.
