5 RFI FA489023R0032 PWS 4.3.1.17 Visa Requirement The PWS has a Visa performance requirement but is silent on the Official Government Passport requirement. Those two functions normally go hand in hand and is standard on similar Air Force contracts. Is that on purpose or is there a passport requirement as well as a visa requirement? PWS updated to remove VISA requirement.
6 RFI FA489023R0032 PWS Workstations for FTE's
The most labor intensive, deskside interface with actual customers occurs in the production of ID cards. Although the PWS clearly identifies the number and type of FTEs required to perform the contract, there is no mention of the number of ID card workstations. Can the government specify the number of workstations at each work location?.
DMDC dictates the number of RAPIDS workstations at each base.

7 RFI FA489023R0032 PWS 4.4.1.4 and 4.4.1.9
Military/Special Leave Program The PWS specifies that contractors will administer the Military/Special Leave/TDY Authority. Does the role involve simply giving out information or clarification of policy and nothing more or is there something more involved in the leave program? Ordinarily, contractors are not delegated the authority to approve or disapprove leave and are not granted access to the military leave web so please clarify in detail what the contractor role will be with regards to military leave.
PWS has been updated to rephrase the task associated with TDY authority for military/special leave (PWS 4.4.1.4 and 4.4.1.9).
8 RFI FA489023R0032 Family/Down Days
The P‐COR is the only approval authority for delayed opening/service. Please clarify if the P‐COR also has authority to designate Family/Down days?
PWS has been updated to reflect permissible MPF closures (PWS 7.1.7). Any closure, to include partial or full day closures, of an MPF must be approved by the P- COR or CO in advance. The P-COR does not have the authority to designate Family/Down Days as they are authorized by the Commander of Air Combat Command.
9 RFI FA489023R0032 PWS 4.5.22, 5.6.22,
and 8.2
PAI secret clearance The PWS specifies that the PAII is the only member that must have a secret clearance. The PWS also requires one PAI be identified as the backup SSM and secondary SVO. Please clarify if at least one PAI serving as backup will also require a secret clearance?
PWS has been updated to reflect Secret Clearance requirement (PWS 4.5.22, 5.6.22, 8.2). The CSAII and Cyber Liaison are required to hold and maintain a Secret Clearance. The PAII does not require a Secret Clearance.
10 RFI FA489023R0032 Certification Levels The PCST/CL certification is A+ which is lower than the Sec + certification required by the PSM. Please clarify if the PSM and the PCST/CL roles and access levels are interchangeable even though the certification levels are Pending response from requirement owner
11 RFI FA489023R0032 PWS 5.10 Front Lobby The PWS has a front lobby requirement where PA's sign in customers on a rotating basis. This was standard practice several years ago however sign in kiosks are now the norm. Please clarify which if any locations are using the sign in kiosks, are the kiosks provided at government cost, or if the government mandates the use of the front lobby personnel rather than the kiosk. Rotating PAI and/or PAII FTE will cover the front lobby, 12 RFI FA489023R0032 Appendix B Monthly Metrics Please clarify if system operability issues can be reported on the monthly metrics report instead of the Monthly Status Report?
PWS has been updated (PWS 6.4) to expand on System operability reporting. This remains a requirement within the Monthly Status Report.
