SUBJECT: FA4890-22-R-0051; Sources Sought and Qualification Information for Potential Small Business Set-Aside Determination for U.S. Air Forces Central Command (USAFCENT) Global Prepositioned Materiel Services (GPMS)

1. THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATION AND PLANNING

PURPOSES ONLY. This announcement closes 12:00 p.m. Eastern Time on Monday, 24 October 2022. The Government is seeking industry input from all sources (small and large business) at this time. Small Business concerns are highly encouraged to respond to this request in order for the Government to determine if this acquisition should remain full and open competition or set aside for small businesses under the auspices of the Federal Acquisition Regulation (FAR) Part 19. The applicable North American Industry Classification System (NAICS) for this requirement is 561210 (Facilities Support Services) with a size standard of $41.5M. Interested parties must be registered under NAICS 561210 in System for Award Management (SAM) at www.sam.gov. The Government plans to consider all information submitted in response to this Sources Sought notice.

2. The U. S. Air Force, Air Combat Command, Acquisition Management and Integration Center (ACC AMIC), Hampton, VA, is in the process of determining the acquisition strategy to obtain non-personal services for the operation, maintenance, and support of USAFCENT GPMS (the follow-on acquisition to the USAFCENT War Reserve Materiel (WRM) contract) and Exercise & Contingency Logistics Support at six (6) storage and maintenance sites located in Kuwait, Sultanate of Oman, United Arab Emirates (UAE) and Qatar to maximize USAFCENT combat capability. The Contractor may be tasked to open/close and/or support additional GPMS sites within the USAFCENT AOR.

3. Pre-positioned equipment includes but is not limited to: Basic Expeditionary Airfield Resources (BEAR); medical; munitions; Tanks, Racks, Adapters, and Pylons (TRAP); Fuels Support Equipment (FSE); vehicles; Aerospace Ground Equipment (AGE); Sustainment Pavement Repair (SuPR) Kits; Mine-Resistant Ambush-Protected (MRAP) vehicles; war consumables; associated Mobility Readiness Spares Packages (MRSP); and Peacetime Operating Stocks (POS) at designated operating locations (OLs). Services also may require the operation of a supply stock control function and Contractor liaison offices at Shaw AFB, SC.

4. The Government is contemplating either a hybrid cost-plus-award fee or cost-plus-http://www.sam.gov/ fixed fee type contract with both cost reimbursable and fixed priced line items to fulfill this requirement based on historical data and market research. However, a determination of contract type has not yet been made. For this requirement, the Contractor shall be responsible for asset receipt, accountability, serviceability, storage, inspection and testing, maintenance, repair, outload, reconstitution, exercise, and contingency logistics support as outlined in this PWS. The Contractor shall also be responsible for the maintenance and repair (M&R) and minor construction of Government furnished facilities (GFF). The Contractor shall maintain and repair Government furnished property (GFP).

5. Performance will consist of a 120-day Phase-In/Transition period, eight (8) month base period with six (6), pre-priced, one-year options. The Government anticipates making award on or about 1 May 2024, with the Phase-In/Transition period from 1 June 2024 – 30 September 2024 with contract performance to start 1 October 2024. The Request for Proposal (RFP) is expected to be released on or about 30 March 2023. Please note: This is an estimated posting timeframe, and it is the responsibility of the interested parties to monitor the Contract Opportunities website at www.sam.gov for all subsequent postings. A draft Performance Work Statement (PWS) (Attachment 2) and draft DD 254 - DoD Contract Security Classification Specification (Attachment 3) is posted in conjunction with this notice to provide the size, scope, and complexity of this requirement.

6. The predecessor USAFCENT War Reserve Materiel contract was awarded competitively to a large business. The Government is seeking industry input to determine if there are adequate small business concerns that are capable of performing the follow-on requirement. A determination regarding the set- aside status for this effort has not been made.

7. This is not a formal Request for Proposal (RFP), and no contract will result from this notice, nor does it commit the Government to any acquisition for these services. All interested parties should submit a capabilities package (please limit to no more than 10 pages total) outlining their key business abilities relevant to the performance of this requirement and addressing the questions found in Attachment 1. Note for Small Business Concerns: Offerors responding to this notice as a small business concern must be registered in SAM under NAICS 561210.

Market Research Questionnaire

USAFCENT GPMS Program

Air Combat Command, Acquisition Management and Integration Center (ACC AMIC), Langley AFB VA, anticipates procuring a follow-on contract for the provision of services for the operation, maintenance, and support of United States Air Forces Central Command (USAFCENT) Global Prepositioned Materiel Services (GPMS) (formerly known as USAFCENT War Reserve Materiel (WRM) contract) and Exercise & Contingency Logistics Support. As part of the Government’s continuous information exchange with Industry while formulating the acquisition strategy, the Government requests your assistance in determining if this requirement should be set aside 100% for small business concerns under the auspices of Federal Acquisition Regulation (FAR) Part 19.

In order for the Contracting Officer to make a set aside determination for any acquisition, there must be a reasonable expectation that offerors can satisfactorily perform contract requirements and that award will be made at fair market prices. Total set asides cannot be made unless such a reasonable expectation exists. The Government believes it is mutually beneficial to all parties if this determination is made as early as possible in the acquisition process. If your firm intends to submit a proposal as Prime contractor for this effort, you must respond to the following questions regarding your experience, capabilities, and intentions. Please limit your entire response to no more than one (1) page for each question. The Government is not requesting technical and/or management proposals at this time. Your responses will be used solely for the market research purposes in the formulation of the acquisition strategy.

1) Do you intend to submit a proposal as Prime contractor for this requirement? Do you intend to propose under a teaming arrangement or Joint Venture? If so, please also provide that information?

2) Submit evidence of experience and ability to provide program management of a large multi-platform and technically complex facilities support services type contract.

3) Submit evidence of experience and ability to provide the types of support required in the draft PWS. Submit evidence of experience and ability to provide services OCONUS along with your ability to provide appropriate personnel in support of mission requirements. Please list all the OCONUS locations in which you have performed service contracts. Please include brief information on your company’s managerial, technical, and financial resources to be able to meet the program requirements as detailed in the draft PWS. Refer to the Draft Performance Work Statement (PWS) (Attachment 2) and Draft DD 254 -- DoD Contract Security Classification Specification (Attachment 3).

4) Address your company’s ability to manage and integrate subcontract efforts.

5) Include evidence of your company’s ability to provide program management of geographically-dispersed locations for similar type services IAW the Draft PWS.

6) Address the up-front capital investment and the company’s ability to: 1) Hire and maintain qualified personnel; 2) Knowledge and experience of the USAFCENT GPMS Program or, industry equivalent; and 3) Quality Control capabilities to meet the Government’s inspection/quality requirements.

7) Identify whether your company is either large or small under the North American Industry Classification System (NAICS) Code 561210, Facilities Support Services. If you are a small business and are requesting a set aside action other than a 100% small business set aside, please identify the appropriate set aside program for which you wish to be considered.

8) As a Small Business, how will you comply with FAR 52.219-14?

9) For the major requirements (as described in the PWS) that your company does not possess an organic capability in, fully address how you’d procure those capabilities and with whom.

Also, please address past performance for those procured capabilities as it relates to GPMS (formerly known as WRM).
