1. THIS IS FOR INFORMATION AND PLANNING PURPOSES ONLY. Responses are requested by 1600 on 18 Sep 2020. The Government is seeking industry input from all sources (small and large business) at this time. The Government plans to consider all information submitted in response to this request.

2. The United States Air Force, Air Combat Command, Mission Control Element Branch, Intelligence, Surveillance, and Reconnaissance (ISR) Division (ACC A5I), in conjunction with Acquisition Management and Integration Center, in conjunction with Acquisition Management and Integration Center (ACC AMIC), Joint Base Langley-Eustis, VA, is in the process of determining Industry’s ability to provide support options for the RPA SOC Enterprise effort.

This effort consist of four existing contracts to include FA4890-16-C-0007 the “Unmanned Aircraft Systems Operation Center Support (UASOCS),” FA8620-20-C-2010, the “Remotely Piloted Aircraft-Squadron Operations Centers (RPA-SOC) Field Maintenance Site Support,” FA8620-20-C-2011, the “RPA SOC Install and Warehouse Support,” and H92404-18-C-0002, the “Operations, Maintenance, And Engineering Support To AFSOC RPA Operations Centers And Ground Control Stations”. These options may include, but are not limited to, one overarching contract; multiple award indefinite delivery/indefinite quantity contract; task orders by command/location/or mission; and coupling/de-coupling the purchasing, warehousing, and installing of upgrades. Additionally, these requirements may include contractor furnished facilities and mission support vehicles, and will require full compliance with all host nation labor laws.

3. There is a standardized approach to support activities through HQ ACC AMIC, in conjunction with ACC A5I, the Air Force Life Cycle Management Center Medium Altitude Unmanned Aerial Systems Division (AFLCMC), Air National Guard and Air Force Special Operations Command. The ultimate objective is to continue to support the operational requirements of the RPA-SOC Enterprise mission. The mission will be conducted at existing locations throughout North America, Ramstein AB, and Kadena AB.

4. ACC A5I and ACC AMIC have been tasked to identify and analyze various courses of action (COAs) to determine the most cost-effective sustainment strategy/solution that meets statutory, regulatory and mission requirements. As legacy systems have historically seen rapid changes in equipment, organization and employment, novel approaches are required to continue to support these systems. This RFI will help provide possible solutions.

5. The Sustainment Strategy notional timeline is as follows:

Market Research – Sep 2020 - Mar 2021 Develop/Analyze COAs – Oct 2020 Strategy Development – Dec 2020 Review/Coordination – Jan 2021 Strategy Approval – Jan 2021

Please note: This is an estimated timeframe and it is the responsibility of the interested parties to monitor the beta SAM website at https://beta.sam.gov/ for all subsequent postings.

6. Request you review each of the following attachments described and provide a thorough response based on the information needed. Atch 1, Draft Performance Work Statement (PWS), provides the initial objectives/thresholds of the effort. Atch 2, Requested Information, is a list of essential items in which your response is necessary in order to fully develop COAs and shape any potential resulting sustainment strategy. Please include any assumptions made, perceived risks, and proposed solution-sets to meet the PWS requirements.

7. This is not a formal Request for Proposal (RFP), and no contract will result from this notice, nor does it commit the Government to any acquisition for these services. Please submit the requested information to this office by NLT the closing date and time (18 Sep 2020, 4:00 p.m.
