Would the Government please clarify the dates and Amendment references in PIEE with the attachment Amendment numbers to ensure offerors are referencing the correct amendments? As stated in the Description section of Amendment 0002, “This SF30 is officially Amendment 0001 of the solicitation.”, and the dates listed in the SF30 are accurate.
Amendment 0001 in the PIEE system was not an actual amendment (SF30) to the solicitation. It was meant to be a Special Notice, but the PIEE system is limited, which is why the second Q&A was released directly to SAM.gov.
2 Amendment 0001 SF 30 Section L, and Section L Attachment Amendment 0002 includes a reference to a change to Section L regarding the 252.237-7024 Notice of Continuation of Essential Contractor Services. (Oct 2010). Section L, however, contains no reference to this item, nor does Section M indicate how or if it will be evaluated. Are the requirements from Amendment 0002, pages 4 and 5, supposed to be incorporated into the Technical Volume or is a specific Plan for Mission Essential Contractor Services supposed to be included as a completely separate document at bid submission? The Government contract writing system defaults certain clauses/provisions to Uniform Contract Format (UCF) sections other than section I, Contract Clauses. DFARS 252.237-7024 is defaulted to section L, Instructions, Conditions, and Notices to Offerors. Because of this, the changes made to the provision in Amendment 0001, are reflected under section L of the UCF in the solicitation amendment. Amendment 0001 did not include changes related to provision 252.237-7024 in the Section L attachment.
The Mission-Essential Services Plan required by provision 252.237-7024 shall be submitted as a separate document, and will not count toward the proposal page counts in Section L-5.6. Paragraph L-5.5 of the Section L attachment of the solicitation has been revised in Amendment 0002 to reflect this change.
