1.0 BACKGROUND: The AOC weapon system is the senior Command and Control (C2) element of the Theater Air Control System (TACS) and operational level focal point for C2 of air and space forces during Air Force (AF) and combined (coalition)/joint operations. Headquarters (HQ) Air Combat Command (ACC) is the Lead Command, Combat Air Force (CAF) lead, and force provider of AOC equipment and personnel as an Air Force component of United States Central Command (USCENTCOM) – [AFCENT]. There are numerous AOC entities at separate locations world-wide, providing fixed and deployable, training support and functional manpower system augmentation capabilities.
2.0 OBJECTIVE: The objective of this PWS is to acquire specialized contract AOC functional operators, technicians and subject matter experts (SME) to augment and enhance forces and operations at the 609 AOC (AFCENT) Shaw AFB SC, 710 COS (AFRC/AFCENT) Langley VA, and deployed in the Continental United States (CONUS) and Outside the Continental United States (OCONUS) AOC locations.
3.0 REFERENCE: Air Combat Command (ACC) Performance Work Statement (PWS) for the ACC Acquisition Management and Integration Center Contracted Advisory and Assistance Services IV (ACC AMIC CAAS IV) Contract paragraph 1.1.2.1.1 Management and Professional Services. Air Force Instruction (AFI) 13-1 AOC Volume 3 Operational Procedures – Air and Space Operations Center.
4.0 TASK REQUIREMENTS: The Contractor shall assist in the daily execution of operations and training within the AOC. Specific operational sub-tasks are documented in paragraphs 4.1 – 4.8.
4.1. 710 COS AOC System Administrator. The 710 COS AOC System Administrator / Network Administrator shall provide services to ensure uninterrupted system uptime for the 710 COS Air Reserve Component (ARC) Air Operations Center Weapon System (AOC WS) training suite to include related C4ISR systems used in the preparation, planning, and execution of theater air and space operations. Optimal operation of all hardware, software and applications resident or installed during the performance of this contract, infrastructure services, training of applications and similar related technical support functions on the ARC AOC WS training suite. This task requires 2 FTEs.
4.1.1. The Contractor shall:
4.1.1.1. Maintain an up-to-date library of technical resources for all 710 COS hardware, software and applications associated with the ARC AOC WS training suite.
4.1.1.2. Report and update the current and projected state of ARC AOC WS training suite’s technical capability and on various AOC issues to the 710 COS leadership.
4.1.1.3. Ensure continued operations of integrated intelligence and C2 systems, such as Global Command and Controls System (GCCS), Theater Battle Management Core Systems (TBMCS), etc., within the 710 COS ARC AOC WS training suite to meet mission requirements.
4.1.1.4. Manage the ARC AOC WS training suite systems’ deployments and upgrades and the associated hardware and software modifications.
4.1.1.5. Maintain and administer the 710 COS AOC WS as part of the ACC AOC WS Project Office configuration management, information assurance, sustainment and fielding processes and procedures.
4.1.1.6. Support the 710 COS reserve personnel activities ensuring AOC WS is operating and personnel have system access to achieve efficient and effective training during unit’s assembly weekend training.
4.1.1.7. Create and provide squadron-wide training support to upgrade knowledge and capabilities of the 710 COS AOC WS training suite. Provide staff support by advising the Commander (or designated personnel) and keeping them informed by providing position papers on various AOC issues and system changes.
4.1.1.8. Provide mission support to the 710 COS organization and activities as they evaluate, implement, and administer web based courseware development and maintenance functions including systems, programs, projects and processes used by ACC to develop or sustain training systems and related system training capabilities that meet existing and anticipated wartime requirements.
4.1.1.9. Conduct systems analysis and planning, development, and execution of all ARC AOC WS programs that fall under 710 COS purview and present findings to designated personnel on compliance reporting for information security policies.
4.1.1.10. Provide leadership recommendations on enhancements to the Disaster Recovery and Business Continuity processes. In addition, provide periodic (as unit’s mission direction requires) technical direction to other system administrators, analysts, and associates to ensure network security.
4.1.1.11. Assist in implementing special projects on an ad-hoc basis (up to 12 per year), including (but not limited to): Network administration; Major hardware and software installations on AOC WS training suite; Configuration management.
4.1.1.12. Provide system security per the Site Security Plan and SPO Configuration Management to ensure the Weapon System installed meets the specified security and vulnerability standards.
4.1.1.13. Perform backup of 710 COS C2 Weapon System and data as unit mission directives dictate and IAW mission requirements.
4.1.1.14. Provide customer support to resolve user access/technical issues. Log and track customer service calls and notify customer of expected resolution timeline.
4.1.2. Knowledge Skills and Abilities: The Contractor shall provide personnel that meet the following qualifications:
4.1.2.1. At contract start, contractor shall possess both T1 and T2 certification(s) IAW DoD Manual 8570.1-M (Security+ certification).
4.1.2.2. Minimum of 5 years’ experience with the latest version of UNIX OS.
4.1.2.3. Minimum of 5 years’ system administrator experience working in an U. S. Air Force AOC, U. S. Marine Corp Tactical Air Command Center (TAC) or U. S. Navy Maritime Operations Center (MOC).
4.1.2.4. Minimum of 7 years’ experience working with Microsoft Office including VISIO.
4.1.2.5. Minimum of 7 years’ experience using integrated intelligence and C2 systems, for example Global Command and Controls System (GCCS) or Theater Battle Management Core Systems (TBMCS).
4.2. Joint Interface Control Officer (JICO) Operations and Support. The contractor shall perform tasks in the areas identified below in order to furnish the Government with the required services and support. The contractor shall manage and support simultaneous tasks at various stages of development and completion at any given time throughout the life of this contract. This task requires two (2) FTEs.
4.2.1 Program Management Support.
4.2.1.1 Maintain currency on all technical aspect of the command and control systems and inform the Government COR of all significant changes and developments.
4.2.1.2 Recommend innovative TTPs for improving data exchange system connectivity to improve situational awareness and Combat Identification Combat Identification (CID) for the tactical warfighter.
4.2.2 Engineering Support Capabilities.
4.2.2.1 Provide JICO support to identify the datalink architecture and network design parameters needed to connect the various operational units within the Joint Data Network (JDN). JICO support shall include Program JDN expertise and Joint Multi-TDL operational infrastructure point of contact for inter-service coordination. Support the utilization of and training on operational equipment configurations. When not included in Operational Tasking Data Links (OPTASKLINK); the JICO support shall provide any additional information for operations directly to participants via alternate procedures, assume the role of network manager for t a c t i c a l d a t a l i n k ( T D L ) s y s t e m s in AOC operations and develop architectures for supported events. JICO support shall ensure optimization of TDL systems in support of multi-platforms (i.e. A-10s, HH-60s and HC-130s) where applicable.
4.2.2.2 Perform systems engineering to include research and development, to recommend the integration, installation, and training for sustainment and enhancement of existing data link architecture and network design to support emerging capabilities, advanced programs missions, ISR (traditional and non-traditional) integration, and interoperability in support of expanded TDL participation.
4.2.3 Analysis Support.
4.2.3.1 Provide technical support to local and supported Data Link Operators (DLO) and Joint Interface Control Officers (JICO) for TDL operations.
4.2.3.2 Review technical documentation such as test plans, technical and test reports, trade studies, and technical memorandums.
4.2.4 Reports Management and Documentation Support.
4.2.4.1 Document, disseminate, and ensure finished DICE products, this shall include but not limited to briefings, test results, TTP, architecture designs, and Data Change Requests (DCRs) (classified/unclassified). The contractor shall use products to maintain, track, and update applicable publications.
4.2.5 Project Execution.
4.2.5.1 Provide operations support such as tracking, requesting/scheduling of all resources and overseeing general operations needed to achieve stated test objectives.
4.2.5.2 Work with Program Manager to conduct site surveys which perform site preparation such as defining site-specific installation, integration, preparation of environmental permit plans and integration of AOC equipment with equipment available from other agencies or host areas.
4.2.5.3 Provide field communications and frequency management support such as the installation, testing and operation of communication equipment and data links.
4.2.5.4 Develop and deliver mission briefings and debriefings and review and update documentation.
4.2.6 Formal Training.
4.2.6.1.1 Provide academic and positional training instruction to Joint Interface Control Cell (JICC) members and affiliated personnel. Independently plans and executes training sessions within prescribed course framework. Performs instruction in the classroom and validates student cognition through discussion, quizzes, and tests utilizing multiple technologies to deliver training material and presentations. Organizes, prepares and presents academic instruction
4.2.6.1.2 Work with the Chief of the JICC and Training Department to ensure Initial Qualification Training (IQT), Mission Qualification Training (MQT), Continuation Training (CT), and Additional/Remedial Training (AT) are accomplished IAW published guidance/directives. Must master the complete range of JT-101, JT-102, JT-201, AOC IQT & MQT, functions during syllabus and non-syllabus event execution and shall accomplish the required coordination and scheduling of all students, permanent party, and attached personnel training events.
4.2.6.1.3 Document student academic and positional progress. Provide recommendations and corrective actions when appropriate. Discusses new weapons platforms, their applications, limitations and employment methods. Discusses tactics employed to defeat the ground and airborne threat as well as discusses limiting factors to overall mission success and contingency plans. Debriefs errors committed during missions and conducts remedial training when required; coordinates corrective action and remedial training with leadership.
4.2.7 Data Link Operations
4.2.7.1 Provide operational support to for the identification of unique information to support the timely, accurate, and complete forwarding of tactically actionable and relevant information via Tactical Data Links (TDL) of unique friendly, enemy, neutral and combat identification (CID) information into the Joint Data Network (JDN) in accordance with (IAW) unit TTPs, theater guidance, and data owner security requirements.
4.2.7.2 Provide Joint Interface Control Center (JICC) support to identify, establish and maintain the datalink architecture and network design parameters required to connect the various operational units within the JDN. JICC support shall include Program JDN expertise and Joint Multi- TDL operational infrastructure point of contact for inter-service coordination and operational planning.
4.2.7.3 Support the utilization of and training on operational equipment configurations. When not included in Operational Tasking Data Links (OPTASKLINK); the JICC support shall provide any additional information for operations directly to participants via alternate procedures, assume the role of network manager for TDL operations, and develop architectures for events and verify correct inclusion in other architectures in which the customer participates.
4.2.7.4 Provide primary support for the identification of unique data and emerging capabilities that support tactical data link and CID efforts. These efforts shall include but are not limited to:
identification and recommended integration of new or unexploited information systems, unique friendly, enemy, or neutral information sources; prioritization of reporting criteria; written recommendations for the development of associated TTP for the timely, accurate, and complete forwarding of tactically actionable and relevant information to specified C2 assets and tactical forces via Common and Tactical Data Links (C/TDL); migration of CID information into the
JDN.
4.2.7.5 Perform systems engineering to include research and development, testing and evaluation to recommend the integration, test, installation, evaluation and training for sustainment and enhancement of existing multi-format data link architecture and network design to support emerging capabilities, advanced programs missions, ISR (traditional and non-traditional) integration, and interoperability in support of CID into JDN..
4.2.7.6 Provide primary engineering support in the identification of unique information in advanced programs efforts to develop written recommended solutions based on gap analysis for desired modernization and integration of ISR data link capabilities, to include related test design and test plan development integrating advanced technology evaluations for AF weapons systems.
4.2.7.7 Operate and administer data link C2 devices to include but not limited to: JADSI, JRE, ITGW/MSCS, RADIANT MERCURY, LMMT, WinTAK, SATCOM BLOS radios/antennas, and LOS radios/antennas.
4.2.7.8 Possess operational knowledge with multisource correlation tools to include, but not limited to pH-1, TALON THRESHER, FADE MIST, and AARDVARK.
4.2.7.9 Collaborate with development of TTPs and integrate government selected products (software and hardware) and sources into analysis and data links systems.
4.2.7.10 Observe, provide written recommendations for government approval, plan, integrate, and participate in applying advanced CID capabilities into exercise activities.
4.2.7.11 Develop, coordinate, integrate, and train Concept of Operations (CONOP) and TTPs for the effective operational fielding, expansion, and application of integrated CID source information.
4.2.7.12 Support onsite and virtual training to supported data link/C2 device operators on design, implement, and optimize of C2 hardware and software. .
4.2.8 Maintain certification as a JICO, Joint Data Network Officer (JDNO), and Advanced JICC Operators Course (AJOC). Certification shall have been issued by the JID.
4.2.9 Provide proficient oversight in the interpretation and publication of theater
OPSTASKLINKS.
4.2.10 Consult with supported theater JICCs to deconflict and optimize ISR or other unit assigned JUs and track blocks both regionally and worldwide.
4.2.11 Design, implement, and optimize deployment of C2 data link devices, BLOS/LOS radios/antennas, RF data link antennas, and serial data link connections IAW all applicable MILSTD, AFI, and local TTP direction.
4.2.12 Oversee development of TTPs regarding deployment, troubleshooting, and operations regarding C2 devices.
4.2.13 Provide primary onsite and virtual training support to data link/C2 device operators on the design, implementation, and optimization of C2 hardware/software.
4.2.14 Provide onsite and virtual training support to include ISR datalink architecture, ISR systems, correlation tools, and operational implementation of TTPs.
4.2.15 Able to deploy to CENTCOM AOR locations including Forwarding Operating Bases on a temporary basis.
4.2.16 Maintain positional currency within the JICC.
4.2.17 Knowledge Skills and Abilities: The Contractor shall provide personnel that meet the following qualifications
4.2.17.1 Rated or Limited Duty Officer experience or other service equivalent.
4.2.17.2 Possess a Top Secret/SCI security clearance.
4.2.17.3 Completed and hold a JICO or Advanced JICC Operators Course (AJOC) Qualification.
Qualification shall have been issued by the Joint Interoperability Division (JID).
4.2.17.4 Have a minimum of four years of tactical datalink experience.
4.2.17.5 Have a minimum of a bachelor’s degree or five years of experience with AOC or TACS systems.
4.2.17.6 At least one of two FTEs previously qualified as a Formal Training Instructor.
4.3. 609 AOC International Heavy Airlift Tender (IHAT) Program Support. The contractor shall execute the tasks listed below in support of cargo movement through contracted commercial airline carriers operating in the USCENTCOM Area of Responsibility. The position will be located at the 609 AOC, Shaw AFB SC and requires a Secret security clearance.
4.3.1 The Contractor shall:
4.3.1.1 Assist with program management within accordance of the Defense Transportation Regulations 4500.R series, USTRANSCOM IHAT program guidelines, the USCENTCOM Time Phased Force Deployment Document (TFPDD) Letter of Instruction, and the Aerial Port Letter of Instructions.
4.3.1.2 Review the daily GATES Execution Management System (GEMS) report and coordinate with aerial ports in the USCENTCOM AOR to identify and offer backlogged cargo to commercial carriers.
4.3.1.3 Assist with awarding cargo allotments to commercial carriers using USTRANSCOM and USCENTCOM IHAT program practices.
4.3.1.4 Coordinate with aerial ports to ensure cargo is movement ready and within program parameters.
4.3.1.5 Assist with verification movement of cargo as planned and perform required billing actions.
4.3.1.6 Assist with monitoring carrier performance and producing reports on all carrier performance discrepancies such as safety violations, program rule violations and bid violations.
4.3.1.7 Assist with generating a Government Bill of Lading with the Global Freight Management (GFM) program and provide a copy to both the carrier and aerial port.
4.3.1.8 Assist the Invoice Approving Official on all billing actions involving IHAT operations.
4.3.1.9 Attend two to four conferences annually involving IHAT operations to include annual reviews, supporting updates to IHAT processes and providing future requirements.
4.3.2 Knowledge Skills and Abilities: The Contractor shall provide personnel that meet the following qualifications:
4.3.2.1 Ten years of experience in Air Transportation or logistics to include commercial carrier and military airlift.
4.3.2.2 Three years of experience using Defense Transportation Regulation 4500.R series.
4.3.2.3 Three years’ experience with GEMS and all cargo backlog reports.
4.4. 609 AOC Database Manager. The AOC Database Manager provides operational subject matter expertise for database management of Air Order of Battle Database (AOBD) and Tactical Information (TACINFO). Provides overarching requirements analysis and operational support to AOC Combat Plans, Operations, Air Mobility and ISR Divisions for AOC and deployed Coalition Air Operations Center (CAOC) personnel. Level of effort for all of the following is daily, with increased focus of effort 4-6 weeks prior to 3-4 major exercises per year. Manager will be located at the 609 and requires TS/SCI security clearance.
4.4.1 The Contractor shall:
4.4.1.1 Provide operational management of AOC database requirements as applicable to applications supporting AOC planning and offensive execution functions and interactions with intelligence functions, especially target planning.
4.4.1.2 Manage AOBD and TACINFO standards; coordinate AF/Joint/Allied/Coalition friendly order of battle inputs to ensure standards are maintained.
4.4.1.3 Facilitate other service C2 data exchange via applications or established Interface Control Document (ICD) standards.
4.4.1.4 Develop functional checklists to assist operators with managing and using AOC database capabilities.
4.4.1.5 Identify and define future AOC Weapon System requirements.
4.4.1.6 Participate in operational planning, fielding verification and validation of AOC upgrades and modifications.
4.4.1.7 Participate in DT&E and OT&E as Database Manager.
4.4.1.8 Provide mentorship to newly assigned AOC personnel to include the proper management and access of AOC database information.
4.4.1.9 Collaborate with local AOC Training Managers as necessary to ensure MQT and Combat Mission Readiness (CMR) requirements and instruction are accurate and reflect AOC database management functions, configurations, technologies and support responsibilities.
4.4.1.10 Provide specialized training on Combat Plans and Operations applications as required.
4.4.1.11 Travel in support of operations in support of war, contingency and humanitarian operations, exercises and experiments that may require CONUS and OCONUS travel.
4.4.2 Knowledge Skills and Abilities: The Contractor shall provide personnel that meet the following qualifications:
4.4.2.1 Bachelor’s degree or five years of experience with the Air Operations Center or Theater Air Control System required and minimum three years of experience working with AOC combat plans and combat operations applications and management of AOBD and TACINFO.
4.4.2.2 Completion of formal AOC FTU Course or equivalent.
4.4.2.3 Demonstrated knowledge and experience of AOC C2 of air assets in joint and combined operations.
4.4.2.4 Participation in AOC exercises or operations as a Database Manager for Combat Plans or Operations Division. Real world contingency experience is highly desired.
4.4.2.5 Experience supporting AOC operations within classified environments to include SIPRNet and JWICS.
4.4.2.6 Three years of experience on USAFCENT, NAF or other service equivalent staff.
4.5. 609 AOC ISR SME. The AOC ISR SME shall manage all AOC intelligence systems in direct support to the AOC Director as outlined in AFI 13-1 AOC Volume 3. Provide operational ISR subject matter expertise on AOC ISR to ensure that configuration, capabilities, and database information supports AOC ISR Division requirements. SME will be located at the 609 AOC and requires a TS/SCI security clearance.
4.5.1 The Contractor shall:
4.5.1.1 Coordinate with ISR Division personnel to ensure intelligence information systems are integrated and support all AOC processes for at least two exercises/tests per year.
4.5.1.2 Provide operational assistance to users of intelligence information systems and initial troubleshooting of system failures for at least two exercises/tests per year.
4.5.1.3 Ensure receipt of information and proper data exchange, i.e. target lists, MIDB, etc. from other C4I system equipment into AOC ISR systems for at least two exercises/tests per year.
4.5.1.4 Develop, maintain, and coordinate AOC ISR systems downtime and upgrades and timelines, establishing and coordinating priorities as appropriate at least two times per year.
4.5.1.5 Participate in DT&E and OT&E as ISR system and application SME as required.
4.5.1.6 Provide daily mentorship for up to 12 newly assigned ISR Division personnel per year.
4.5.1.7 Collaborate with local AOC Training Managers for approximately 350 personnel in 20 classes per year to ensure MQT requirements and instructions are accurate and reflect AOC ISR configurations, technologies and support responsibilities. Instruct MQT training as required for same classes.
4.5.1.8 Travel in support of operations in support of war, contingency and humanitarian operations, exercises and experiments that may require CONUS and OCONUS travel.
4.5.2. Knowledge Skills and Abilities: The Contractor shall provide personnel that meet the following qualifications:
4.5.2.1 Bachelor’s degree required or five years of experience with AOC ISR systems.
4.5.2.2 Completion of formal AOC FTU Course or equivalent.
4.5.2.3 Completion of service intelligence course at either officer or enlisted level.
4.5.2.4 Demonstrated knowledge and experience of joint and AF ISR capabilities.
4.5.2.5 Participation in AOC exercises or operations as AOC ISR division member.
4.5.2.6 Experience supporting AOC operations within classified environments to include SIPRNet and JWICS.
4.5.2.7 Three years of experience on USAFCENT, NAF or other service equivalent staff.
4.6. 609 AOC Training and Administrative Support. The Contractor shall assist in the design and execution of MQT and CT programs by providing administrative support of 609 AOC’s formal training program. The contractor shall assist in the administrative support provided to the 609 AOC Detachment 1. This task requires a Secret clearance and must meet all associate security requirements. This task requires two (2) FTEs.
4.6.1 The Contractor shall:
4.6.1.1 Assist in anticipating, identifying and incorporating training requirements generated by programmed changes in equipment, systems, applications, personnel, or operational procedures.
4.6.1.2 Assist the unit in preparing for Higher Headquarters Unit Compliance and Operational Readiness Inspections.
4.6.1.3 Assist 609 AOC Training Managers in accomplishing training objectives through scheduling students for MQT and CT.
4.6.1.4 Assist in conducting and identifying trend analysis and unit-training shortfalls through the Advanced Distance Learning System (ADLS) to senior unit leadership.
4.6.1.5 Assist in development and enhancement of deployment folders for 609 AOC duty personnel and positions, via Learning Management System (LMS) or other unit directed program.
4.6.1.6 Participate in review, analysis, and feedback on Status of Resources and Training System (SORTS), Unit Type Code (UTC), Advanced Distributed Learning Service (ADLS), any other computer based training system program and Unit Manning Document (UMD) issues monthly.
4.6.1.7 Assist with managing programs to include task management, drug demand reduction, fitness, Defense Travel System, Automated Data Processing Equipment (ADPE) accounts and inventory, Unit Deployment Manager, evaluation, special awards, security and supply.
4.6.1.8 Assist in the coordination and management aspects of the Computer Systems Account (CSA) process/system/duties as well as computer support assistance and IT related issues.
4.6.2. Knowledge Skills and Abilities: The Contractor shall provide personnel that meet the following qualifications:
4.6.2.1 Contract personnel must be familiar with the AOC Weapon System and AOC operational training requirements and have at least three years’ experience in an AOC.
4.6.2.2 They must be capable of working independently and must be able to review current and future training and exercise plans, AF instructions, and joint publications with the purpose of making recommendations on improving them as well as incorporating them into unit training programs.
4.6.2.3 All Contractor personnel must be skilled in the use of software/hardware/e-mail systems (Microsoft Office) currently in use by USAFCENT.
4.6.2.4 A Bachelor's degree or five years of experience with the Air Operations Center or Theater Air Control System is mandatory.
4.6.2.5 Three years of experience at the USAFCENT, NAF or other service equivalent headquarters level.
4.6.2.6 At least one contractor must have three years of experience in managing and providing computer support assistance.
4.7. 609 AOC Training Improvement Support. Provide cross flow of training support and information exchange between AOC units and Higher Headquarters. This task requires a TS/SCI clearance and must meet all associate security requirements. Clearance requirements apply to all potential TDY locations.
4.7.1 The Contractor shall:
4.7.1.1 Write the implementing documents for MSEL events, monitor their execution, and provide analysis on execution.
4.7.1.2 Define hardware requirements and configurations for AOC exercises both at home and deployed.
4.7.1.3 Assist in daily scheduling of personnel for attendance at AOC MQT and CT.
4.7.1.4 Assist with or lead post exercise review sessions. Document, maintain and track After Action items until they are resolved.
4.7.1.5 When directed, provide expertise for training, experiment, or test events as designated by ACC or CENTCOM.
4.7.1.6 Provide support to forward operating locations in the CENTCOM AOR.
4.7.1.7 Provide AOC Weapon System Configuration Management (CM) support. Assist with the development of CM plans, programs and management.
4.7.1.8 Assist in planning and executing training exercises of like units.
4.7.1.9 Support control cell operations during monthly exercises as augmentee, reviewer and evaluator.
4.7.1.10 Evaluate exercise and training systems during AOC weapons system test events and provide recommendations on how these new AOC systems can be utilized in training.
4.7.1.11 Participate in a monthly formalized information exchange program with like AOC units sharing information such as lessons learned, best practices, training shortfalls and exercise training effectiveness via Defense Connect Online (DCO).
4.7.1.12 Support Staff Assistance Visits (SAVs) as required, to units to improve training and exercise program management.
4.7.1.13 Participate in the exploration, research, development and testing of new training technologies affecting the AOC weapon system as requested by higher headquarters.
4.7.1.14 Provide support and expertise in development and management of AOC requirements process and products. Participate in monthly Requirements Working Group (RWG), Engineering Working Group (EWG), and other requirements related forums.
4.7.1.15 Provide daily unit Tactical Data Link Management, operations and training support.
4.7.1.16 Remain current on AOC weapon system capabilities and training issues concerning interoperability.
4.7.2. Knowledge Skills and Abilities: The Contractor shall provide personnel that meet the following qualifications:
4.7.2.1 Contract personnel must be familiar with the AOC Weapon System and AOC operational training requirements and have at least five years of experience in an AOC or TACS.
4.7.2.2 They must be capable of working independently and must be able to review current and future training and exercise plans, AF instructions, and joint publications with the purpose of making recommendations on improving them as well as incorporating them into unit training programs.
4.7.2.3 All Contractor personnel must be skilled in the use of software/hardware/e-mail systems (Microsoft Office) currently in use by USAFCENT.
4.7.2.4 A Bachelor's degree or five years of experience with the Air Operations Center or Theater Air Control System (TACS) is mandatory.
4.7.2.5 Three years of experience at the USAFCENT, NAF or other service equivalent headquarters level.
4.8. 609 AOC Exercise Support. Schedule, organize, monitor and evaluate unit exercises to maximize training. This task requires a TS/SCI clearance, access to Special Access Programs and must meet all associate security requirements. Clearance requirements apply to all potential TDY locations. This task requires two (2) FTEs.
4.8.1 The Contractor shall:
4.8.1.1 Assist with identifying and publishing unit AOC divisional, team, and positional training requirements and processes to be exercised during recurring training events and exercises.
4.8.1.2 Develop and validate field designed scenarios and associated exercise and training materials.
4.8.1.3 Attend planning conferences to include development, initial, mid, and final planning conferences for at least four exercises per year.
4.8.1.4 Assist in the evaluation of the supporting exercise training systems as they impact training.
4.8.1.5 Lead and train unit exercise control cells in support of monthly local unit exercises (minimum of 4 annually).
4.8.1.6 Provide monthly training on unit simulation and communications equipment to include Part Task Trainer and any other modeling and simulation capability provided to unit.
4.8.1.7 Assist in development and maintenance of the MSEL for locally generated unit exercises, higher headquarters exercises or training scenarios.
4.8.1.8 Perform as trainers of unit personnel on site and at deployed exercise locations for at least two (2) exercises per year.
4.8.1.9 Assist in the planning and execution of at least four (4) major exercises per year.
4.8.2. Knowledge Skills and Abilities: The Contractor shall provide personnel that meet the following qualifications:
4.8.2.1 Contract personnel must be familiar with the AOC Weapon System and AOC operational training requirements and have at least five years of experience in an AOC or TACS.
4.8.2.2 They must be capable of working independently and must be able to review current and future training and exercise plans, AF instructions, and joint publications with the purpose of making recommendations on improving them as well as incorporating them into unit training programs.
4.8.2.3 All Contractor personnel must be skilled in the use of software/hardware/e-mail systems (Microsoft Office) currently in use by USAFCENT.
4.8.2.4 A Bachelor's degree or five years of experience with the Air Operations Center or Theater Air Control System (TACS) is mandatory.
4.8.2.5 Three years of experience at the USAFCENT, NAF or other service equivalent headquarters level.
4.9. Personnel Administration. The Contractor shall identify a point of contact (POC) to function as the liaison with the government. The contractor may opt to establish POCs at each site but will identify the individual(s) to the Contracting Officer (CO) within 15 calendar days after contract award. Personnel may not be added or removed without the express approval of the Contracting Officer.
4.10. Deliverable(s): The Contractor shall provide contract deliverable(s) in a format mutually agreed upon by the Government and the Contractor. The ACC AMIC PKB does not require copies of listed deliverables. All deliverables will be reviewed for timeliness, accuracy and format. If a deliverable due date falls on a weekend or holiday, the Contractor shall submit the deliverable on the last work day prior to the due date. Deliverables provided to the Contracting Office (and COR) are as follows:

4.10.1 Monthly Progress Report: Provide one electronic copy of the report to the COR. The Contractor shall submit monthly status reports due the fifth day of each succeeding month. The report will include summary of work performed or completed in the prior month, status of projects currently in progress and projected events for the next month. As a minimum the Progress Report shall include the following:
4.10.1.1 Contract Number.
4.10.1.2 Brief task description(s).
4.10.1.3 A narrative review of work performed by position.
4.10.1.4 Problems and Issues.
4.10.1.5 A narrative review of work anticipated in the following reporting period.
4.10.1.6 Travel conducted and anticipated within the next period.
4.10.1.7 List of current employees and any unfilled vacancies.
4.10.2 Trip and Meeting Reports. Following official travel, the contractor shall prepare a trip report detailing the purpose of the trip, the individuals contacted, and any significant issues that were identified during the travel. The contractor shall provide this trip report to the COR within seven business days after the completion of travel. Content will include key points of interest to include:
4.10.2.1 Contract Number.
4.10.2.2 Purpose of trip or meeting.
4.10.2.3 Subject attendee(s).
4.10.2.4 Other key attendees.
4.10.2.5 Synopsis of discussion topics to include solutions and actions items.
4.10.2.6 Recommendations.
4.10.3. Meeting Minutes, Technical Report or Study. Reports may be appropriate and will be provided on a coordinated basis with the COR. They will normally be due within five business days after the request unless required in less time by higher headquarters.
4.10.4 Reference Attachment 3 for report format examples.
4.11. Services Summary: Attachment 2.
4.12. Quality Control Plan. The contractor will provide a Quality Control Plan within 30 days of contract award. This plan should detail how the contractor intends to monitor their performance and correct major and minor deficiencies.
4.13. Transition Plan. The contractor shall develop a Phase-In/Phase-Out Plan which details how it will ensure continuity of services during transition into and out of this contract, including discussions of workload estimates, if applicable, priority allocations of personnel and resources, scheduled completion dates of key events and plans for mitigating risk factors associated with the transition. This plan shall be submitted with the proposal.
5.0. GOVERNMENT FURNISHED FACILITIES/EQUIPMENT.
5.1 Government-Furnished Property. There is no GFP to be provided under the scope of this contract.
5.2 Government-Furnished Facilities and Equipment, Government-Maintained. The Government shall provide items considered to be incidental to the place of performance located on Government installations; these items are not Government Furnished Property according to FAR 45.000(b). The Government shall retain accountability of these items and shall be responsible for the maintenance of Government-owned equipment. The contractor shall be responsible for the proper use of this equipment and shall report any problems to the COR.
5.2.1 The Government will provide for all part time and FTE personnel, office space, supplies, computer equipment, access to military Local Area Network (LAN) services (classified and unclassified), telephone and fax (local, Defense Switch Network (DSN), and long distance), electronic mail, office automation software, LAN support, reproduction facilities, and facilities to store classified working papers and data (media disks, hard drives, etc.).
5.2.2 The Government will provide access to relevant Government organizations, information and documentation, manuals, texts, briefs, and associated materials as required and available. All materials will remain the property of the Government and will be returned to the Contracting Officer or COR upon request or at the end of the period of performance.
6.0. DATA: The Government has unlimited rights to all deliverables of this contract to include intellectual property rights.
7.0. TRAVEL AND TRAINING:
7.1. The Contractor will be required to travel to attend meetings in support of tasks listed above to fulfill this PWS. The contract will be modified as needed to incorporate the travel required.
All trips will be IAW regulatory requirements and actual travel shall be coordinated and pre-approved by the Government COR in writing. IAW Federal Acquisition Regulation (FAR) 31.205-46 travel costs to be reimbursed under the ‘lodgings-plus’ method, (the per diem allowance for each travel day is the actual amount the traveler pays for lodgings plus an allowance for Meals & Incidental Expenses (M&IE); the total may not exceed the applicable maximum per diem rate for the Temporary Duty (TDY) location. Travel cost will be limited to actual expenses, subject to the limitations of the Joint Federal Travel Regulation. Contractors may not exceed the travel allocation. All invoices for travel reimbursement shall be accompanied by supporting receipts. Any additional travel will be fully coordinated with the Government COR prior to conduct of the travel. Where feasible, the Contractor shall use teleconferencing and electronic media transfers of data as much as possible to limit travel costs. Projected travel listed below.

7.2. Travel will include various CONUS and OCONUS locations to provide operational support during times of war, contingency, exercise and experimentation. Extended (greater than 2 weeks) duration is possible for all tasks.
7.3. Local travel to attend meetings within the local city or base of assignment commuting vicinity shall be considered a cost of doing business and shall not be separately reimbursed.
7.4. The Contractor shall be responsible for providing qualified site personnel. Government furnished training will be provided to the Contractor when the training is unique and available only to Government personnel. The Government will provide initial familiarization; orientation and standard operational procedures training to the Contractor at the place of performance. The Government will allow the Contractor access to Government sponsored training for AOC related systems on a case-by-case basis as approved by the Primary COR. Training on new AOC equipment and technologies may be funded by the Government or reimbursed with prior written approval from the primary COR.
8.0. SECURITY:
8.1. Contractor Clearances: The Contractor must possess or acquire prior to award of this contract, a facility clearance equal to or higher than the highest classification stated on the Contract Security Classification Specification (DD Form 254).
8.2. Personnel Clearances
8.2.1. All Contractor personnel assigned to this contract shall possess a minimum TS/ Sensitive Compartmented Information (SCI) security clearance at contract start. All Contractor employees working on this contract must be US citizens. The Contractor may be required to provide employee background information to comply with contract clearance requirements including Common Access Card (CAC) cards and building access badges
8.2.2 If the Contractor is notified by any Government official having security cognizance over the contract that an employee’s Security Clearance has been revoked or suspended, the Contractor shall notify the Government the same day as the Contractor receives the notice.
8.2.3 Work on this task involves TS/SCI access for selected individuals based on their assigned subtask. SAP/SAR will only be authorized by HQ ACC/A3C on a case by case basis as the mission requires. The subtasks described in this PWS require Contractor personnel to have varying degrees of clearances at time of contract closing. They are as follows:

8.3. Visitor Group Security Agreement (VGSA): The Contractor shall enter into a long term VGSA if contract performance is on base for 90 days or more. This agreement shall outline how the Contractor integrates security requirements for contract operations with the AF to ensure effective and economical operation on the installation. The agreement should address:
8.3.1. Security support provided by the Air Force to the Contractor to include storage containers for classified information/material, use of base destruction facilities, classified reproduction facilities, use of base classified mail services, security badges, base visitor control, investigation of security incidents, base traffic regulations, the use of security forms, and conducting inspections required by DOD 5220.22-R, Industrial Security Regulation, and AFI 31-601, Industrial Security Program Management.
8.3.2. Security support requiring joint AF and Contractor coordination includes packaging classified information, mailing and receiving classified materials, implementing emergency procedures for protection of classified information, security checks, and internal security controls for protection of classified material and highly pilfer-able property.
8.3.3. On base, the long term VGSA may take the place of a Standard Practice Procedure (SPP).
8.4. Security Manager Appointment: The Contractor shall appoint a security manager for the on base Visitor Group. The security manager may be a full time position or an additional duty position. The security manager shall provide employees with training required by DOD 5200.1- R, Information Security Program Regulation, and AFI 31-401, "Information Security Program Management". The Contractor will also provide initial and follow-on training to Contractor personnel who work in AF controlled/restricted areas. AF restricted areas and controlled areas are explained in AFI 31-101, The Air Force Installation Security Program.
8.5. Pass and Identification Items: The Contractor shall ensure the pass and identification items required for contract performance are obtained for employees and non-Government owned vehicles.
8.6. Retrieving Identification Media: The Contractor shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires;
e.g. terminated for cause, retirement, etc.
8.7. Traffic Laws: The Contractor and its employees shall comply with base traffic regulations.
8.8. Weapons, Firearms, and Ammunition: Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within Contractor-owned vehicle or privately-owned vehicle while on a DoD installation.
8.9. For Official Use Only (FOUO): The Contractor shall comply with DoD 5400.7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.
8.10. Reporting Requirements: Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DOD personnel, Contractor personnel, resources, and classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment.
8.11. Physical Security: The Contractor shall be responsible for safeguarding all Government property and controlled forms provided for Contractor use. At the end of each work period, all Government facilities, equipment, and materials shall be secured.
8.12. Controlled/Restricted Areas: The Contractor shall implement local base procedures for entry to AF controlled/restricted areas where Contractor personnel will work. An AF Form 2586, Unescorted Entry Authorization Certificate, must be completed and signed by the sponsoring agencies Security Manager before a Restricted Area Badge will be issued. Contractor employees must have a favorably completed National Agency Check plus written Inquires (NACI) investigation before receiving a Restricted Area Badge.
